Description/Analysis
Issue Detail: On 2018 the City Council approved a citywide Project Labor Agreement known as the Community Workforce Training Agreement (CWTA). The CWTA aims to promote the public interest by assuring the timely and cost-effective completion of public capital improvement projects (CIP), and to support efforts to increase employment opportunities for workers who are local area residents. The program also aims to provide construction career training for the City’s youth, military veterans, women, and other disadvantaged residents through local apprenticeship and pre-apprentice programs.
The program was approved in 2018 for a 5-year term, which was recently extended for an additional 5-year term. At the onset of the program in 2018, the City determined that the best way to monitor compliance with the program would be to hire a consultant firm that would be tasked with tracking local hire participation, priority apprentice participation, and conduct outreach to the community to ensure opportunities for participation were reaching the target population within the Sacramento Community.

The City of Sacramento conducted a formal procurement process, P24151121021, to retain a qualified consultant to provide monitoring and tracking services for the CWTA program. Based on the merits of the written proposals and subsequent interviews, a selection panel is recommending awarding the contract to the top ranked firm, DCM Group. City Council approval is needed for the award of the consultant contract.
Policy Considerations: The action recommended in this report is in accordance with City Code Chapter 3.64 requiring City Council to authorize execution of agreements over $250,000 and the City’s Local Business Enterprise and Local Hire Programs.
Economic Impacts: None.
Environmental Considerations: The action requested herein is not subject to the provisions of CEQA under the general rule (Section 15061) in that CEQA applies only to projects that have the potential for causing a significant effect on the environment.
Approval of executing an agreement will have no effect on the environment and is therefore exempt from CEQA.
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: The contract with the previous consultant expired on June 30, 2024. The City Manager’s Office advertised a request for proposals for the competitive selection of a consultant firm or team to provide CWTA monitoring and tracking services. The following two firms responded:
· DCM Group
· SETA
A selection panel consisting of City staff from the Department of Public Works and the City Manager’s Office reviewed and evaluated the consultant teams’ written proposals based upon experience, qualifications, project understanding, and work plan. Both proposals were deemed qualified responders to the proposal solicitation process, and both firms were selected to interview. After the interviews, DCM Group was unanimously selected by the panel as the top ranked firm.
Financial Considerations: The total not to exceed contract limit for the 5-year term is $302,434.
This is an estimated total cost based on the presumed amount of CIP work that will take place over the 5-year term of the program. Costs for monitoring and tracking services will be apportioned to CIP’s in proportion to the time the consultant team spends tracking metrics on those individual

projects.
Local Business Enterprise (LBE): DCM Group is an LBE and meets the 5% participation requirement.
