Description/Analysis
Issue Detail: The City has a fiber optic network of approximately 190.3 miles citywide that requires on-going maintenance and emergency repairs to maintain and support critical telecommunications for all city departments, including the Utilities, Public Works, Police, Fire, and the Information Technology Departments. These projects include fiber installation and connectivity services to support City operations. The fiber optic network provides the necessary infrastructure that supports the City’s data network and telecommunications systems, including traffic signalized operations, and utility management systems. The City also partners with other government agencies for fiber sharing collaboration services and relies on the City’s fiber network for providing critical network connectivity services to their organizations.
On-call contractors are needed to meet urgent and high priority requests above normal daily workload and to ensure appropriate availability of on-call service coverage for ongoing maintenance,

emergency repairs, and telecommunications cabling project support. An Invitation for Bid (IFB) (B24071011001) process was utilized to identify vendors that provide telecommunications cabling and wiring services. The City received one responsive bid, Integrity Data and Fiber (IDF).
Policy Considerations: The requested action is in conformance with City Code Section 3.56, Articles I and III, which provides that the City Council may award competitively bid contracts to the lowest responsible bidder. This report’s recommendation is also consistent with the requirements of the City’s Non-Professional Services Administrative Policy (API) AP-4101, Section 1.5 regarding non- professional services over $100,000.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements, and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on June 7, 2024, in compliance with the City Code.
Economic Impacts: None.
Environmental Considerations: The report does not constitute a “project” and is therefore exempt from the California Environmental Quality Act (CEQA) [CEQA Guidelines Sections 15061(b)(3);15378 (b)(2)].
Sustainability: Under Phase 1 of the City of Sacramento’s Climate Action Plan, all applicable “Green” technology initiatives will be considered prior to the purchase of IT cabling and wiring services.
Commission/Committee Action: None.
Rationale for Recommendation: The Department of Information Technology is responsible for managing telecommunication cabling and wiring services throughout the City but lacks the necessary staff to meet urgent and/or high priority requests above normal daily workload. Also, from time-to-time specialty telecommunications cabling projects require specialized equipment that the City does not own. Having a qualified telecommunications cabling and wiring contractor will help ensure the City’s requirements are met in emergency situations. Staff therefore recommend awarding a contract to IDF.
Financial Considerations: No additional funding is required. Funding for this service will be paid for by the requesting department on an as needed basis.
Local Business Enterprise (LBE): IDF is an LBE.
