Description/Analysis
Issue Detail: Memorial Garage, located at 805 14th Street, is owned by the City and was completed in 2001. Containing 1,060 parking spaces, it continues to serve as an important source of parking for the Music Circus, SAFE Credit Convention Center, Memorial Auditorium, employment centers and local residential buildings.
Due to its location near entertainment and convention venues, Memorial Garage often experiences sudden, large surges of traffic attempting to enter and exit the garage. Long lines can develop in the garage as customers slowly navigate the facility as they search for available parking spaces.
In addition, Memorial Garage is categorized as a large, multi-level, double helix public parking facility with no access restrictions. Safety of visitors and their vehicles parked in the garage is a high priority.
The expanse of Memorial Garage also places limitations on the amount of space security guards are able to patrol at any one time.
File ID: 2024-01630 11/12/2024 Consent Item 3.
To improve the flow of traffic throughout the garage and provide a higher level of security, Parking Services staff are recommending the purchase and installation of a parking guidance system from TKH Securities LLC (“TKH”). The TKH system includes numerous features such as camera-based sensors that provide real-time occupancy data of all parking spaces in the garage, including the exact location of open spaces, ADA compliant spaces, and electric vehicle spaces. The system also captures motion-activated video recordings of activity throughout the garage and has license plate recognition technology that can tell customers the precise location of their vehicle in the garage.
In 2022, Raleigh-Durham Airport Authority (“RDU”) issued a Request for Proposals for a parking guidance system to be installed in its parking garage. TKH was awarded the contract based on its submitted proposal. If approved, Parking Services staff will utilize the terms of the TKH contract with RDU, pursuant to City Code Chapter 3.56.240. Installation will commence shortly after contract approval.
The TKH parking guidance system includes a one-year warranty. TKH offers extended maintenance and service plans that may be purchased to commence at the end of the warranty period.
Policy Considerations: The recommendations in this report are in accordance with 1) Sacramento City Code Chapter 3.04.020 regarding agreements involving income or expenditure of $250,000 or more; 2) City Code Chapter 3.56 regarding the purchasing of supplies and nonprofessional services; 3) City Code Chapter 3.56.240 Cooperative Purchasing; and 4) the Central City Parking Master Plan goal to make parking safe, secure, attractive, and convenient.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): This project is categorically exempt from CEQA pursuant to CEQA Guidelines section 15301. The project involves the installation of a parking guidance system in an existing facility. The project will not impact the design or function of the facility.
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: Utilizing camera-based sensors, the TKH system will improve traffic flow into and throughout the garage by notifying drivers of the number of available vacant parking spaces in the garage and where they are located, therefore reducing the time drivers spend searching for a parking space. For every four parking spaces in the garage (two on each side of the isle), a camera sensor will be ceiling-mounted and provide dedicated coverage for those spaces. The cameras will then determine if each parking space is occupied or vacant. Through the use of built-in LED color indicators, the cameras will notify oncoming drivers of the status of each parking space. If

a parking space is occupied, the indicator will be red, if the parking space is vacant, the indicator will be green. As drivers progress throughout the garage, they will be able to look up or down the ramps to determine precisely where vacant parking spaces are located. The LED indicators also have the ability to display unique colors for ADA or EV parking spaces. Large digital signs will be placed near each entrance of the garage, providing arriving customers the latest parking inventory information throughout the garage. There will also be additional ceiling-mounted digital signs on each level indicating the status of parking spaces on that level. This real-time information will give customers the information they need to determine where available parking spaces are located in the garage without the need to drive throughout the garage. This, in turn, will help expedite traffic into and throughout the garage.
The TKH parking guidance system includes additional important features. Security throughout the garage will be greatly enhanced by providing real-time video coverage of every parking space. Each camera sensor is high-resolution, and motion activated, so they will capture video footage of vehicle or pedestrian activity throughout the facility. The TKH system will integrate with the City’s existing video management system giving staff the ability to monitor activity throughout the garage. Staff will be able to promptly respond to security situations or provide customer assistance as needed.
The parking guidance system also uses license plate recognition technology which can be used to precisely locate customer vehicles in the garage. If a customer does not recall the location of their car, City staff will be able to enter their license plate and tell them exactly where their car is located in the garage.
Financial Considerations: The not-to-exceed amount of the agreement to purchase and install a parking guidance system from TKH Security LLC is $703,681. Sufficient funding is available (Parking Fund, Fund 6004) in the Garage Video Surveillance Program (V15620000) to execute the contract with TKH Security LLC.
Once the initial one-year warranty expires, TKH offers a series of five, 12-month maintenance and service plans that can be purchased at the following prices:
Year 1 $39,426
Year 2 $40,609
Year 3 $41,827
Year 4 $43,082
Year 5 $44,374
Total $209,318
The maintenance and service plan covers software maintenance, hardware maintenance, and parts.
Purchase of TKY maintenance and service plan options in succeeding years shall be subject to

