Policy Considerations: The recommendations in this report are in accordance with the provisions of the City Code Section 3.56.090, which requires Council approval to accept grants.

Economic Impacts: None.

Environmental Considerations: Ongoing administrative maintenance activities, such as purchases of supplies, equipment, or materials that are not made for purposes of a public construction project, do not constitute a "project" and are exempt from the California Environmental Quality Act (CEQA) CEQA Guidelines, Section 15061(b) (3), 15378(b) (2).

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: Sacramento County is among the fastest-growing California counties with one of the largest 911 systems. Yet, it ranks 54th out of 58 counties regarding the number of licensed EMTs per capita (Bates and Koffman, 2023). Like most of the country, Sacramento City and County are facing a critical shortage of EMTs and paramedics (Mercer, 2023).

In the Sacramento metropolitan area, approximately 26,000 (10.3%) young people between 16 and 24 years of age are disconnected from work and school (Lewis, 2022). Just over 15% of Sacramento youth are living in poverty. Opportunity Youth in Sacramento are significantly more likely to be disconnected. Compared to the general population and California's overall workforce, females and young people of color are underrepresented in California's EMT workforce (Bates & Koffman, 2023).

In addition to limiting career options and upward mobility for target youth, the underrepresentation of diverse populations in the healthcare workforce also negatively affects outcomes for community members. As data shows, health outcomes are improved when care providers speak your language, understand your culture, or know your community (Jetty, 2022). EMS Corps is designed to eliminate barriers that disproportionately affect young people of color, especially those excluded due to system involvement, being unhoused, or other barriers to employment.

EMS Corps has been supported by and continues to be informed by the best practices of the Opportunity Youth Network from the Forum for Youth Investment. Essential to successfully serving opportunity youth are comprehensive wraparound services. These services are foundational to the EMS Corps model and include healing circles, life coaching, mentoring, case management, and job readiness and post-placement supports. In addition to these supports, EMS Corps provides a $1,500 -a-month living stipend.

SFD is the designated lead agency for Sacramento County to receive a $1.27M EMS Corps expansion grant. As the designated lead agency, we will oversee a five-month-long EMT training program modeled after the Alameda EMS Corps and advised by the Public Works Alliance (PWA).

This local collaborative effort includes letters of support from Youth Forward to secure wraparound services, Community-based Organizations for outreach efforts, private employment partners for job placement, SETA as the workforce development board, and Sacramento County Emergency Management Systems Agency for LEMSA approval to deliver EMT training. PWA will continue to seek additional funds to ensure the longevity of the EMS Corps in Sacramento.

Accepting of these funds will provide multiple benefits that address local needs. The EMS Corps grant offers a career pathway program to position Opportunity Young Adults (OYA) in Sacramento to obtain access to good-quality jobs, including jobs that pay family-sustaining wages, offer benefits, have predictable hours, and offer opportunities for career advancement. This program supports OYA who have met insurmountable challenges as they face unique systemic barriers that have made their journey to sustainable employment arduous and challenging. EMS Corps aims to provide comprehensive, coordinated training and support services to enable opportunities that address existing gaps in the current Emergency Medical Services workforce system for OYAs in the underserved Sacramento community. The EMS Corps grant addresses critical shortages of EMS professionals in Sacramento and offers an effective onramp for OYAs seeking a career with the Sacramento Fire Department. This supports SFD and the City of Sacramento's desire to "reflect the community we serve - to better serve our community" as expressed in the Race and Gender Equity Action Plan (RGEAP).

Financial Considerations: The EMS Corps is funded solely through grants and donations. Being established as the designated lead agency in Sacramento to establish and oversee the EMS Corps opens the door to additional funds to keep this unique and beneficial workforce development program running. All expenses related to the grant, including FTE salaries for time in the program, will be reimbursed through the grant. PWA will continue to seek additional funds to ensure the longevity of the EMS Corps in Sacramento.

Therefore, staff recommends establishing the Emergency Medical Services (EMS) Corps operating grant project (G12904100) along with the revenue and expenditure budgets in the amount of $1,451,820 in the Operating Grant Fund (Fund 2702).

Local Business Enterprise (LBE): Not Applicable.
