Description/Analysis
Issue Detail: On December 13, 2022, the Sacramento City Council authorized acceptance of the Fiscal Year (FY) 2022 Urban Area Security Initiative Grant (Resolution 2022-0395) from the California Office of Emergency Services (CalOES). The UASI grant is a component of the federal Homeland Security Grant Program (Federal Assistance Listing #97.067), authorized in Section 2006 of the Homeland Security Act of 2002 (Act).
The purpose of the UASI program is to support high-threat, high-density federally recognized urban areas to build, sustain, and deliver the capabilities to prevent, prepare for, protect against, and respond to threats, hazards, and acts of terrorism.
CalOES, as authorized by federal grant guidance, administers federal UASI funding at the state level.
As a fiscal agent for the grant program, the City is responsible for managing a $3,097,500 local allocation and distributing funds among regional partners (subrecipients) and suppliers (procurement). The Sacramento Urban Area consists of Sacramento, El Dorado, Placer, and Yolo counties.

As a condition of the grant award, 30 percent of the funding received must be allocated to support law enforcement terrorism-prevention-oriented activities. To meet this requirement, the Sacramento Police Department (SPD) seeks City Council authorization to pass through federal grant funds to the Sacramento County Sheriff’s Office for two helicopter computer systems, two computer docking trays, and one bomb x-ray to carry out the provision of law enforcement services.
Policy Considerations: Recommendations contained in this report are consistent with Sacramento City Code 3.04.020, which requires City Council approval to execute agreements of $250,000 or more. Other requirements contained in the City Code are not applicable for the following reasons:

3) SCC Chapter 3.58 - The County of Sacramento is subject to state and/or federal prevailing-wage laws (3.58.020(B)(5))
4) SCC Chapter 3.60 - The scope of work does not include maintenance or repair of public buildings or works (3.60.010)
5) SCC Chapter 3.62 - The County of Sacramento is a unit of local government (3.62.020 (C))
6) SCC Chapter 3.62 - This chapter is not applicable because no professional services being purchased by or for the City

File ID: 2024-01684 10/15/2024 Consent Item 19.
Rationale for Recommendation: The Sacramento County Sheriff’s Office requested to purchase two onboard helicopter computer systems and two computer docking systems to replace outdated systems that have become unreliable and in regular need of repair/refurbishment. The reimbursement cost for the two systems shall not exceed $271,575.
This project is necessary to modernize the aircraft mission management systems thereby increasing air support capabilities to prevent, protect against, mitigate, respond to, and recover from acts of terrorism, as well as other high-risks incidents in which the safety of the public is in jeopardy in a timely manner. Completion of this project will close multiple capability gaps and allow the Sacramento County Sheriff’s Office to sustain a higher level of performance in the mitigation of terrorist attacks well into the future. This will be accomplished by strengthening the ability to share information and collaborate with responding agencies, enhance multi-jurisdictional response and recovery capabilities, and increase ability to protect critical infrastructure and key resources such as Folsom Dam, the Roseville railyard, and the Rancho Seco nuclear reactor site.
The Sacramento County Sheriff’s Office has also requested to purchase one bomb x-ray unit to not exceed the amount of $37,785. This project will enhance the capability of the Sacramento County Sheriff’s Office bomb squad unit in searching and detecting explosive devices, bombs, IEDs and its components during high-risk incidents to accurately determine threat levels. This portable x-ray unit will be a replacement for an outdated 15-year-old, hard mounted x-ray unit. The upgraded portable unit has the capability of being easily deployed in the most challenging spaces, complex operations, ensuring public safety and reducing risk exposure for law enforcement personnel.
Section 2006 of the Homeland Security Act of 2002, as amended (6 U.S.C. § 607) requires that at least 30 percent of grant funding awarded under this program is used to Law Enforcement Terrorism Activities (LEPTA). The projects under this subaward agreement with the County of Sacramento are consistent with the United States Department of Homeland Security grant guidance and satisfy the LEPTA requirements under FY2022 Homeland Security Grant Program.
Financial Considerations: This action will be fully funded through existing grant resources (Project #G11016922) and will not have any financial impact to the General Fund.
Local Business Enterprise (LBE): Not applicable.
