1. Description/Analysis

2. Supplemental Agreement No. 2
Description/Analysis
Issue Detail: A bridge over the American River at Truxel Road is a critical multi-mode mobility link to improve regional connections, as further described in the “Rationale for Recommendations” section of this report. The bridge has been part of City and regional plans for many years.

In 2021, the City, in partnership with the Sacramento Area Council of Governments (SACOG) and Sacramento Regional Transit (RT), applied for and was successful in receiving a Caltrans Sustainability Grant for a Feasibility Study for this project (Resolution 2021-0323). The City executed a subrecipient agreement with SACOG (C2022-1491) and the City is managing the project.

On June 27, 2023, the City entered into an agreement with Dokken Engineering for $558,668 (C2023

-0700) to conduct a comprehensive engineering feasibility study to move the project closer to construction by identifying constraints, analyzing the traffic impacts of feasible alignments, analyzing the hydraulic impacts of feasible alignments, determining necessary right-of-way, and developing preliminary cost estimates for budgeting and future grant cycles. Supplemental agreement C2023- 0700-01 was approved on April 29, 2024, to increase the budget by $40,932 for additional scope tasks associated with traffic analysis.

Supplemental Agreement No. 2 is being sought to increase the budget by $30,998 for additional tasks associated with preparing a Transit and Intercity Rail Capital Program (TIRCP) Grant application for the Project Approval and Environmental Documentation phase of the Truxel Bridge Project. City Council approval is needed because this supplemental agreement will cause the post- award changes to exceed the City Manager’s authority.

Policy Considerations: The Truxel Bridge is included in the 2040 General Plan and the regional Metropolitan Transportation Plan. The Truxel Bridge Concept and Feasibility Study will help advance City General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality. The recommendation supports a plan to make investments to foster a transportation system that improves the health of Sacramento residents through actions that make active transportation, non-motorized modes, high-occupancy, and zero-emission vehicles viable, attractive alternatives to automobiles that use internal combustion engines (2040 General Plan Policy M-1.3). The recommendation supports the City’s efforts to increase bicycling and walking citywide so that it can meet its equity, reduced vehicle miles traveled, and sustainability goals (2040 General Plan Policy M-1.11). The recommendation supports the City’s work to increase transit ridership citywide (2040 General Plan Policy M-1.22). The recommendation supports the City’s efforts to maintain existing bridges and plan and seek funding for new bridges, when appropriate, to improve multimodal connectivity and provide for emergency evacuation routes (2040 General Plan Policy M-

5.3).

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): Entering into a professional services agreement for the Truxel Bridge Concept and Feasibility Study is not subject to the provisions of CEQA under sections 15060(c)(3) and 15262 (Feasibility and Planning Studies). Pursuant to CEQA Guidelines Section 15378(b)(4) the creation of government funding mechanisms or other governmental fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment is not a project. The subject activity involves only feasibility or planning studies for possible future actions which the City has not approved, adopted, or funded.

Appropriate CEQA review and documentation will take place prior to approval of project development.

Sustainability: Transportation is responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe multi-modal transportation alternatives helps to reduce single-occupant vehicle use and contributes towards Sacramento’s climate change goals.

This feasibility study furthers the City’s commitment to sustainability by laying the groundwork to significantly reduce the use of fossil fuels, encourage less driving, reduce dependence on private automobiles, and support expansion of bicycle, pedestrian, and public transit access.

Commission/Committee Action: None.

Rationale for Recommendation: Construction of the Truxel Bridge is a key first step in extending transit service to South and North Natomas, either through ultimate light rail service or through bus service or bus rapid transit (BRT). It is also needed for bicycle and pedestrian access between South Natomas and the River District, and to provide additional evacuation routes and emergency response options for the area. Currently, all access across the American River for this area is via freeways (I-5 or SR160). Completion of the environmental document and preliminary engineering is a critical step in positioning the project for construction funding. The TIRCP program is well suited to address this need.

As the consultant conducting the Truxel Bridge Concept and Feasibility Study, Dokken Engineering is best positioned to prepare the TIRCP Grant application under City staff direction.

Financial Considerations: There is sufficient funding in the Truxel Bridge Concept and Feasibility Study (T15235000) to execute a Supplemental Agreement for an amount not to exceed $30,998 with Dokken Engineering for a total contract amount of $630,598 and complete the complete the revised scope.

Local Business Enterprise (LBE): Dokken Engineering is not an LBE but has partnered with two LBE’s, AIM and Fehr & Peers, for this contract to meet the minimum LBE requirement. AIM will provide 14% of the services. Fehr & Peers will provide 6.8% of the services.

Scope of Services TASK 5.0 FUNDING STRATEGY 5.3 Transit and Intercity Rail Capital Program (TIRCP) Grant ApplicationDokken will meet with the City to discuss the TIRCP grant application objectives and components. Meetings may be in person, over Teams, and ad hoc, designed to advance the TIRCP application to success. Research and data collection will occur to develop strong narratives and demonstrate the necessity and benefits of the Truxel Bridge Project. Dokken will utilize data provided by Fehr & Peers to define how Project components improve air quality and advance transit-oriented development/sustainable communities goals. Data collection will also include research around community demographics including disadvantaged communities. Dokken will create a timeline that includes Project phases and milestones with associated cost estimates for each. A cost benefit analysis will be developed to demonstrate the impacts of the Project. Other funding sources will be described along with the TIRCP funding request. Dokken will develop maps and exhibits to provide context and illustrate the importance of Project features.Dokken will prepare the grant application in accordance with the 2024 TIRCP Guidelines. A cover letter, the application elements, maps and exhibits, and letters of support will be designed to meet the evaluation criteria. Dokken will provide the City with an application timeline to ensure time for review and for the City to have all application elements ready for submittal before the due date.
