Issue Detail: On August 27, 2024, the Council unanimously selected Farishta Ahrary for the Charter Officer position of City Auditor and desires to appoint Ms. Ahrary to that position effective September 7, 2024, with an annual salary of $215,000.
Policy Considerations: The City Council is vested with the authority to appoint the City Auditor and establish the salary associated with the position.
Economic Impacts: None.
Environmental Considerations: Appointment of a City Auditor is considered an administrative activity by a governmental agency and does not constitute a “project” pursuant to Section 15378(b) (2) of the CEQA Guidelines and therefore is exempt from CEQA review.
Sustainability: There are no sustainability considerations associated with this report.

Rationale for Recommendation: The Council desires to appoint Ms. Ahrary to the position of City Auditor.
Financial Considerations: The City Auditor position is an existing budgeted full-time equivalent position in the FY2024/25 Approved Budget. Ms. Ahrary’s salary will be $215,000 which is within the approved salary range for the position and she will receive the benefits to which the City Auditor is entitled pursuant to the Personnel Resolution Covering Unrepresented Officers and Employees.
Local Business Enterprise (LBE): No goods or services are being purchased.

APPOINTMENT OF FARISHTA AHRARY AS CITY AUDITOR
BACKGROUND
A. Under the Sacramento City Charter, the City Council appoints the City Auditor and sets the compensation for the City Auditor.
B. The City Council conducted a comprehensive recruitment process and has selected Ms. Farishta Ahrary for the position of City Auditor.
C. The City Council desires to appoint Ms. Ahrary as City Auditor effective September 7, 2024.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1. Ms. Farishta Ahrary is appointed to the position of City Auditor pursuant to City of Sacramento Charter Article VI Section 77.
Section 2. The effective date of the appointment is September 7, 2024, with a starting salary of $215,000.
Section 3. Ms. Ahrary will receive the benefits to which the City Auditor is entitled pursuant to the Personnel Resolution Covering Unrepresented Officers and Employees.
