1-Description/Analysis
Description/Analysis
Issue Detail: On September 24, 2024, City Council adopted updates to the Sacramento City Code relating to commissions. Where applicable, member appointments were updated from being solely recommended by the Personnel and Public Employee’s (P&PE) Committee to include mayor and councilmember recommendations. The member appointment updates are intended to enhance district representation, expedite the appointment process, and reduce incidents of lack of attendance and/or quorum. While no incumbent commissioner will lose their seat as a result of the revised appointment process, there are commissioners who could be reallocated to a councilmember recommended seat to align with the updates. The commissioners below have been reviewed by the Office of the City Clerk and meet the qualifications for the new seats and would receive an identical or increased term length if reallocated:

Economic Impacts: Not applicable
Environmental Considerations:

California Environmental Quality Act (CEQA): This action is not a project subject to CEQA because it involves only general policy and procedure making and does not have the potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. (CEQA Guidelines, §§ 15002(d), 15378(b)(2), 15061(b)(3).)

with Chapter 2.40 of the Sacramento City Code, relating to boards and commissions generally. On April 30, 2024, staff gave the first oral update regarding this effort to the committee.

On May 14, 2024, staff brought to the committee amendments to Chapter 2.100 relating to the City of Sacramento Active Transportation Commission. The committee passed a motion forwarding the ordinance to the city council for approval and it has subsequently been adopted by the city council.

On June 11, 2024, staff presented three additional reports to the Personnel and Public Employees (P&PE) Committee: amendments to Chapter 2.112 relating to the City of Sacramento Ethics Commission, amendments to Chapter 2.126 relating to the City of Sacramento Youth Commission, and amendments to various chapters in Title 2 of the Sacramento City Code relating to city commissions.

The committee passed motions forwarding ordinances amending Chapter 2.112 and Chapter 1.126 to the city council for approval and they have subsequently been adopted by the city council.

The committee directed staff to return to the committee with further deliberation on certain provisions of Title 2.

On August 27, 2024, staff brought back to the committee a policy discussion certain provisions of Title 2: Chapter 2.40.160 related to ad hoc committees and subcommittees, definition of quorum, Chapter 2.40.080 related to failure to attend meetings, and Chapter 2.40.060 related to vacancies (term extensions). Direction was given to staff to update these provisions in Title 2 and bring it back to the committee for review.

On September 10, 2024, staff brought to the committee the comprehensive package of ordinances amending, deleting and adding various chapters of the Sacramento City Code relating to boards, commissions, and committees, including Title 2. The P&PE committee gave direction for certain amendments related to purpose, powers and duties, and passed a motion forwarding the ordinances as amended to the city council and was subsequently adopted on September 24, 2024.

Rationale for Recommendation: While no incumbent commissioner will lose their seat as a result of the revised appointment process there are identified commissioners who could be reallocated to a councilmember recommended seat to align with the updates.

Financial Considerations: Not applicable.
