Description/Analysis
Issue Detail: Per Sacramento City Charter Section 31, the City Council shall hold regular meetings and provide the time, place, and manner of holding its meetings by annual resolution. A majority of regular council meetings shall be held after 5:00 p.m. All meetings of the council shall be open to the public, except as permitted by state law. The 2025 regular meeting schedule for the City Council and its concurrent legislative bodies including the Financing Authority, Housing Authority, Public Financing

Authority, and Redevelopment Agency Successor Agency, and the City Council Standing Committees are attached for consideration.
The attached meeting schedules also include the following Winter and Summer Council Recesses:
Summer Recess - July 7, 2025, through July 18, 2025
Winter Recess - December 22, 2025, through January 2, 2026 Policy Considerations: Approving an annual meeting schedule of legislative bodies is consistent with the City Charter Section 31, the Council Rules of Procedure, the Brown Act, and the requirements of the Financing Authority legal counsel.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): This action is not a project that is subject to CEQA because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines §15378(b)(5)).
Sustainability: Not applicable.
Commission/Committee Action: The Financing Authority, Housing Authority, Public Financing Authority, and Redevelopment Agency Successor Agency are passing separate resolutions for their respective 2025 meeting schedules and are included as attachments to this report. Additionally, City Council is approving the 2025 meeting schedules of the City Council Standing Committees.
Rationale for Recommendation: Per Sacramento City Charter Section 31, regular meetings are to be held with provided time and place by annual resolution. Meetings are generally held on the designated Tuesdays of the month, with Council, Financing Authority, Housing Authority, Public Financing Authority, and Redevelopment Agency Successor Agency sitting concurrently as noted on the agenda and minutes. The Standing Committees also generally meet on Tuesdays.

BACKGROUND
A. The Ralph M. Brown Act (California Government Code 54950 et seq.) requires that legislative bodies provide the time and place for regular meetings by ordinance, resolution, bylaws, or by whatever other rule is required for the conduct of business by that body.
B. Per City Charter Section 31, the City Council shall hold regular meetings and provide the time, place, and manner of holding its meetings by annual resolution.
A majority of regular council meetings shall be held after 5:00 p.m. All meetings of the council shall be open to the public, except as permitted by state law.
C. The City of Sacramento observes the following holidays: New Year’s Day, Martin Luther King, Jr. Day, Presidents’ Day, Cesar Chavez Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve (half day), Christmas, and New Year’s Eve (half day). The City of Sacramento shall refrain from holding legislative meetings on the following additional holidays: Passover, Juneteenth, Rosh Hashanah, Yom Kippur, Native American Day, Indigenous Peoples’ Day, Halloween, and Hanukkah.
D. City Council recess is at least two weeks in July and December. No legislative meetings are held while the City Council is on recess.

BACKGROUND
A. The Ralph M. Brown Act (California Government Code 54950 et seq.) requires that legislative bodies provide the time and place for regular meetings by ordinance, resolutions, bylaws, or by whatever other rule is required for the conduct of business by that body.
B. The Sacramento City Financing Authority meets concurrently with the Sacramento City Council as the members are considered the governing board.
C. Per City Charter Section 31, the City Council shall hold regular meetings and provide the time, place, and manner of holding its meetings by annual resolution.
A majority of regular council meetings shall be held after 5:00 p.m. All meetings of the council shall be open to the public, except as permitted by state law.
D. The City of Sacramento observes the following holidays: New Year’s Day, Martin Luther King, Jr. Day, Presidents’ Day, Cesar Chavez Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve (half day), Christmas, and New Year’s Eve (half day). The City of Sacramento shall refrain from holding legislative meetings on the following additional holidays: Passover, Juneteenth, Rosh Hashanah, Yom Kippur, Native American Day, Indigenous Peoples’ Day, Halloween, and Hanukkah.

Adopting the 2025 Regular Meeting Schedule for the Redevelopment Agency Successor Agency
BACKGROUND
A. The Ralph M. Brown Act (California Government Code 54950 et seq.) requires that legislative bodies provide the time and place for regular meetings by ordinance, resolution, bylaws, or by whatever other rule is required for the conduct of business by that body.
B. The Redevelopment Agency Successor Agency meets concurrently with the City Council.
C. Per City Charter Section 31, the City Council shall hold regular meetings and provide the time, place, and manner of holding its meetings by annual resolution.
A majority of regular council meetings shall be held after 5:00 p.m. All meetings of the council shall be open to the public, except as permitted by state law.
D. The City of Sacramento observes the following holidays: New Year’s Day, Martin Luther King, Jr. Day, Presidents’ Day, Cesar Chavez Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve (half day), Christmas, and New Year’s Eve (half day). The City of Sacramento shall refrain from holding legislative meetings on the following additional holidays: Passover, Juneteenth, Rosh Hashanah, Yom Kippur, Native American Day, Indigenous Peoples’ Day, Halloween, and Hanukkah.
E. City Council recess is at least two weeks in July and December. No legislative meetings are held while the City Council is on recess.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
SECTION 1.
