Description/Analysis
Issue Detail: The Pedestrian Crossing at R Street and 29th/30th Streets Project is an operational improvement that will increase the safety of pedestrians traveling to and from the 29th Street Light Rail Station. This improvement is one of the most frequently requested by community members with mobility impairments, particularly those who rely on accessible transportation to reach the nearby light rail station. The intersections of R Street at 29th Street and R Street at 30th Street are unsignalized and the length of the crossings can be challenging for individuals with limited mobility.

Also, the proximity of these crossings to the Capital City Freeway results in a significant amount of road noise that makes it difficult for visually impaired individuals to hear oncoming traffic and judge

when it is safe to cross.

The project will construct signals at both intersections to allow for a dedicated pedestrian crossing phase and bulb
‐
outs to shorten crossing distances. These signals will be interconnected with the light rail system to coordinate automobile and light rail operations and minimize impacts to the traveling public. Installation of traffic signals on the 29th Street and 30th Street necessitates advance preemption of traffic signals initiated by movement of Sacramento Regional Transit light rail transit service (northbound and southbound). The initiation of advance preemption for 29th Street and 30th Street is to be designed from 23rd Street for southbound movement and 34th Street for northbound movement.

The City conducted a formal consultant procurement process for preliminary engineering, environmental clearance, final design, and construction support services for the project and awarded a contract to Mark Thomas and Company, Inc. on January 3, 2023, in the amount of $678,574.

During the preliminary engineering phase, it was determined that modifying the existing rail infrastructure to accommodate advanced preemption of traffic signals will require the addition of an engineering consulting firm with specialized rail engineering capabilities to the Mark Thomas consultant team to design and prepare the improvement plans, project specifications, and construction cost estimate. WSP USA, Inc. was identified as a subconsultant with the expertise in rail engineering to be added to the consultant team.

Approval of Supplemental Agreement No. 4 will authorize Mark Thomas and Company, Inc. to perform the additional design services required to provide traffic signal preemption for light-rail trains approaching the 29th Street and 30th Street intersections along R Street.

Policy Considerations: The action requested herein is consistent with the City General Plan goals and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users. The project will prioritize mobility, comfort, health, safety, and convenience for those walking (General Plan M-1.2), foster additional walking and bicycling connections to light rail stations and strengthen existing connections to enhance first/last-mile connectivity and make it easier to travel between the station and surrounding neighborhoods and destinations (M-1.12), encourage walking and improve walking safety best practice designs and considerations for efficiencies in walking (M-1.19).

The action requested is also consistent with City Council’s adopted guidelines for transportation funding, meeting the following criteria: safety; maintaining a state of good repair; promoting reductions in vehicle-miles-traveled and greenhouse gas reductions; mobility solutions for youth; and equity.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act: Under California Environmental Quality Act (CEQA) general rule 15061-B-3, CEQA applies only to projects which have the potential for causing a significant effect on the environment. Execution of this Supplemental Agreement to the Contract will have no effect on the environment and is therefore not subject to CEQA review.

The CEQA review for the project is included in the scope of services of the preliminary engineering.

The project is also subject to review under the National Environmental Policy Act (NEPA), as it has federal funding, which is also in the existing scope of the services.

Sustainability: The project is consistent with the City’s General Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by eliminating pedestrian barriers with the construction of safe pedestrian crossings.

Commission/Committee Action: The project was presented at the December 6, 2023, meeting of the Disabilities Advisory Commission (DAC). The DAC expressed support for the project and reviewed and commented in favor of the accessibility improvements.

The project was presented at the November 16, 2023, meeting of the Active Transportation Commission (ATC). The ATC expressed support for the project and the benefits to transit and the in- lane bus stop.

Rationale for Recommendation: Installation of new traffic signals on the 29th Street and 30th Street necessitates advance preemption of traffic signals initiated by movement of Sacramento Regional Transit light rail trains. The initiation of advance preemption for 29th Street and 30th Street is to be designed from 23rd Street for southbound train direction and 34th Street for northbound train direction.

During the preliminary engineering phase, it was determined that modifying the existing rail infrastructure to accommodate advanced preemption of traffic signals will require the addition of an engineering consulting firm with specialized rail engineering capabilities to the project’s consultant team.

Approval of Supplemental Agreement No. 4 will authorize Mark Thomas and Company, Inc. to perform the additional design services required to provide advanced preemption of the new traffic signals. For contracts awarded of a price of at least $250,00, but less than $1,000,000, section

3.04.020(A)(2) of the City Code provides the City Manager is authorized to execute contract amendments that increase the contract amount provided the sum of all contract amendments does not exceed 10% of the original contract price. As this contract supplemental exceeds this amount, Council approval is required.

Financial Considerations: The total estimated cost to complete preliminary engineering and environmental clearance for the Pedestrian Crossing at R Street and 29th/30th Streets Project (T15225100) is approximately $1.5 million. With the increase in the revenue and expenditure budget by $200,000 (Federal Capital Grants, Fund 3703) there will be sufficient funding to execute a Supplemental Agreement for an amount not to exceed $198,406 with Mark Thomas and Company, Inc. for a total contract amount of $881,426 and complete the preliminary engineering and environmental clearance phase.

Local Business Enterprise (LBE): The Pedestrian Crossing at R Street and 29th/30th Streets Project has federal funding and requires conformance with Disadvantaged Business Enterprise (DBE) requirements. Therefore, the City’s LBE requirements are held in abeyance. The DBE goal for this project is 7%. Mark Thomas has pledged 14%

WSP Proposed Scope of Work and BudgetAdvanced Preempon Design for 29thand 30thStreet Intersecon with R StreetIssue DenionInstallaon of trac signals on the 29thstreet and 30thstreet necessitate advance preempon of tracsignals iniated by movement of SACRT light rails (Northbound and Southbound). The iniaon ofadvance preempon for 29thstreet and 30thstreet is to be designed from 23rdstreet for southboundmoves and 34thstreet for northbound moves.ApproachThe exisng crossing circuitry for 23rd street through 34thstreet is PSO based, and addion of advancepreempon from 23rdstreet and 34th street require modicaon of the exisng circuitry to introduceaddional relays and PSO frequencies (Transmier and Receiver) to energize interconnect relays at the29thstreet and 30thstreet crossing control houses. The interconnect relays would then beed into thetrac signal control boxes. The design will be accomplished with minimal changes to the exisng PSO circuitry controlling thecrossings. Another design opon that could be explored would be the use ofber to carry preemponinformaon to the 29thand 30thstreet crossings.Schedule and DeliverablesThe task will be divided into the following parts:1) Design Research2) 60% Design (8 Weeks from NTP)3) 90% Design (10 Weeks from NTP)4) Final design plans (12 Weeks from NTP)Each design task involves QA/QC and comment resoluonAssumpons:The design will proceed based on as built design provided by the SacRT and the City of Sacramento. The30% design stage will be bypassed to accommodate the present stage of the project. WSP will providethe advance preempon design based on the preemponming requirement provided by the tracconsultant. 2 |P a g e
