Description/Analysis
Issue Detail: In operation since 1999, the Sacramento Regional Driver Training Facility (SRDTF) is a cooperative program run by the Sacramento County Sheriff’s Department and the City of Sacramento's Police and Fire Departments. The facility is also utilized by the City and County Risk Divisions. SRDTF meets the driver training needs of public safety agencies across Northern California. Following a flood incident, a Phase I office modular trailer was replaced in 2020. This current project aims to replace and upgrade a second mobile trailer to serve as office space for the City of Sacramento Police and the Sacramento County Sheriff’s Office. The administrative office trailer designated for replacement in Phase II has surpassed its useful life and will be replaced with a new unit that includes a ramp and stairs for improved accessibility. Additionally, the project features a new canopy to replace the previous shaded porch.

The SRDTF program operates on Mather Airport property through a lease agreement between the Sacramento County Sheriff’s Department and the Sacramento County Airport System, with a recently executed lease ensuring the program's continued presence at its current location. The City of Sacramento has a Joint Powers Agreement (JPA) with the Sheriff’s Department that outlines shared responsibilities at the project site. The City has provided the physical facilities used as administrative office space in accordance with this JPA agreement.
The Phase II Trailer Replacement project has experienced delays and cost increases associated with replacing the existing trailer with a modular unit. To meet accessibility requirements, an accessible path will be created, including a new ramp and level landing. The improvements are considered temporary and are meant to last for the duration of the lease and may be removed if the program ends at this location. The cost increases prompting this transfer request to cover additional City staff time for project oversight, additional work required for the canopy (such as deeper foundations) and rerouting the accessible path around an extended deck. City staff believes these additional costs are justified to ensure the project's continuation.
Policy Considerations: The recommendation in this report is in accordance with City Code Section
3.04.010, which states that the City Manager can execute contracts under $250,000 authority. Since this funding transfer will result in a cumulative transfer that exceeds the $250,000 threshold, City Council approval is required.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act (CEQA): The action is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15301.
The action involves the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, or mechanical equipment, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The exemption covers interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances; and similar facilities; restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood. The project qualifies for a Categorical Exemption under Article 19 of CEQA Guidelines Section 15301, existing facilities. No environmental review is necessary, and a Notice of Exemption (NOE) is on-file for all three sites as part of this phase one.
Sustainability: None.
Commission/Committee Action: Not applicable.
File ID: 2024-01798 11/12/2024 Consent Item 2.
Rationale for Recommendation: Since 2020, the Department of Public Works has been collaborating with the Department of Human Resources on the Phase II trailer replacement project; the project was funded in 2023. Since 2023, plans were developed by City architect and engineering teams and an on-call general contractor was contacted for a proposal on the trailer replacement.
Upon reviewing the final project budget estimates of $303,427, a transfer of an additional $60,000 is needed to complete the project. City staff recommends transfer of funds and to reset City Manager’s Authority as outlined above.
Financial Considerations: The total estimated costs for the project is $303,427. With the transfer of $60,000 (Fund 6502, Risk Management Fund) from the Driver Training Academy Project (E08000200) to the City Facilities Improvements Project (C15100000) for the Alert Road Modular Trailer EVOC, there will be sufficient funds for the modular trailer replacement and canopy and to meet currently planned project needs. There are sufficient funds in the Driver Training Academy Project (E08000100) to support the transfer.
Once the project is completed, any savings will be returned to the Driver Training Academy Project (E08000200). Please note that the funding outlined above does not cover ongoing operation, maintenance, or future repairs for the SRDTF facility.
Local Business Enterprise (LBE): Not applicable.
