Description/Analysis
Issue Detail: In July 2024, Fire Department staff posted the Request for Proposal (RFP) for the procurement of public/private partnership under RFP No. P25121441001. The RFP was posted for three weeks on the City’s Planet Bid solicitation website. The Fire Department received four proposals.
The Fire Department evaluated the proposals submitted based on the following criteria: experience and qualifications, methodology and approach of work, pricing, PowerPoint presentation, and Medic viewing. Of the four proposals, The Medic Ambulance Services Inc. vendor was found to offer a long history of innovation, proven record of providing equal levels of care to all, and only CAAS accredited ambulance service operating in Sacramento County. Medic Ambulance Services Inc. team has over 45 years of combined experience. Staff recommends awarding a two-year contract to Medic Ambulance with three additional one-year renewal options for a total not-to-exceed amount of $30 million.

Policy Considerations: This recommendation is consistent with City requirements for competitive bidding as detailed in the Sacramento City Code 3.56. It allows the Fire Department to fulfill its enforcement authority as mandated by provisions in the California Fire Code and the California Health and Safety Code. It is also consistent with the City Council’s goals of encouraging responsible development and having buildings and projects that are fire-safe and code compliant.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on September 26, 2024, incompliance with the City Code.
Economic Impacts: None.
Environmental Considerations: Ongoing administrative maintenance activities, such as purchases of supplies, equipment, or materials that are not made for purposes of a public construction project, do not constitute a “project” and are exempt from the California Environmental Quality Act (CEQA) CEQA Guidelines, Section 15061(b) (3), 15378(b) (2).
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rational for Recommendation: Staff recommends awarding a contract to Medic Ambulance for BLS Ambulance services. A contract with Medic Ambulance will allow the Sacramento Fire Department to deploy additional resources to mitigate the growing call volume in the City of Sacramento. The addition of BLS ambulances through a third-party partnership promotes the Department’s vision of providing “the right service, to the right patient, at the right time.” Financial Considerations: The Cost of public/private partnership is recoverable from BLS transport fees by the responsible party for transport.
Local Business Enterprise (LBE): Not Applicable - waived. Medic Ambulance qualifies as a Local Business Enterprise (LBE) with the City of Sacramento.
