Description/Analysis
Issue Detail: The Department of Public Works, Fleet Management Division, is responsible for procuring replacement vehicles as part of its essential operations. Currently, the police department has identified the need for a specialized van that can transport essential equipment and accommodate up to 10 additional team members during incidents. This vehicle will streamline operations by reducing the number of individual vehicles required at the scene, leading to greater efficiency. In addition, consolidating transportation into one vehicle will help reduce ongoing fuel consumption and maintenance costs. Overall, this procurement will enhance the department’s effectiveness, ensuring a quicker, more coordinated response in critical situations.

Policy Considerations: The recommendations in this report are in accordance with Sacramento City Code Chapter 3.56 which requires City Council approval of actions of $250,000 or more and which provides for the use of competitive bidding. (Section 3.56.240).

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the purchase of a vehicle and is not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.

Sustainability: The recommended purchases are consistent with the Fleet Sustainability Policy, adopted by City Council on December 12, 2017 (Resolution No. 2017-0478). This unit is exempt from the Advanced Clean Fleet as it is defined as an emergency vehicle within the regulation. Also, the current zero emission vehicles on the market would not meet the operational requirements of this unit.

Commission/Committee Action: None.

Rationale for Recommendation: On July 31, 2024, the Department of Public Works, Fleet Management Division, in accordance with City Code Chapter 3.56, issued Invitation for Bid No.

B25153311002 for an Equipment and Personnel Transportation Van. Two bids were received. LDV, Inc. was deemed the lowest responsive and responsible bidder.

Financial Considerations: The purchases will be made from the Department of Public Works, Fleet Management Division operating budget (Fleet Fund, 6501) and charged to the Police Fleet Project (I06110000). Sufficient funding is available in the Fiscal Year (FY) 2024/25 operating budget and the Police Fleet Project to support the recommended purchases.

Local Business Enterprise (LBE): Not applicable.
