Review of Applicants for the Active Transportation Commission

Recommendation: 1) Conduct interviews of applicants to Active Transportation Commission for Seats J and K: members appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions.
Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

Since the 1960s, far too many transportation decisions have been made with automobility in mind. Focusing solely on how fast a traveler can move between Point A and Point B, instead of assessing the ability with which travelers can access those points and all points in between, has driven inefficient land use patterns, stymies access for people who cannot afford to nor are able to drive a single-occupancy vehicle, causes tens of thousands of premature deaths on an annual basis (from traffic violence and morbidities linked to pollution and
sedentary lifestyles), encourages greenhouse gas emissions, and disintegrates neighborhoods. While many different
agencies from the federal to local level recognize the harm wrought by these top-down decisions and are increasingly emphasizing equity, multi-modality, accessibility, safety, sustainability, and economic opportunity, it is paramount that community members themselves are at the forefront of
change and not merely being told what decisions have been made on their behalf. I would come to the Commission not just as someone who has studied and works in transportation
investment planning, but as someone who is committed to holding the community’s desires above self- or technocratic interests… someone who is ready to have difficult
conversations when challenges or disagreements arise… and above else, someone who advocates for the right of ALL
people, regardless of income or ability, to move around and secure their needs with ease and dignity. Sacramento has a robust network of active transportation facilities, but there’s still a lot of work to be done so that no one is left behind. I would come to the Commission not just with my training in planning processes, design guidelines, and funding
mechanisms, but also as someone who lives in Sacramento without a car and immediately recognizes the injustices of roadways that are not designed for (and by) the most
vulnerable users of those roadways.

Active Transportation Commission Seat which provides a
unique service.
I am an advocate for Active Transportation as a key element of a comprehensive approach to the attainment of public health, air quality and traffic safety goals. As a Commissioner, I would provide accurate technical information and responses to inquiries from other Commissioners, City Council Members, Public Works and Planning personnel regarding:
o national policy & program initiatives,
o California Strategic Safety Plan Actions,
o case studies for innovative solutions & tools employed by other cities / states, and
o funding incentives.
Note: my ability to perform this role is enhanced by a new work assignment for the Caltrans Division of Safety (beginning in November).
As a Commissioner, I would also advocate for policy, program and budget changes needed to accelerate the attainment of Active Transportation goals, and to halt the sharp & sustained increase in traffic-related fatalities, severe injuries and all injury crashes on the city’s street network. Changes can and should be modeled after programs and investment strategies which have been successful in other cities and states.
The upward crash trend and prevalence of unsafe conditions (especially at intersections where all travelers cross) is a problem which deters or discourages residents from switching to Active Transportation modes, and relying upon public transportation. Parents in my community are not willing to allow their children to walk or bike to school and other destinations. Many or most parents prefer to drive their children, and eventually expect their children to drive to school and other neighborhood destinations. Tragic crashes which occurred in my neighborhood over the past 4-5 years are cited by parents and other residents who might otherwise commute to work by bike or bus.

Since the resources (funding & staff) needed to meet all transportation needs is unable to keep pace with rapidly growing traffic-related problems, I have become a strong
advocate and champion for the adoption and systematic use of innovative but well-proven and highly-effective solutions and “tools” for managing vehicle speeds and reducing crashes which kill or injure all travelers (not just those who walk and cycle). This is important because traditional strategies are typically less effective, require more time & funding to implement, and are known to create traffic safety and air quality impacts by frequently slowing or stopping traffic; and by diverting traffic to other streets which are not designed or intended to safely accommodate additional or higher speed vehicle traffic. Examples include traffic signals, speed bumps, and even Road Diet projects which do not include mitigation.
Impacts from such projects have and can reduce public
confidence and support for good Active Transportation
projects.
T o summarize: my interests, highly-relevant professional experience, and my role as a community volunteer have led me to recognize that Seat J on the AT Commission will provide an opportunity to more directly and effectively engage, inform and motivate residents in my community as well as all others by providing their (District) representatives with information and answers to their questions … about national & state initiatives, new ideas and case studies (to learn what worked and failed); for example:
o the value of national initiatives; specifically, the Safe System Approach (SSA)
o proven safety countermeasures,
o the advantages of modern speed management strategies
o the impacts (traffic diversions) caused by traditional traffic calming strategies
o unprecedented opportunities presented by successful case studies featuring the modern mini-roundabout and quick-build (aka Instant) roundabouts
o California’s Strategic Highway Safety Plan Actions &

o Caltrans adoption of the Safety System Approach
o Grant program incentives to employ innovative but proven safety solutions
The Bottom Line: Active Transportation and Traffic Safety Program adjustments, and additional resources are needed, but public input and active support may be required in order to convince City Council Members and other civic leaders to take significant and immediate action. As a current Active Transportation Commissioner, I have seen first hand the value this commission brings to creating safer, more equitable, more accessible active transportation
projects. Sacramento is facing the challenge of incurring most of its development during the post WWII automobile boom which is now contributing to a serious safety issue for pedestrians and cyclists making solutions vastly expensive and time intensive to fix. Additionally, like all cities, Sacramento faces a multitude of issues that effect its citizens and the political wills that follow. The ATC is a dedicated space to contribute meaningful recommendations to projects that enhance the lives of existing pedestrians and cyclists while encouraging new users. I bike almost every day, often with my two young children. Not only do I want to feel safe and comfortable during these trips, but I want them to live in a City that fosters safety and comfort for anyone who chooses or more importantly does not have the choice, to use active travel.

