Description/Analysis
Issue Detail:

To continue the Department of Community Response’s (DCR) efforts to address homelessness throughout the City, DCR recommends that the City Council suspend competitive bidding for the following services:

Outreach and Engagement Center (OEC) Operations
The current agreement for operations of the Outreach and Engagement Center, located at 3615 Auburn Blvd, ends on December 31, 2024. The OEC offers overnight respite and daytime engagement/triage for up to 50 individuals experiencing homelessness. The OEC also operates as the City’s Weather Respite Center, offering an additional 50 spaces when activated for weather respite.

Roseville Road Campus (RRC) Operations
The current agreement for operations of the Roseville Road Campus (RRC), located at 3900 Roseville Road, ends on December 31, 2024. In January 2024, the City opened the RRC, with 61 pallet homes and 40 trailers for a maximum capacity of 242 individuals.

Community Outreach Services
The current agreement for homeless and mental health outreach ends on December 31, 2024. In partnership with DCR Neighborhood Resource Coordinators, contracted outreach navigators respond to and close out 311 calls via the City’s Salesforce System, and provide outreach, engagement, and case management for those experiencing homelessness throughout the City.

Citywide Clean-up Services
The current agreement for Citywide Clean-up Services ends on March 31, 2025. Services include clean-up and litter abatement coverage to mitigate the effects of unsheltered homelessness in the City. Currently, the contractor responds to requests to clean-up abandoned encampments, as well as provides regular trash service to those currently living in encampments and to City operated respite sites. In 2023, DCR received over 15,000 311 calls related to trash clean-up; over 10 million pounds of trash was collected and disposed of.

City Code requires the City to award a new contract through a competitive bidding process or to request suspension of competitive bidding so that another selection process can be used. To continue the vital services outlined above, it is in the City’s best interest to suspend competitive bidding and issue RFPs to continue these services.

Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56.

Economic Impacts: None.

Environmental Considerations: This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by the CEQA [CEQA Sections 15061(b)(3) and 15378(b)(2)].

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: Award through an RFP process, rather than a competitive bidding process, will allow the City to consider factors other than the lowest price. Special attention will be paid to the ability of the contractor to exhibit experience working with a vulnerable population of individuals experiencing homelessness, ability to work in collaboration with DCR, and ability to serve various Council districts. All of these factors, respectively, will be used to determine the top-ranked proposer(s). The scores will be totaled, and the highest-ranking proposer(s) will be asked to enter into contract negotiations with the City. Final contract approval will be granted by the City Council at a future Council meeting.

Financial Considerations: The recommendations in this report do not result in any financial impact to the City. Upon approval of this recommendation and following the completion of the RFP process, staff will identify funding and submit to City Council a recommendation to authorize the City Manager to execute agreements with the selected contractors. Funding is expected to come from the Community Response Program (I23000100) and from the HHAP-5 Grant Program (G02000900).

Local Business Enterprise (LBE): There will be an additional five preference points awarded to all firms that qualify as an LBE.
