Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is responsible for providing quality landscape maintenance services for city parks.
Given the commitment of providing a 7-day mowing cycle on a citywide basis, and ensuring a balanced workload for current staff, supplemental services are needed to address the 25 parks listed in the non-professional services agreement by having the contractor provide ongoing landscape maintenance services.
On May 7, 2024, Council (File ID: 2024-00809) authorized the City Manager or the City Manager’s designee, to execute a contract (PRC002778) with Azevedo’s Landscape & Maintenance for landscape maintenance in city parks for an amount not to exceed $2,318,900 for a contract term not to exceed five years.
Due to upgrades in existing parks and the introduction of new parks, supplementary or enhanced services are necessary. YPCE is requesting authorization for the City Manager or the City Manager’s

designee to execute Supplemental Contract No. 1, increasing the not-to-exceed amount of the contract by $302,831 (equal to the cost of the additional services) to $2,621,731. Approving Supplemental Contract No. 1 will allow YPCE to maintain city parks effectively and uphold its service level commitments for landscape maintenance.
Policy Considerations: The recommendations in this report are in accordance with the provisions of the City Code 3.56 related to the purchase of services and supplies.
Economic Impacts: Not applicable.
Environmental Considerations: Under the California Environmental Quality Act Guidelines section 15301(h), maintenance of existing landscaping is exempt from environmental review.
Sustainability: The landscape maintenance services received under this contract will support the goals of the City of Sacramento's Sustainability Master Plan by contributing to the quality of life by promoting "greening" within the City.
Commission/Committee Action: None
Rationale for Recommendation: Invitation for Bid No. B24191311006 was issued in January 2024 to procure landscape maintenance services needed for city parks. Six bids were received. A non- professional services agreement was awarded for one year with four optional one-year extensions to Azevedo’s Landscape & Maintenance, the lowest responsive and responsible bidder.
Financial Considerations: The original contract for the period beginning July 1, 2024, had a not-to- exceed amount of $2,318,900. The proposed Supplemental Contract No. 1 in the amount of $302,831 would increase the agreement’s not-to-exceed amount to $2,621,731.
There is sufficient funding in YPCE’s current annual operating budget for this contract. Additional extensions of this contract will be subject to sufficient funding in the applicable fiscal years’ budget.
