construct the proposed bridge. In addition to the waterline relocation, SSWD requested that the project include upsizing of their existing water line within the project limits. To proceed with the construction of Auburn Boulevard Bridge Replacement and fund the water line improvements, the City must execute a Utility Agreement with the SSWD to formalize cost liability for the proposed water line improvements. The City will perform the work with the project and SSWD will reimburse the City via this agreement.

Policy Considerations: The actions requested herein are necessary for the construction of the Auburn Boulevard Bridge Replacement project, which is consistent with the City’s goals of improving and expanding public safety, and enhancing livability, as identified in the General Plan:

PFS-3.1 - Provision of Adequate Utilities: The City shall continue to provide reliable water, wastewater, and stormwater drainage utility services.

PFS-3.3 - Development Impacts: The City shall ensure that public utility facilities are designed to be safe and compatible with adjacent uses.

Per City Code 3.04.010(B), all contracts involving income or expenditure of $250,000 or more require approval of the City Council, for signature of the City Manager.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has reviewed the Auburn Boulevard at Arcade Creek Bridge Project, which is a project subject to the California Environmental Quality Act (CEQA). In compliance with the CEQA, the City prepared an Initial Study. On December 8, 2020, the City Council adopted the Mitigated Negative Declaration (MND) and adopted the Mitigation Monitoring Plan (MMP), (Resolution No. 2020-0394). None of the circumstances identified in CEQA Guidelines Section 15162 are present that would require supplemental or subsequent review and no re-circulation is required. The adopted MND evaluated the environmental effects associated with the replacement of the Auburn Bridge. No further environmental review is required for the subsequent action of the previously approved project.

National Environmental Policy Act (NEPA): Caltrans issued a Categorical Exclusion (CE) for the Auburn Boulevard Bridge Replacement Project on January 20, 2021, confirming conformance with the National Environmental Policy Act (NEPA).

Sustainability: This project is consistent with the General Plan goals of balancing community, social, environmental, and economic goals when modifying streets, roads, bridges, and other public rights- of-way and also by enhancing pedestrian facilities to encourage bicycle and pedestrian trips with increased connectivity along Auburn Boulevard to the trails along

Arcade Creek.

Commission/Committee Action: None.

Rationale for Recommendation: The Auburn Boulevard Bridge Replacement Project requires the relocation of an existing waterline owned by SSWD to accommodate changes in the bridge structure.

Relocation and related improvements of the waterline require approval by the City Council to execute a Utility Agreement with the SSWD prior to authorization of federal construction funds. City Council approval is required to execute the Utility Agreement.

Financial Considerations: Per the Utility Agreement, SSWD will reimburse the City an estimated $955,000 to fund the engineering and construction costs associated with the waterline relocation agreement. Upon execution of the agreement, the revenue and expenditure budgets of the Auburn Boulevard Bridge Replacement Project (T15145300) will be increased by $955,000 (CIP Reimbursable Fund, Fund 3702).

Local Business Enterprise (LBE): Not applicable.
