Description/Analysis
Issue Detail: As amended, City Agreement 2019-1652 (Agreement) includes a provision that allows, upon mutual agreement of the parties, NCRPSTA to collect reimbursement from the City for upgrades to the Police Department’s (PD) training facility. As allowed by that provision, the NCRPSTA and the PD have agreed to partner together to install turf at the facility. To accommodate these additional costs, the Agreement’s not-to-exceed amount must be increased.

Policy Considerations: Sacramento City Code (SCC) 3.04.020(A)(2)limits the authority of the City Manager to issue additional contract supplements when the sum exceeds10% of the original contract price. The Agreement was originally authorized in the amount of $230,727 and increased via prior contract supplements by $997,908, for a total not-to-exceed amount of $1,228,635. As required by SCC, City Council approval is required to execute Supplemental Agreement No. 3 to the Agreement.

Economic Impacts: None.

Environmental Considerations: None.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The installation of turf is recommended to improve outdoor, physical training space at the Police Academy/In-Service Training facility. The goal is to provide an area that is flat and free of hazards during physical training. Safety being the utmost priority, staff determined that is necessary to provide adequate outdoor physical training space. In addition to safety, the turf provides an ideal surface for developing endurance, speed, strength, power, and coordination through a multitude of exercises.

Financial Considerations: The NCRPSTA agreement is fully funded via an externally funded project (EFP #E11006500) and does not require any additional resources from the City’s operating budget.

Local Business Enterprise (LBE): Not applicable.