funding availability in the adopted Parking Fund operating budget of the applicable fiscal year.
Local Business Enterprise (LBE): Per City Code Chapter 3.56.240 cooperative purchasing agreements are exempt from LBE requirements.

TKH Security Proposal | Memorial Garage Sacramento CA Project ApproachTypical for all our projects, TKH Security utilizes 3rdparty local firms to perform installation and onsite support services of our technology. These 3rdparty firms are typically electrical/low voltage firms or a local PARCS company. Additionally, TKH Security oversees the entire project with an in-house experienced project manager and utilizes in-house system engineers and field technicians to commission the system. This approach allows for a quicker installation process. Sample Implementation PlanImportant to any project, the approach and preparation are key aspects to a successful installation. Below outlines the approach to different project phases. Design PhaseTKH Securitys full design team prepares drawings to be used for the installation of the system. Upon award of the project, the design team and the project management team will meet with theCitys team to verify final system requirements. The design team will create drawings that reflect sensor layout, power requirement and layout, network requirements and layout, POE cabinet placement, signage layout, etc.The drawings are provided to the Citys team for review. Upon approval the drawings are provided to the installation firm and project management team for adherence during system installation.Drawings are discussed, prepared, and presented to the ownertypically within a 30-day period.Installation PhaseDuring phase planning, we will consult with the City, taking into consideration current working projects, events etc., that are taking place in the parking garage during the projected installation window. For a garage of this size, installation will occur in small sections of the garage, providing minimal operational impact. Installing down the center of the drive aisle makes this implementation much easier, no need to relocate vehicles or close off sections of the garage for long periods of time. Furthermore, our experienced project management team will provide different options and work with the City to determine the best scenario and least operational impactful approach. Our standard/typical order of installation includes:

Often overlooked are the environmental effects of parking, its design, and its technology. TKH Securitys guidance solution drives several unique environmental benefits, while simultaneously offering customer service and operational advantages. In 2008, ARUP, a world-renowned independent consulting firm, performed a study of a parking garage before and after installation of our automated parking guidance system with eye-opening results. Average search time, the amount of diver-time while locating a space, was reduced by 36%-63% overall. This impact is greater when the garage is experiencing higher occupancy. Prior to the systems installation, 15.4% of visitors spent more than five minutes searching for a space; with TKH Security (formerly Park Assist), this figure drops to 3.4%. This study was further validated when TKH Security carried out a far more intensive study with a third-party sustainability consulting firm, conducted at the Brisbane Airport in Australia. Exhibit BDefinitions“All In” Service Desk
Full and unmitigated access is available for your team to our remote Service Desk during our normal support hours.
This is the primary resource for ticket resolution, on-site service repairs, general inquiries, and anything else related to the product once the system is operating in “live” status.
All remote hours, to resolve service issues that are within scope of the maintenance agreement, are inclusive with your MPS.Detection Monitoring & Optimization Three times per day, every day, human-verified system-wide accuracy is scored and labeled for each sensor.
Tailored accuracy maintenance services for your system, based on historical and seasonal accuracy trends, ensure your APGS is consistently meeting our specified performance thresholds.
Detailed analysis, and subsequent corrective action of each sensor’s individual accuracy performance, is outlined in clean and easy to read reports.
In addition to detection accuracy, we monitor the health status of on-site and off-site hardware and software components to correct issues before they become critical failures.Frictionless Service This service model is designed to remove the barriers around servicing your system, and allow our team to provide a holistic, end-to-end, service experience that is unrivaled in our industry.
We achieve this by minimizing your team’s level of interaction with us in the pursuit of resolving your reported issues.
Simply report the issue to us. There are no additional approvals or decisions for you to make. The Service Desk begins diagnosis. The necessary parts are ordered, and a timeline is provided for on-site installation and repair. We respond once the issue has been resolved.
This standard operating procedure eliminates the back-and-forth interaction between our internal teams, ensuring communication is concise, purposeful, and timely. As a result, we are able to deliver end-to-end solutions to you more efficiently.Monthly On-Site Inspection We provide a contractor visit once per month.

