Description/Analysis
Issue Detail: In 1978, the City of Sacramento and the County of Sacramento executed a Joint Exercise of Powers Agreement (JPA) establishing the Sacramento Employment and Training Agency (SETA). Under Paragraph 21 of the JPA, the City and County must review and approve SETA’s annual operating budget before it is considered final and authorized. SETA’s proposed operating budget for fiscal year (FY) 2024/25 totals $141,861,644. This reflects a net budget increase of $14,311,328 from the prior fiscal year.

Policy Considerations: SETA has been a key partner on workforce initiatives with the City and has been a key partner in delivering workforce development programs, providing employer services and providing community services and childcare through the Head Start program.

Economic Impacts: None.

File ID: 2024-01623 9/24/2024 Discussion Item 16.

Environmental Considerations: California Environmental Quality Act (CEQA); National Environmental Policy Act (NEPA): The proposed action is not a project under CEQA because it relates to government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment. (Cal. Code Regs., tit. 14, §§ 15060(c)(3), 15378(b)(4)). The proposed action involves activities that are exempt from NEPA under title 24, section 58.34, of the Code of Federal Regulations.

Sustainability: Not Applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The City Council must review and approve SETA’s annual Operating budget before it is considered final and authorized.

Financial Considerations: SETA’s FY2024/25 operating budget of $141,861,644 will be financed by federal grants ($125,545,585), state grants ($13,130,265), food nutrition grants ($1,600,000) and miscellaneous revenues ($1,585,794). Approval of SETA’s final budget will have no fiscal impact on the City’s General Fund.

Local Business Enterprise (LBE): Not applicable.

Background: SETA provides: health and education services to young children; job training and employment opportunities for adults, youth and other special populations; and delivers services by funding community-based organizations that provide programs and services to low-income communities to help combat poverty, including employment, acculturation, and social services for refugees and other immigrant populations.

Approximately 89.6% of SETA’s funding is from Federal grants, 9.3% from State grants, and 1.1% from other local grant sources. The Federal Head Start, Federal Early Head Start, California Department of Education, and California Department of Social Services grants represent approximately 70.4% of SETA’s budget. Workforce development funds provided under the Federal Workforce Innovation and Opportunity Act (WIOA) represent another 9.9% of the agency budget.

Other workforce development services are funded from the Federal Refugee Support Services (RSS), Federal Community Services Block Grant (CSBG), State CalWORKs, and Federal Ticket-to- Work programs which account for 16% of SETA’s budget. The remaining 3.7% of the agency budget is from additional funding sources including the California Workforce Development Board, U.S.

Department of Labor, California Employment Training Panel, Los Rios Community College, Sacramento Municipal Utility District (SMUD), California Department of Rehabilitation (DOR), and Gap, Inc.

SETA’s budget for Fiscal Year 2024-25 totals $141,861,644. This reflects a net increase in Agency funding of $14,311,328 from the Fiscal Year 2023-24 budget. The changes from the prior year include a net increase in funding for the Children and Family Services department of $8,633,542. The year-to -year increase is accounted for by additional funds received from Head Start and Early Head Start that will permanently increase the base funding for the programs. Specifically, Head Start and Early Head Start received additional 2.35% Cost of Living Adjustment (COLA) in the amount of $1,646,029.

The additional Head Start and Early Head Start funds are the projected carry over into the 2024-25 program year. Additional funding in the amount of $1,358,544 was received from the California Department of Education (CDE) and the California Department of Social Services (CDSS) to provide increased state funded preschool services throughout the County.

The year-to-year reductions in the amount of $1,913,961 for American Rescue Plan and Coronavirus Response and Relief Supplemental Appropriations are due to those sources being one-time funding that has either expired or will be expiring during the 2024-25 fiscal year. The Workforce Development Department budget reflects a net $5,677,786 increase from the prior year. The increase includes an additional $356,360 for Workforce Innovation and Opportunity Act (WIOA) funding, new funding of $2,446,910 from the High Road Training Partnership (HRTP), additional $80,499 for the Los Rios Strong Workforce program, $121,472 in additional funding from SMUD and $117,386 in additional funding from the State Department of Rehabilitation. Refugee Support Services (RSS) funding reflects an increase of $4,256,209 to provide assistance to the increasing number of Ukrainian Refugees in the community. Community Services Block Grant (CSBG) funding remains stable with a nominal decrease of $12,815. A cumulative decrease in funding of $1,688,235 is due to a variety of one-time funding sources, most of which are due to expire within the upcoming fiscal year. These programs include the U.S. Department of Labor CAREER National Dislocated Worker Grant, the Regional Equity and Recovery Partnership (RERP) program, the Prison to Employment program and Ticket-To-Work. Funding remained unchanged for CalWORKS One-Stop Share of cost, Employment Training Panel (ETP) Multiple Employer training program and funding from Gap Inc.

SETA’s personnel budget has increased by 13 positions from the Fiscal Year 2023-24 budget, for a new total of 606 regular positions for the Fiscal Year 2024-25, brought on by programmatic personnel adjustments. As a result of this change, SETA’s personnel budget has increased by $2.13 million year over year.

Head Start serves 4,425 children from zero to five years old countywide in a family focused early learning program. Funding is provided through the Head Start, Early Head Start and the California Department of Education and California Department of Social Services programs. Health, nutrition, and mental health screenings and follow-up are also provided to children.

The Workforce Development Department operates 13 America’s Job Centers, known as Sacramento Works throughout the county. These centers integrate employment, education, and training resources to over 30,000 customers per year. This is accomplished through grants provided by the Workforce

Innovation and Opportunity Act (WIOA) in collaboration with the Employment Development Department, the County Department of Human Assistance and various nonprofit service organizations.

SETA is the designated Community Action Agency for the provision of Community Services Block Grant (CSBG) funding in Sacramento County. Programs funded through CSBG provide case management, emergency shelter, transportation, emergency food, and counseling services for at-risk youth, frail elderly, disabled persons, low-income families, and the homeless. In addition to providing resources and services through neighborhood-based organizations to the community, a portion of CSBG funds are utilized to partner with the County of Sacramento Department of Human Assistance to fund the Sacramento Call 2-1-1 information system, which provides the Sacramento region with a database of services and resources for the community, and is available twenty-four hours a day, seven days a week. Only Sacramento County residents that meet federal poverty income guidelines are eligible for CSBG services.

SETA also administers Refugee Support Services (RSS) grant funding. The Refugee Program includes vocational, employment, and social adjustment and cultural orientation services for refugees and certain immigrant populations that have been in the U.S. less than five years.

Each year, the SETA Governing Board is required to approve a recommended budget by June 30th and a final operating budget by October 2nd that meets its funding priorities and then send the final operating budget to the City and County for approval.

The recommended budget for Fiscal Year 2024-25 was presented before the SETA Board on June 6, 2024. Pursuant to Governing Board directive, official notice of the meeting was published and a public hearing on the budget was opened on June 6, 2024. At the August 1, 2024 meeting, the Governing Board closed the public hearing and adopted its final budget.
