In June 2021, the Sacramento City Council passed a resoluon in support of California’s AB3121 – Task Force to Study and Develop Reparaons Proposals for African Americans which will submit its final report of recommendaons to the California Legislature on July 1. As part of the task force’s work, they worked with community-based organizaons across the state to conduct community engagement efforts that shared informaon about the task force and gathered feedback for proposals.
Also in June of 2021, Mayor Steinberg joined a naonal coalion of mayors, the MO RE Coalion,
dedicated to developing similar efforts to study and develop reparaons proposals at the city level and directed his staff to begin researching and idenfying resources for the effort.
Over the past two years, Mayor Steinberg’s office has met and worked with local community memb
ers, leaders, organizaons to undertake this work as well as naonal organizaons and other cies working within the reparaons space to develop a baseline framework of informaon and resources for Sacramento’s effort. Two separate research grants were secured to support graduate students from the UC Davis History Department to work through the city’s archives to idenfy specific periods and/or policies of discriminaon in the city’s history that could be used for reparaons proposals.
On February 15, 2022, the City Council passed a midyear budget adjustment recommendaon from Mayor Steinberg to connue the City’s commitment of establishing racial equity in culture and policy, by invesng $500,000 to be allocated to support the city’s ongoing iniaves. In that proposal was $200,000 for developing a reparaons process. The language of the item specified: $200,000 to support the creaon, development, and work of a community Sacramento Municipal Reparaons commitee over the next several years.
The Mayor’s office in partnership with a coalion of local residents and leaders engaged in re
paraons efforts have decided to allocate $50,000 of the $200,000 for a one-me grant PART I: GRANT INFORMATION
program to help inform, engage, and survey residents in the target populaon zip codes regarding city level reparaons and the CA State Reparaons Task Force. These funds will be directly invested in the community through this NOFA and the grant award process.
The Mayor’s vision is that together, community members and community-based organizaons are centered in the effort to repair acts of discriminaon in the City of Sacramento’s present day and history.
The objecves for this Reparaons Community Engagement NOFA are:
1. To inform community members about city, state, and federal level reparaons efforts.
2. Collect survey informaon and feedback from community members to help guide the formaon of a city level reparaons task force, commitee, or commission.

The City has allocated a total of $50,000 of the reparaons funding for City Level Reparaons Community Engagement (CLRCE). The grant amounts available for these services are for micro- grants up to $2,500 and larger grants up to $10,000. There is $50,000 available for disbursement for up to four large grants and at least four microgrants. The grant request should specify whether the applicant is seeking a micro-grant up to $2,500 or a larger grant up to $10,000.
The amount of any grant award(s) will be based on a number of factors, including but not limited to the total number of applicants; completeness of an applicaon; expense eligibility under federal regulaons; and an organizaon’s total operang budget. No cash match is required.

City Level Reparations Community Engagement Grant Agreement
This City Level Reparaons Community Engagement Grant Agreement, dated MMMM XX, 2023, for purposes of idenficaon, is between the CITY OF SACRAMENTO, a California municipal corporaon (the “City”), and GRANTEE NAME, a California non-profit public benefit corporaon (the “Grantee”).
Background
In June 2021, the Sacramento City Council passed a resoluon in support of California’s AB3121 – Task Force to Study and Develop Reparaons Proposals for African Americans which will submit its final report of recommendaons to the California Legislature on July 1. As part of the task force’s work, they worked with community-based organizaons across the state to conduct community engagement efforts that shared informaon about the task force and gathered feedback for proposals.
Also in June of 2021, Mayor Steinberg joined a naonal coalion of mayors, the MORE Coalion, dedicated to developing similar efforts to study and develop reparaons proposals at the city level and directed his staff to begin researching and idenfying resources for the effort.
Over the past two years, Mayor Steinberg’s office has met and worked with local community members, leaders, organizaons to undertake this work as well as naonal organizaons and other cies working within the reparaons space to develop a baseline framework of informaon and resources for Sacramento’s effort.
The Mayor’s office in partnership with a coalion of local residents and leaders engaged in reparaons efforts decided to allocate $50,000 of the $200,000 for a one-me grant program to help inform, engage, and survey residents in the target populaon zip codes regarding city level reparaons and the CA State Reparaons Task Force.
On September 6, 2023, the City released a Noce of Funding Availability (NOFA) seeking applicants for its City Level Reparaons Community Engagement Grant. The Mayor’s vision is that together, community members and community-based organizaons are centered in the effort to repair acts of discriminaon in the City of Sacramento’s present day and history.
The objecves for this Reparaons Community Engagement Grant Program are:
1. To inform community members about city, state, and federal level reparaons efforts.
2. Collect survey informaon and feedback from community members to help guide the formaon of a city level reparaons task force, commitee, or commission.

To request payment, the Grantee shall provide the City with a Financial Report (in accordance with secon 9(a), below) that includes a detailed accounng of costs incurred in sufficient detail for the City, in its opinion, to substanate the costs.
