Description/Analysis
Issue Detail: The Department of Public Works, Fleet Management Division, has an ongoing requirement to purchase Ford Police Interceptor Utility Vehicles for the Sacramento Police Department. These vehicles are essential for providing effective patrol capabilities for the police force, helping to ensure the safety and security of officers, passengers, and the general public.
Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56 and the Sacramento City Code Section 4.04.020 and Council Rules of Procedure, Chapter 7, Section E.2.d, which requires additional posting time for labor agreements and agreements greater than $1 million shall be posted on the City’s website and be made available to the public at least 10 days prior to council action. This item was published for 10-day review on August 8, 2024, in compliance with the City Code.
Economic Impacts: None.
File ID: 2024-01371 8/20/2024 Consent Item 18.
Environmental Considerations:
California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the purchase of vehicles and are not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines
Sustainability: The recommended purchases are consistent with the updated Fleet Sustainability Policy, adopted by City Council on December 12, 2017 (Resolution No. 2017-0478).
Commission/Committee Action: None.
Rationale for Recommendation: On May 31, 2024, the Department of Public Works, Fleet Management Division issued Invitation for Bid No. B24153311011 for Ford Police Interceptor Utility Vehicles and one bid was received. Downtown Ford Sales was deemed the lowest responsive and responsible bidder.
Financial Considerations: The recommended contract amount of $10,742,595 reflects the amount anticipated to be expended over the potential contract period maximum of five years.
The purchases will be made from the Department of Public Works, Fleet Management Division operating budget (Fleet Fund, 6501) and charged to the Police Fleet Project (I06110000). Sufficient funding is available in the Fiscal Year (FY) 2024/25 operating budget to purchase Ford Police Utility Interceptor Vehicles through June 30, 2025. Purchases made after June 30, 2025, are subject to funding availability in the adopted budget of the applicable fiscal year.
Due to the forecasted structural budget gap, the City Manager has directed City departments to minimize costs and for all new contracts to receive an additional level of scrutiny to ensure they are necessary for the operation of the City. This contract has been reviewed and approved by the City Manager’s Office to advance to City Council for approval. Funding for the proposed contract beyond FY2024/25 is subject to Council approval.
Local Business Enterprise (LBE): Downtown Ford Sales is an LBE.
