Issue Detail: Staff recommends Council approve Change Order No. 1 with Structural Preservations Systems, LLC., for the City Agreement No. 2024-1104, in the amount of $847,801, to complete the installation of carbon fiber reinforcement within the 120-inch Outfall pipe located at Pioneer Reservoir.
The original contract was executed through an emergency contract for a not-to-exceed amount of

$249,999, as defined by the City Code. It was identified that this amount would not cover the entirety of the work needed to be completed to make the proper repairs for bringing the Pioneer Outfall Structure into safe working order. The remaining amount would need to be captured in this change order, which is the purpose of Change Order No. 1.
Policy Considerations: This Change Order exceeds the City Manager’s approval authority and requires Council approval per City Code 3.04.020.
Economic Impacts: This Change Order is expected to create 3.39 total jobs (1.95 direct jobs and
1.44 jobs through indirect and induced activities) and create $523,462.01 in total economic output ($329,942.11 of direct output and another $193,519.90 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations: This project is exempt from the California Environmental Quality Act (CEQA) under Section 15301 of the CEQA Guidelines governing existing facilities, in that it meets the definition of restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety.
Sustainability: The proposed project is consistent with the 2040 < https://www.cityofsacramento.org/Community-Development/Resources/Online-Library/2035--General -Plan> General Plan (PFS-3.6) as it will improve system reliability in the combined sewer system by rehabilitating the outfall pipe, which will, in effect, decrease flooding, CSS outflows, and Combined System Overflows (CSOs).
Commission/Committee Action: Not applicable.
Rationale for Recommendation: This change order is needed to properly compensate the Contractor for performing critical work for the City of Sacramento Department of Utilities to allow City Staff to return Pioneer Reservoir to normal operations prior to the upcoming wet weather season.
Without this work, Pioneer Reservoir would not be able to discharge treated combined sewer system water into the river during large storm events, which would severely impact City Staff’s ability to effectively operate the system to minimize flooding and outflows.
Financial Considerations: The original not-to-exceed amount of the contract was $249,999.

amount to $1,097,800. Staff is recommending a budget transfer from the Wastewater available fund balance (Fund 6006) to the Combined Sewer System Sump/Treatment Facilities Program (X14170500, Fund 6006) in the amount of $925,000 to complete the project.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Structural Technologies is not an LBE.
Background: Located between Front Street and the Sacramento River, the Pioneer Reservoir (Pioneer) is the City’s largest wastewater storage basin and a critical piece in managing the City’s stormwater and wastewater. Originally constructed in 1980, Pioneer was to function as an off-line storage facility in which combined sewer and stormwater flows, during medium and larger storms, would be routed to be stored rather than overflow to the river. In 1995, the City proposed a set of improvements that included converting Pioneer to a primary treatment plant, which meant that chemical dosing was installed to treat the stormwater and wastewater prior to being discharged through the 120-inch outfall pipe. The City’s current National Pollution Discharge Elimination Permit allows Pioneer to discharge some flows to the Sacramento River and requires that the City operate Pioneer accordingly.
On February 19th, 2024, during a large storm event, City staff observed that seepage from the ground was occurring near the reservoir’s outfall pipe. The seepage flows were from the combined sewer system leaking out of joints within the outfall pipe. Ultimately, these flows were captured back into the combined sewer system, however, due to the proximity of the outfall pipe to the levee along the Sacramento River, there was fear that the structural integrity of the levee may become compromised if the City continued to operate the outfall pipe during storm events. Therefore, the outfall pipe was taken out of service until a repair could be completed.
After some internal investigations and testing, City staff, working with the City Manager’s office, declared this an emergency situation, due to the short window to repair the problem before the next wet weather season (October 2024), and staff were directed to proceed with emergency contracting.
Staff immediately contacted engineering consultant, Brown and Caldwell, to help assess the situation. Due to initial contracting issues and staffing availability that led to delays, staff and Brown and Caldwell were unable to enter the pipe until July 2nd for the assessment of the pipe interior.
Additionally, staff had contracted with T&S Construction Inc., to perform pressure testing at each joint internally to see if the joints would hold pressure. If there was any sign of pressure loss during the test, it would indicate a leak in the joint. On July 22, T&S Construction Inc, performed the joint tests and after the test, it was determined that four (4) of the joints had failed the pressure testing.
Based on the two investigations performed, the recommended repair was to install 60 linear feet of 120-inch V-WrapTMCarbon Fiber System (CFRP) that would capture five (5) of the joints within the

lining. Additionally, the remaining interior cracks were to be grout injected and the joints to be filled with epoxy mortar. This repair is anticipated to extend the outfall pipe’s useful life for 50 years.
Structural Technologies, a contractor who installs CFRP, was in the area performing similar work and was able to visit the site and provide a cost proposal to do the work. The City moved forward with Structural Technologies and contracted with them to perform the work. The Contractor mobilized on August 19, 2024, and work was completed by August 30, 2024.

BACKGROUND
A. In 1995, the City proposed a set of improvements that included converting Pioneer to a primary treatment plant, which meant that chemical dosing was installed to treat the stormwater and wastewater prior to being discharged through the 120-inch outfall pipe. The City’s current National Pollution Discharge Elimination Permit allows Pioneer to discharge some flows to the Sacramento River and requires that the City operate Pioneer accordingly.
B. On February 19th, 2024, during a large storm event, City staff observed that seepage from the ground was occurring near Pioneer’s outfall pipe. The seepage flows were from the combined sewer system leaking out of joints within the outfall pipe. The outfall pipe was taken out of service until a repair could be completed.
Two investigations were performed and based on those investigations; the recommended repair was to install 60 linear feet of 120-inch V-WrapTMCarbon Fiber System (CFRP) that would capture five (5) of the joints within the lining.
C. Due to the urgent need to complete the work before the wet weather season, the City entered into an emergency contract with Structural Technologies for $249,999, per City Code 3.56.260 (City Contract C2024-1104), knowing that a contract change order would be necessary to compensate the contractor for the total work required for the outfall pipe rehabilitation. This Contract Change Order No. 1 is necessary to compensate the contractor for the additional $847,801 for the emergency work to complete the repair, four (4) internal joint repairs, and two (2) external joint repairs not included in the original agreement.
D. A budget augmentation of $925,000 is required to provide sufficient funds to the Pioneer Reservoir: Outfall Line Rehabilitation project (X14170500, Fund 6006) to accommodate for the work necessary to complete the project.

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1. The City Manager or the City Manager’s designee is authorized to execute Change Order No. 1 with Structural Preservation Systems, LLC, for an amount of $847,801.
Section 2. The City Manager’s authority to execute change orders for City Agreement No. 2024-1104 is reset.
Section 3. The City Manager or the City Manager’s designee is authorized to transfer $925,000 from the Wastewater available fund balance (Fund 6006) to the Combined Sewer System Sump/Treatment Facilities Program (X14170500, Fund 6006).
