Additional Description/Analysis
Issue Detail: The Sacramento Police Department (“SPD”) issues safety equipment to all sworn and professional staff personnel working in an investigative or enforcement capacity. Flexible protective vests are used to absorb the impact and reduce or stop penetration to the torso from firearm-fired projectiles and fragmentation from explosions.

According to the current labor agreement between the City of Sacramento and the Sacramento Police Officers Association, employees in the classification of Police Officer and Community Service

Officer will be issued protective vests (Level IIIA).

Protective vests must be replaced prior to the manufacturer’s warranty (five years) or when they are damaged or defective. Protective vests have a five-year life because the fibers they are made of tend to break down over time causing them to lose their ability to perform as expected.

SPD currently has about 700 personnel who require protective vests. Roughly 150 employees will need protective vests on yearly schedule.

Policy Considerations: The recommendations contained in this report are consistent with provisions of City Code 3.56 regarding contracts for the purchase of supplies.

Economic Impacts: Not applicable.

Environmental Considerations: Not applicable.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The City issued RFB No. B241100135102 on October 11, 2023, with a due date of October 25, 2023. The bidding window was later extended to November 1, 2023.

Notice was published in the Sacramento Bulletin, the official newspaper for the City of Sacramento, on October 13, 2023. Seven firms viewed or downloaded the RFB document through the PlanetBids electronic bidding platform and four firms submitted bids during the prescribed bidding window. Of these, one bidder (JC Promotional Enterprize, Inc.) was withdrawn from consideration as they had no local operating footprint that would enable them to meet the minimum service requirements outlined in the RFB.

The term of these agreements is for three initial years, with two optional one-year extensions for a maximum of five years.

The awards for the purchase of protective vests are being made to the lowest responsive and responsible bidders as determined through Bid No. B241100135102. L.N. Curtis & Sons dba Curtis Blue Line and Galls, LLC were the lowest responsive bidders.

In addition, SPD is seeking to increase the NTE amount to $875,000 on the cooperative agreements approved under council motion 2023-0130. The department can continue to purchase protective vests under these existing agreements which represents a cost savings of about 20% relative to entering into new agreements. However, since these existing procurement options may conclude at any time without our input due to changes in third party contracting, it is necessary to establish additional direct contracting options with suppliers to prevent any disruption in the supply of

protective vests equipment.

Financial Considerations: There is sufficient funding available in the Fiscal Year (FY) 2024/25 Police Department operating budget to make purchases for FY2024/25. Purchases in succeeding fiscal years shall be subject to funding availability in the adopted budgets for the applicable fiscal years.

Local Business Enterprise (LBE): Galls LLC is an LBE vendor; L.N. Curtis & Sons dba Curtis Blue Line is not an LBE vendor.
