Avenue from Main Avenue to Arcade Creek. The Norwood Avenue Complete Streets Transportation Plan will be a community driven plan that will identify opportunities to improve safety, mobility, and access along the corridor. This portion of Norwood Avenue is part of the City’s high injury network (HIN), one of the corridors with the highest number of traffic fatalities and severe injuries, as well as a high priority corridor in the City’s Transportation Priorities Plan (TPP). City Council approval is required to accept the State grant funds, amend the budgets in the Active Transportation Program (T15180400), and to execute a Professional Services Agreement with DKS Associates, Inc. to assist in plan preparation.

Policy Considerations: The recommendations in this report are in accordance with the following specific policies from the Sacramento 2040 General Plan:

M-1: An equitable, sustainable multimodal system that provides a range of viable and healthy travel choices for users of all ages, backgrounds, and abilities.

M-1.2 User Prioritization. The City shall prioritize mobility, comfort, health, safety, and convenience for those walking, followed by those bicycling and riding transit, ahead of design and operations for those driving.

M-1.3 Healthy Transportation System Options. The City shall plan and make investments to foster a transportation system that improves the health of Sacramento residents through actions that make active transportation, nonmotorized modes, high-occupancy, and zero emission vehicles (ZEVs) viable, attractive alternatives to automobiles that use internal combustion engines.

M-1.4 Designing to Move People. In planning, designing, and managing the transportation system, the City shall prioritize person throughput to shift trips to more efficient travel modes and upgrade the performance of limited street space.

M-1.9 Equitable Processes and Outcomes. The City shall ensure that the transportation system is planned and implemented with an equitable process to achieve equitable outcomes and investments so that all neighborhoods one day will have similar levels of transportation infrastructure such as sidewalks, marked low stress crossings, and bikeways.

M-3.2 Street Design. The City shall ensure street design and potential redesign opportunities for existing streets minimize driver speed as appropriate within residential neighborhoods and incorporate street trees wherever possible without compromising connectivity for emergency access or people bicycling, walking, and using mobility devices.

M-3.3 Traffic. The City shall support planning and managing traffic from the perspective of the adjacent uses, using traffic management and traffic calming techniques.

File ID: 2024-01233 7/23/2024 Consent Item 11.

M-4.1 Application of Safety. The City shall design, plan, and operate streets using complete streets principles to ensure the safety and mobility of all users.

M-4.2 Safer Driving Speeds. The City shall work to maximize the safety of the transportation network by designing streets for lower driving speeds and enforcing speed limits in an unbiased manner as well as promoting safer driving behavior.

M-4.3 Vision Zero. The City shall utilize a data driven, “vision zero” approach to eliminate all traffic fatalities and severe injuries by 2027, while increasing safety, health, and equitable mobility for all.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The award of a professional services agreement for the preparation of a complete streets plan is exempt from the requirements of CEQA pursuant to CEQA Guidelines Section 15262, Feasibility and Planning Studies. Section 15262 exempts projects involving only feasibility or planning studies for possible future actions, which have not been approved, adopted, or funded. It is anticipated that future projects identified in this study will be subject to environmental evaluation under CEQA and possibly National Environmental Policy Act (NEPA) requirements.

Sustainability: Attaining funding to plan for multimodal improvements furthers the City’s commitment to sustainability. The Norwood Avenue Complete Streets Transportation Plan will focus on safety, mobility for all modes of transportation, and access to active transportation modes, which will encourage less driving and reduce dependence on the private automobile. The Norwood Avenue Complete Streets Transportation Plan will identify opportunities to remove barriers for people walking, people biking, and people taking transit.

Commission/Committee Action: On January 19, 2023, the Active Transportation Commission recommended this project to City Council for application to the Caltrans Sustainable Transportation Planning Grant program.

Rationale for Recommendation: On February 7, 2023, the City Council adopted Resolution 2023- 0034 authorizing the City Manager to submit the Norwood Avenue Complete Streets Transportation Plan application to the Caltrans competitive grant program City Council action is necessary to accept the funds and make the necessary budgetary adjustments.

A Request for Proposals (RFP) for professional services was advertised for the project per City guidelines. Six proposals were received by the close of the submittal period. All submittals were

scored by an unbiased selection committee and four consultant teams were interviewed by a panel of City employees. DKS Associates, Inc. was selected as the preferred consultant team. City Council approval is necessary to execute the agreement.

Financial Considerations: The Norwood Avenue Complete Streets Transportation Plan is expected to cost approximately $523,449. The City received a State grant for $356,738 from Caltrans through the Sustainable Communities Transportation Planning Grant Program. Staff recommends accepting the State grant funds to develop the Norwood Avenue Complete Streets Transportation Plan. A total of $166,711 (New Measure A, Safety, Streetscape, Pedestrian, and Bicycle, Fund 2039) in required local match has been reserved for this project and committed per the grant award and is available in the Active Transportation Program.

Upon approval of the budgetary adjustment in the amount of $356,738 (Other Capital Grants, Fund 3704) to the Active Transportation Program (T15180400), there will be sufficient funding to execute the agreement with DKS Associates, Inc. for an amount not to exceed $323,717 for the Norwood Avenue Complete Streets Transportation Plan and cover staff costs to prepare the plan.

There are no General Funds planned or allocated for this project.
