Review of Applicants for the Preservation Commission

Recommendation: 1) Conduct interviews of applicants to Preservation Commission for Seats B, D, F, and G: members appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions.
Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies.
Economic Impacts: None.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

Through my experiences working on historic single-family homes in San Francisco and being someone who enjoys
visiting historic downtowns of any city or town, my love of History, especially as it relates to the built environment, has grown. I think it is very important to preserve pieces of our city's past for us and future generations to enjoy and
appreciate. I live in Midtown and I absolutely love walking my dog and enjoying the beautiful historic homes that weave within Sacramento's grid. I specifically chose to live in District 4 because I want to appreciate the history of my built
surroundings. I love walking from work going down different streets between 5th and 17th just to enjoy the view of the buildings along the way.
On some of my walks, I notice a lot of historic, empty
structures and I would love to see them come alive again. I'd like to do my part to help preserve existing landmarks in Sacramento, help identify new landmarks, and encourage the use of our existing vacant buildings.

From 2018 to 2023 I worked remodeling single family homes in San Francisco, most of which were historic to some degree. I spent a lot of time working with city staff to assure the remodels were respectful, yet tasteful to the client and met the client needs. I dealt with demolition calculations to make sure we preserved as much of the existing historic home as necessary. Often, when the home was not designated as
historic, we would still preserve all of the facade, even if not required. There were instances when the client wanted to add another story and we worked with the city staff to do so in a way that did not negatively affect the historic facade.

I have worked as an architectural historian/historian for 21 years in the cultural resources management and historic preservation planning fields. My professional experience includes working at environmental and engineering consulting firms and the California Office of Historic Preservation (OHP).
As a consultant in the private sector, I have inventoried and evaluated a variety of individual properties and districts for their potential eligibility for the National Register of Historic Places (NRHP), California Register of Historical Resources, and the Sacramento Register of Historical and Cultural Resources. I have completed projects in compliance with Section 106 of the National Historic Preservation Act (Section 106), NEPA, and CEQA. I have applied the Secretary of the Interior’s Standards for the Treatment of Historic Properties to mitigate adverse effects and impacts. I have completed HABS, HAER, and HALS documents in California, Alaska, Arizona, and Colorado. I have also authored and co-authored NRHP nominations. In
Sacramento, my work has included inventorying and
evaluating levees, commercial buildings, hotels, residential properties, corporate headquarters, and landscapes. I have occupied Seat B of the Preservation Commission since March 2024 and have not missed a scheduled meeting since being appointed. At my current employer I am mentoring
several early entry career architectural historians and am providing training and guidance in historic preservation regulations, guidelines, and processes. At the Office of Historic Preservation, I participated in training sessions to educate the members of the State Historical Resources Commission (SHRC) about the regulations and criteria for evaluating properties for the nominations the SHRC is responsible for reviewing. I have given presentations for sessions at the California Preservation Foundation conference and the California Council for the Promotion of History. I have provided training workshops associated with local historical societies and to the cultural resources staff of California State Parks. I have also given presentations to professional teams (e.g. environmental planners, engineers) within the various companies for which I’ve worked highlighting CEQA and Section 106 processes relating to cultural resources for the design and planning for projects.

I moved to Downton Sacramento in 2008 to continue my
education with a master's degree in public history. After a six- month internship with the Capitol District with State Parks working on the Governor’s Mansion Deferred Maintenance
Project where I worked on roof repairs and researched the applicability of the California Historical Building Code and American Disability Act (ADA) compliance, I changed my tract from museum studies to cultural resource management to
become an architectural historian, I job I had never knew existed until moving to Sacramento. I have been a resident in the Mansion Flats and Alkali Flat neighborhoods for over 15 years. As a member of the local neighborhood association, I have reviewed and commented on many projects as a
member of the public through the lens of my profession. As we see more infill development to meet the increased demands for housing, there is a need to retain the historic character of our identified historic districts and landmark properties to retain the special sense of place that is Sacramento.

I’m fascinated by the city’s history and would be excited to join the Preservation Commission to support its work in protecting our historic assets.
