Issue Detail: The South Sacramento Parkway Trail West Project constructed a new Class I mutli-use path adjacent to Interstate 5 south of Pocket Road/Meadowview Road and Freeport Boulevard. The new multi-use path connects the Freeport Shores Bike Trail to the North Delta Shores Bike Trail.
File ID: 2024-01792 11/19/2024 Consent Item 4.
The project eliminated a significant barrier created by Interstate 5. The closest crossing of Interstate 5 for bicycles and pedestrians is at the Pocket Road/Meadowview Road interchange, approximately one-half mile north of the project site. The new connection provides a key link in the planned South Sacramento Parkway, which was envisioned as a bicycle/pedestrian corridor connecting the Sacramento River Trail to the southeast corner of the City and the City of Elk Grove.
A contract with Martin Brothers Construction was awarded by the City Council on May 30, 2023 (City Agreement No. 2023-0585).
During construction, unanticipated conditions resulted in the need for contract change orders. These resulted in additional contract items including unanticipated subsurface utility location, additional grading, removal of landscape fabric, additional asphalt placement, and utility adjustment.
Cumulatively, Change Order No. 4 exceeds the allowable City Manager authority per City Code. City Council action is required to execute this change order and reset change order authority.
Policy Considerations: The proposed project is consistent with the City’s 2040 General Plan goal M -1.3 to plan and make investments in a transportation system with “attractive alternatives to automobiles;” and M-1.16 to “remove barriers to walking, where feasible, and work with utility companies to remove barriers to allow people of all abilities to move with comfort and convenience throughout the city,” and specifically goal M 1.17 which states “the City shall plan and seek funding for a continuous, low-stress bikeway network consisting of bicycling-friendly facilities that connect neighborhoods with destinations and activity centers throughout the city.” Economic Impacts: This new infrastructure through this change order is expected to create 0.26 total jobs (0.15 direct jobs and 0.11 jobs through indirect and induced actives) and create $40,890 in total economic output ($25,773 of direct output and another $15,117 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The Project is exempt from CEQA pursuant to CEQA Guidelines Sections 15303. The City filed a Notice of Exemption on May 18, 2015.
The Project is covered by CEQA Guidelines Class 3 and Section 15303 because the Project

consists of the construction of a new segment of bike trail. There are no unusual circumstances that might lead to a significant effect on the environment.
National Environmental Policy Act (NEPA): The California Department of Transportation (Caltrans) is the lead agency for NEPA, as assigned by the Federal Highway Administration for these federal grant funds. Caltrans senior environmental planning staff reviewed the project and determined a finding of categorical exclusion under 23 CFR 771 activity (c) (3).
Sustainability: The South Sacramento Parkway Trail West Project is consistent with City Council’s sustainability priorities. The transportation sector accounts for 56% of community- wide greenhouse gas emissions. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips and increase transit and active modes. The project is a direct implementation of the Climate Action Plan by providing enhanced pedestrian and bicycle connections.
Commission/Committee Action: The South Sacramento Parkway Trail West Project was presented to the Disabilities Advisory Commission on October 5, 2022, and the Active Transportation Commission on October 20, 2022, to receive and provide feedback. No actions resulted from these presentations.
Rationale for Recommendation: Staff recommends the City Council approve Change Order No. 4 with Martin Brothers Construction for City Agreement No. 2023-0585. The proposed Change Order No. 4 provides compensation for additional utility locating and modifications to roadway excavation and soil removal quantities not identified in the original contract documents. Additional funds are needed to allow for the project change order.
Financial Considerations: The estimated total cost to complete design, right-of-way, and construction activities for the South Sacramento Parkway Trail West Project (K15155000) is approximately $1.5 million.
With the approval of $70,000 (NMA Safety, Pedestrian, and Bicycle, Fund 2039) from the State and Federal Grant Match Project (T15007200), there will be sufficient funding in the project to execute Change Order No. 4 with Martin Brothers for an amount not-to-exceed $66,226 and cover the remaining construction management and all other project related costs.
There is sufficient funding within the State and Federal Grant Match Project (T15007200) to complete the transfer of $70,000 (NMA Safety, Pedestrian, and Bicycle, Fund 2039) to the South Sacramento Parkway Trail West Project (K15155000).
Local Business Enterprise (LBE): The contract with Martin Brothers Construction is a federally funded contract and as a result, Disadvantaged Business Enterprise (DBE) project participation

requirements apply. LBE rules are held in abeyance. The contract award will comply with all federal DBE participation requirements. Martin Brothers Construction has pledged 27.3% DBE project participation, meeting the 9.0% DBE goal set for this contract.
