Description/Analysis
Issue Detail: The Sacramento Fire Department has ongoing requirements to provide Advanced Life Support (ALS) services to the residents of the City of Sacramento and the surrounding areas. In providing ALS services, the Fire Department is required by Sacramento County Emergency Medical Services Agency (SCEMSA) to use specialized equipment such as but not limited to manual monitor/defibrillators and gurneys in treating adult and pediatric patients. To ensure the safety and well-being of the public and the Emergency Medical Services personnel, the Sacramento Fire Department utilizes power load systems, stair chairs, and chest compression systems during the medical aid responses. Using the previously mentioned equipment requires regular maintenance and repairs along with their corresponding accessories.

The standard life cycle for defibrillators, gurneys, and power loads is between five and seven years.

Several pieces of equipment have come or will come to the end of its life cycle during the contract term and will require replacement to ensure public safety.

Policy Considerations: The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements greater than $1,000,000 shall be made available to the public at least (10) days prior to council action. This item was published for 10-day review on September 6, 2024, incompliance with the City Code.

The recommendations in this report are in accordance with provisions of the City Code Section

3.56.230(C), which explains a two-thirds vote by the Council is required to suspend competitive bidding for any purchase or contract, and City Code Section 3.56.090, which requires Council approval for any contracts over $250,000.

Economic Impacts: None.

Environmental Considerations: Ongoing administrative maintenance activities, such as purchases of supplies, equipment, or materials that are not made for purposes of a public construction project, do not constitute a “project” and are exempt from the California Environmental Quality Act (CEQA) CEQA Guidelines, Section 15061(b) (3), 15378(b) (2).

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: Staff recommends awarding a contract with Stryker for the purchase of a defibrillator/monitor, gurneys, power loads, stair chairs, chest compression systems, extended warranty, accessories, and supplies as needed, with a total expenditure not exceeding $7,300,000.

The Sacramento Fire Department has utilized Savvik Buying Group Cooperative Public Agreements for past purchases. However, after reviewing available options, a direct contract with Stryker will be the most advantageous and economical purchasing process for the City to address the Department’s equipment needs. A direct contract with Stryker will allow the City to benefit from a lower fixed price during the contract term, as opposed to Savvik cooperative agreements, which provide just a set discount percentage on the list price subject to change through periodic increases. Due to the varying increases experienced in recent years, the Department has faced several challenges in appropriately forecasting its expenditures relating to its ALS equipment.

Financial Considerations: Sufficient funding is included in the Fire Department’s FY2024/25 operation budget and Capital Improvement Project, adopted on June 11, 2024. Funding for the subsequent years is subject to funding available in the budget adopted for the applicable fiscal years.

Local Business Enterprise (LBE): Stryker is not an LBE. The minimum LBE participation requirement is waived as the City has suspended competitive and utilized an alternate procurement method to select a vendor(s).
