Description/Analysis
Issue Detail: The Department of Youth, Parks and Community Enrichment (YPCE) is seeking approval to award a contract to Olympic Land Development, Inc. for the Renfree Field Renovations at Del Paso Park Project. The contract amount is $3,060,825.

The improvements will consist of renovating 8.3 acres of Renfree Field at Del Paso Regional Park.

The improvements include a baseball field and a practice baseball field, with an overlaid soccer field,

a full basketball court, and four pickleball courts, and reconstructing the existing parking lot. The work will include demolition, clearing and grubbing, tree removal, tree protection measures, storm water and erosion control measures, site grading, drainage, construction staking, concrete flatwork, curbs, mow strips, aggregate base, asphalt paving, painted striping, baseball backstops, chain link fencing, foul poles, basketball and pickleball equipment, skinned infield mix, decomposed granite paving, automatic irrigation system, irrigation well pump assembly, booster pump, central control system, irrigation audit, landscaping, trees, turf and native hydroseeding, plant maintenance period, well and site electrical, drinking fountains and a domestic water line, rules signs, park entry sign, site furniture, and conduit and pull boxes for future parking lot and pathway lighting.

The formal bid process for this project has been completed and Olympic Land Development, Inc. has been selected as the lowest responsible and responsive bidder. Construction of the Renfree Field Renovations at Del Paso Park Project is expected to be completed by summer 2025. Del Paso Regional Park is a 624.4-acre regional park located at 3365 Auburn Blvd., Planning Area 7, Council District 2.

Policy Considerations: Section 3.04.010 of the City Code provides that City Council approval is required to enter into contracts over $250,000. Sections 6.3 and 10.10 of Council Resolution No.:
2024-0193, require that all appropriation changes exceeding $250,000 in total by fund from available fund balance and any project must be approved by resolution of the City Council.

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City. This is also part of the Park Development Process for park planning as stated in the 2005-2010 Parks and Recreation Plan.

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This contract was posted for a 10-day review on August 01, 2024, as required.

Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

The park construction project, in the amount of $3,060,825 is expected to create 12.24 jobs (7.04 direct jobs and 5.20 indirect jobs through indirect and induced activities). Furthermore, it will create $1,889,860 in total economic output ($1,191,194 of direct output and $698,666 of output through

indirect and induced activities).

Environmental Considerations: The project has been reviewed for compliance with the requirements of the California Environmental Quality Act (CEQA) and the City of Sacramento adopted a Mitigated Negative Declaration (MND) and Mitigation Monitoring Plan for the Harry Renfree Field Renovations Project at Del Paso Park on February 13, 2024. The Mitigated Negative Declaration (MND) is available for review online at:
http://www.cityofsacramento.org/Clerk/Services/Public-Records The Proposed project includes the replacement of the current Renfree Field baseball facilities with two side-by-side baseball fields (Field 1 and Field 2) with overlapping areas and a new soccer field.

Baseball Field 1 would be located on roughly the same footprint as the existing Renfree Field, would be oriented similarly, and would have a 30-foot-tall backstop fencing. Practice Field 2 and its 20-foottall backstop fencing would be located on the southeast portion of the site, north of the play structure and eastern parking lot and adjacent to the existing walkway paths/equestrian trails. A 210-foot x 330 -foot soccer field would be striped in the outfield area(s) of the proposed new ballfields on the north portion of the existing Renfree Field. Infrastructure associated with the exiting Renfree Field such as bleachers, bull pens, shades dugouts, lighting and connecting sidewalks would be replaced. The western parking lot would be redeveloped with a basketball court and four pickleball courts on its north portion resulting in the loss of approximately 50 parking spaces.

Sustainability: The Renfree Field Renovation at Del Paso Park Project has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2040 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005-2010. The park will advance the goals, policies, and targets of these plans by reducing greenhouse gas emissions and air pollution through the addition of trees, including native and drought-tolerant plantings, and improving the health of all residents through access to a diverse mix of wellness activities. The park improvements will include sustainable design and maintenance guidelines, using recycled materials, and use of local vendors.

Commission/Committee Action: None.

Rationale for Recommendation: The formal bidding process for the Renfree Field Renovations Project at Del Paso Park Project bid was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on May 22, 2024. Staff received seven bids.

The low bidder was determined based on the total bid amount. The Engineer’s Estimate for the base bid was $2,984,086 and $670,732 for the additive alternates, for a total amount of $3,654,818.

Pursuant to City Code Sections 3.60.020 and 3.60.360(E), it has been determined that Olympic Land Development, Inc. has submitted the lowest responsive bid and is considered a responsible bidder. It is recommended to award the contract for the base bid only. Certain additional items are proposed to be eliminated from the base bid, resulting in a total amount of $3,060,825. These items include the 20-foot backstop and its replacement, gates at the dugout, maintenance gates, outfield fencing and poly capping, cobbles and dry wells, two benches, sports court color coating, drop-off width reduction, and replacement with bark mulch.

Financial Considerations: The total estimated contract amount is $3,060,825. Additional funding of $375,000 is necessary to award the Renfree Field Renovation at Del Paso Park Project (L19300000), including awarding construction contract and staff time. Staff recommends City Council approve the fund transfer as listed in the table below:

Project Name Project Number Fund Amount

Improvements Program
L19706000 Measure U (Fund 2401) $235,000
NA NA PIF Available fund
balance (Fund 3204)
$140,000
Sufficient funding is available in the Measure U Park Improvements Program (L19706000) and in the available fund balance of the Park Impact Fee Fund (Fund 3204) to support the recommended budgetary transfers.

This is an existing park; the annual maintenance and utilities costs are covered in YPCE’s operating budget for maintenance, water, and utility costs for the budget adopted in the applicable fiscal year.

Local Business Enterprise (LBE): Olympic Land Development, Inc. exceeded the 5% LBE participation requirement.

DETERMINATIN OF LOW BIDDER
The determination of the low bidder will be based on the base bid and all additives, if any. However, the contract award may not include any of the additives. The City reserves the right to select which additives, if any, to include in the contract award in addition to the base bid work. If an additive is an alternative to a bid item and the additive is to be awarded, the contract amount will be based on the additive price instead of the base bid item price. In determining the amount bid by each bidder, the City may disregard mathematical errors in addition, subtraction, multiplication, and division that appear obvious on the face of the Proposal. When such a mathematical error appears on the face of the Proposal, the City shall have the right to correct such error and to compute the total amount bid by said bidder on the basis of the corrected figure or figures. The City Council may reject any and all bids and waive any informalities or minor irregularities in the bids. When an item price is required to be set forth in the Proposal, and the total for the item set forth separately does not agree with a figure which is derived by multiplying the item price times the Engineer's estimate of the quantity of work to be performed for said item, the item price shall prevail over the sum set forth as the total for the item unless, in the sole discretion of the City, such a procedure would be inconsistent with the policy of the bidding procedure. The total paid for each such item of work shall be based upon the item price and not the total price. Should the Proposal contain only total price for the item and the item price is omitted, the City shall determine the item price by dividing the total price for the item by the Engineer's estimate of the estimated quantities of work to be performed as items of work. If the Proposal contains neither the item price nor the total price for the item, then it shall be deemed incomplete and the Proposal shall be deemed non-responsive. The undersigned has 424828 424828
