Description/Analysis
Issue Detail: The Department of Utilities (DOU) and Public Works provide services such as water, wastewater, storm drainage, and solid waste to around 150,000 households. The DOU customer information system and utility billing system, Oracle’s Customer Care & Billing (CC&B), is used to manage approximately a million service agreements, collect over $30 million in monthly revenue, and interface with the City's other critical systems, including finance, revenue, work order systems, and 311. The current version of the CC&B application was implemented in 2019. This version will no longer receive service support after May 2025, necessitating an upgrade to take advantage of new technology, reduce security risks, streamline processes, minimize customizations, increase interoperability and integration, reduce support costs, enhance customer satisfaction, improve Departmental flexibility, and leverage industry best practices. The City expects the system upgrade to improve operational efficiencies and supportability, offering an upgrade path, bug fixes, additional functions, integration opportunities, and reduced security risks specifically designed for the utility

industry.

Policy Considerations: The requested action is in conformance with City Code Chapter 3.64 and in accordance with the goals, objectives, initiatives and operating principles of the City’s Digital Strategy.

The Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements, and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to City Council action. This item was published for 10-day review on October 4, 2024, incompliance with the City Code.

Economic Impacts: California Environmental Quality Act (CEQA): The report concerns administrative activities that will not have a significant effect on the environment and is exempt from CEQA review [CEQA Guidelines Sections 15061(b)(3); 15378(b)(2)].

Environmental Considerations: Not applicable.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The current CC&B application version will reach the end of its support in May 2025. Without the upgrades, the system will be vulnerable to security risks. In addition, application downtime disrupts business continuity and will impact the city’s essential business operations and financials. A failure of this system would result in the Department’s inability to manage customers and bill for services securely and effectively. The upgrade will improve the Department’s ability to serve its residential and commercial customers, give customers more choices and flexibility, enhance Department accountability and transparency, and provide a secure and reliable system to ensure the City’s ability to respond quickly to future change.

Financial Considerations: The proposed professional services agreement is for an amount not-to- exceed $1,170,000. Sufficient funding exists in the DOU IT Program (Z14170100) to award the agreement. There are no General Funds allocated or planned for this project.

Local Business Enterprise (LBE): Utility Solutions Partners, LLC is not an LBE.