Neither Contractor nor Contractor’s assigned personnel will be entitled to any benefits payable to CITY employees. CITY is not required to make any deductions or withholdings from the compensation payable to Contractor under the provisions of this Contract, and Contractor will be issued a Form 1099 for its services hereunder. As an independent contractor, Contractor hereby agrees to indemnify and hold CITY harmless from any and all claims that may be made against CITY based upon any contention by any of Contractor’s employees or by any third party, including any state or federal agency, that an employer-employee relationship or a substitute therefor exists for any purpose whatsoever by reason of this Contract or by reason of the nature and/or performance under this Contract. B. It is further understood and agreed by the parties that Contractor, in the performance of its obligations, is subject to the City’s control and direction as to the designation of tasks to be performed and the results to be accomplished under this Contract, but not as to the means, methods, or sequence used by Contractor for accomplishing the results. To the extent that Contractor obtains permission to, and does, use CITY facilities, space, equipment or support services in the performance of this Contract, this use will be at the Contractor’s sole discretion based on the Contractor’s determination that the use will promote Contractor’s efficiency and effectiveness. Except as may be specifically provided elsewhere in this Contract, the CITY does not require that Contractor use CITY facilities, equipment or support services or work in CITY locations in the performance of this Contract. As used in this Contract, "sole discretion" or "sole judgment" means that the party authorized to exercise its discretion or judgment may do so based on an unfettered assessment of its own interests, without considering how its decision affects the other party, and unconstrained by the implied covenant of good faith and fair dealing. C. If, in the performance of this Contract, any third persons are employed by Contractor, such persons will be entirely and exclusively under the direction, supervision, and control of Contractor. Except as otherwise provided in this Contract, all terms of employment, including hours, wages, working conditions, discipline, hiring, and discharging, or any other terms of employment or requirements of law, shall be determined by Contractor. City shall make reasonable efforts to notify Contractor not later than ten days after City is served with any such claim, action, lawsuit or other proceeding. However, City’s failure to provide notice within the ten-day period does not relieve Contractor of its obligations hereunder, which survive any termination or expiration of this Contract. C. All proprietary and other information received from Contractor by City, whether received in connection with Contractor’s proposal to City or in connection with Contractor’s performance, will be disclosed upon receipt of a request for disclosure, in accordance with the California Public Records Act; provided, however, that, if any information is set apart and clearly marked “trade secret” when it is provided to City, City shall give notice to Contractor of any request for the disclosure of such information. The Contractor will then have five days from the date it receives notice to petition the court for a protectiveorder to prevent the disclosure of the information. The Contractor shall have sole responsibility for defense of the actual “trade secret” designation of such information. D. The parties understand and agree that any failure by Contractor to respond to the notice provided by City and seek a protective order, in accordance with the provisions of subsection C, above, constitutes a complete waiver by Contractor of any rights regarding the information designated “trade secret” by Contractor, and the information will be disclosed by City in accordance with the Public Records Act.
