Description/Analysis
Issue Detail: Over the course of the last few decades, the issue of climate change has forced many businesses and governmental agencies to take steps to both reduce environmental pollution and devise means to protect the continued availability of precious resources. Drinking water being one of the most precious. The Park Maintenance Division consumes approximately $3.5 million worth of potable drinking water annually. This level of consumption, while beneficial in many aspects to all plant material within city parks, is necessary given the challenges of climate change. Modernization of irrigation technology assists in combating these challenges to protect this vital resource.
The decision to purchase additional irrigation controllers and radio communication modules will allow the city to benefit from a substantial discount. The purchase of these irrigation controllers and radio communication modules are in support of larger water conservation projects within parks.
File ID: 2024-01626 10/22/2024 Consent Item 8.
Additionally, as part of the FY2024/25 approved budget, the Park Maintenance Division committed to decreasing utility expenses by irrigating 10% less at ornamental turf within passive recreational park areas.
Policy Considerations: The recommendations in this report are in accordance with: 1) City Code section 3.56.230.E, which authorizes the City Council to suspend competitive bidding for the purchase of services and supplies when, upon a two-thirds vote, the City Council determines it is in the best interest of the City to do so; and 2) City Code section 3.56.090 which requires City Council approval for purchases equal to or greater than $250,000.
Economic Impacts: None.
Environmental Considerations: Under the California Environmental Quality Act (CEQA) Guidelines section 15301(h), maintenance of existing landscaping is exempt from environmental review.
Sustainability: The City’s Park Maintenance Division strives to protect vital natural resources as part of its overall commitment to provide safe and accessible green spaces for all city residents. This project will result in measurable water savings upon implementation.
Commission/Committee Action: None.
Rationale for Recommendation: For many years, Rain Master Control systems have been the preferred remote irrigation control option within the Park Maintenance Division. Rain Master Laguna/DX3 controls have been the standard product choice for all new development projects and legacy retrofits. This recommendation is consistent with previous decisions to employ Rain Master Control Systems; it is in the City’s best interest to eliminate the use of multiple proprietary irrigation control platforms. Using consistent equipment city-wide beneficially reduces the City’s overall cost by streamlining operations and avoiding the need to operate and maintain multiple different irrigation systems. Coupled with Toro’s central control system hardware, Rain Master’s management software allows the irrigation controllers to effect precise water management decisions from a central workstation, resulting in the ability to track and control water usage to achieve the goal of a 10% reduction in irrigation expenses. The contract pricing is equivalent to or better than market pricing, as the contractor has agreed to extend to the City the competitively bid pricing in Sourcewell Contract No. 031121-TTC.
Financial Considerations: Sufficient funding is available in the Measure U Park Improvement Project (L19706000) and YPCE’s operating budget to award this contract.
Local Business Enterprise (LBE): Not applicable.
