Review of Applicants for the Measure U Community Advisory Commission

Recommendation: 1) Conduct interviews of applicants to Measure U Community Advisory Commission for Seats J, K, N, and O: members appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions.
Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

My interests in urban planning and economic development during the Civil Right Movement. As a student, volunteer and professional, I have over 40 years of experience developing and maintaining programs that involve urban planning and economic development of underserved communities in areas of computer literacy, housing, education, professional
development, energy assistance, delinquency, scholarships, recreation, health for youth, adults and senior citizens. Over 16 years I have successfully administered statewide, local and national math science and engineering programs serving
underrepresented groups in engineering.
As a member of the Measure U Community Advisory, I expect to work intently on issues such as affordable housing,
homelessness, community investments and economic growth, public safety, economic development, libraries, arts education, climate action and youth programs.
Homelessness and affordable housing are two key challenges facing the City of Sacramento today. Home ownership
programs, grants for rent, mortgage, along with
financial/budgeting programs, funding and tax incentive for building new homes is essential to our housing crises. Less temporary and more permanent housing such as shelter and service sites and tiny homes along with prevention programs such as rapid rehousing programs moving individuals and families quickly out of homelessness shelter through case management and housing relocation services as well as short term financial assistance with rent, utilities, or deposits will also benefit our citizens.
As an educator I understand that computers can be an
alternative to books but it will never completely replace books, at least for another 100 years. Although technology simplifies access to books, videos, and the like, it does not mean we don’t need libraries. Our libraries need Measure U support to continue to provide literacy and knowledge to our
communities.
I look forward to creating youth programs with Measure U resources that provide relevant interventions such as i.e., free transit, computer labs, camps, indoor/outdoor sports, pop ups, gang prevention, STEM, employment training, mentors,
academic counseling, job and life skills building training and placement workshops. Working closely with the City of
Sacramento Climate Action Plan, it will be important to support sustainable projects involving air quality, weather, environmental justice, green mobility, land use, waste manage and urban forests plans.

As a young person I was not excluded from the perils of my community. Being raised by a single grandparent due to
absent parents and severe drug addiction. My older brothers and I were split up and lived with separate relatives across California and Oregon. I came home from summer school at 11 years old to find out I have a little sister. My grandma and I fought to get custody of her and raised her together. Having struggled in school and life as a youth I was able to find a life saving pathway through education when I entered community college after receiving my GED. In 2021 I started my own business growing fruits, vegetables, and trees for community gardens and habitat restoration projects.