I am currently the Community Planning Specialist for Civic Thread. Our organization centers equity and community
voices in planning processess to ensure all residents have access to a healthy and sustainable way of life. Our
transportation advocacy, while including transit, largely aligns with active modes. In my role I review individual development applications and provide comments on their designs to further enhance and encourage active modes for users. We review large planning documents including the Streets for People plan, General Plan 2045, and Climate Action and Adaptation Plan to ensure that their policies and goals align with equitable outcomes that includes active travel. These as well as the many related tasks I perform allow for me to bring an
understanding of Sacramento's larger goals and ensure that my role on the ATC will align and strengthen this position.

I am passionate about improving active transportation and recreation infrastructure in Sacramento. As someone who uses the infrastructure we currently have regularly, I have thoughts on how to improve current infrastructure and on how to
expand active transportation in the city. I want to leverage the work that the Commission is doing to promote equity, health, and sustainability. I would also like to leverage my connections to the running and cycling communities in Sacramento, as people in those groups have extensive experience interacting with the City's current infrastructure. Overall, I want all residents to feel safe walking and cycling in the community.

Serving on the Active Transportation Commission from a
student and teenager's point of view would allow for the City of Sacramento to receive feedback and information from
someone who uses multiple forms of transportation. As
someone who drives, bikes, walks, and takes transit to school and extracurriculars, I know the challenges that our
transportation systems face in both on/off-peak hours. Being able to provide my lived experiences as someone who uses all modes of transportation is important and useful as it provides a well-rounded perspective. I also hope to use the ATC as a way to encourage public transit and bike usage in my school and community by serving as a public advocate.

Volunteering at Key Club
Use public transportation, light rail, and biking to volunteering events. At Key Club, I volunteered at several events that related to customer service (bussing tables, running marathon booths.) I also volunteered at an event where I cleaned up debris and trash along Stockton Boulevard.
Fruitridge Road Improvement Project Open House
I attended the Fruitridge Road Improvement Project Open House in 2023 about what the City can do with Fruitridge Road once implementing safety and rehabilitation changes to the street layout by placing asphalt. I voiced concerns that my community had about crossing the street at unmarked
crosswalks and the lack of bike lanes. I also voiced my concerns over the lack of signage for bicyclists and how vehicle traffic would be diverted after the road diet was implemented.

I would like to serve on this legislative body because I care about the welfare of my community and I would like to better my future for college (e.g. garner experience on real-life problems and complete/participate extracurriculars I am passionate in).
Another reason I would like to serve on this legislative body is because I have seen the first-hand impact that communities can face if they don't receive the support they need.
Next, serving would be happy serving because I face some of these issues presented or talked about, and I feel like my experiences can make an interesting and thoughtful
perspective. I mostly walk and bike, and I don't usually car unless I have to.
Lastly, I would enjoy to serve because I would feel proud knowing I can make a difference, even if it is slight. I want to be able to either better peoples' lives or make it easier/up the quality of life for them in any possible way I can. I live in this community so I want to see this city and the surrounding prosper.

I would like to be on this legislative body because I feel like I have a lot of knowledge of the Sacramento region and have first hand experience with our city's transportation state. I have worked with Sacramento Regional Transit to try and improve transit services, but I also feel like getting to the transit service pickup location is very important. I have walked and biked as my main form of transportation for quite a while now and although driving is probably in my near future, I don't want it to be my new way.

Although I haven't been on any professional board like this before, I have experience with presenting information and data to others before, such as the 2 times I presented
proposals to the Sacramento Regional Transit Service Planning Department, specifically James Drake. I have also experienced the state of walking in cycling in Sacramento for many years and will continue to do so. For example, I have been hit twice on my bike and nearly hit many times walking. There have also been many times I feel like the heat is unbearable because there's no shade protection. I also walked to school every day for 4 years between the Language Academy of
Sacramento and my house, many times we had felt like there were unsafe conditions.

While there still aren't any ways I have been employed for something like this before, I am taking a research based course currently if I come across needs to present information, and I have been taught by many friends and family members on how to better navigate the city in its current state. I am also currently in an online course with the Massachusetts Institute of T echnology which focuses on Rail Innovation, and you can't get to rail without at least some walking which is crucial to the development of stations and ridership, therefore relating to active transportation.
