1-Description/Analysis
Description/Analysis
Issue Detail: Homelessness is an issue that impacts communities without regard to geographic or political boundaries and for which there is no single answer or approach. Shelters play a significant role in addressing homelessness and as such it is necessary to create a systematic approach to addressing homelessness, which includes low-to-no barrier crisis shelters. The City of Sacramento recognizes the important role that such shelters play in helping move people out of homelessness and into permanent housing.

The City of Sacramento has made a significant investment of resources to increase the access and availability of shelter beds, services, and permanent housing to those experiencing homelessness.

The positive impact from these investments can be seen from the latest Sacramento Point-In-Time (PIT) Count that was released in June 2024. According to the 2024 Sacramento PIT Count released by the Sacramento County Continuum of Care, the County of Sacramento had an estimated homeless population of 6,615, a 28.7% decrease from the 2022 PIT Count. Between 2022 and 2024, the number of people experiencing homelessness in shelters increased by 2.2%, from 2,614 to 2,671. In contrast, the number of unsheltered individuals decreased by 40.8%, dropping from 6,664 to 3,944.

Emergency Bridge Housing, Meadowview and X Street Navigation Centers On March 10, 2020, the City entered into a Master Administrative Services Agreement with the Housing Authority of the City of Sacramento to provide the administration, management, and operation of the Emergency Bridge Housing at Grove Avenue. On July 6, 2020, the City amended the Master Administrative Services Agreement with the Housing Authority to include the construction and operation of the Meadowview Navigation Center. On April 15, 2021, the City amended the Master Administrative Services Agreement with the Housing Authority to include the construction and operation of the X Street Navigation Center.

At the conclusion of the City’s current agreements with the Housing Authority for the oversight of the administration of shelter operations for the Emergency Bridge Housing at Grove Avenue, the X Street Navigation Cener, and the Meadowview Navigation Center, the City will resume the oversight of the administration of operations at each site.

In preparation for this transition, and understanding the need to continue providing vital shelter services, it is in the City’s best interest to suspend competitive bidding to allow the City to consider factors other than the lowest price and issue Requests for Proposals for operations at the following locations:
· Emergency Bridge Housing at Grove Avenue for operations beginning May 1, 2025; · Meadowview Navigation Center for operations beginning May 1, 2025; and · X Street Navigation Center for operations beginning July 1, 2025.

Roseville Road Campus
In January 2024, the City opened the Roseville Road Campus (RRC) consisting of 61 pallet homes and 35 trailers. In June 2024, DCR suspended competitive bidding for operations at the RRC with the intention of releasing a Request for Proposals for current operations. During this time, DCR was waiting on the results from a submitted application for Encampment Resolution Funding (ERF) from the State of California’s Interagency Council on Homelessness (Cal ICH), now administered by the department of Housing and Community Development (HCD). The submitted ERF application focused on reducing the effects of unsheltered homelessness on the Sacramento Northern Bike Trail via enhanced outreach and the expansion of the Roseville Road Campus, developing the unutilized “North” side of the Campus.

In September 2024, DCR was awarded ERF-4-L funding to expand the Roseville Road Campus. The expansion includes the addition of 100 electrified pallet-style homes paired with case management and housing navigation to ensure success navigating the Coordinated Access System. Utilizing ERF funding, DCR is seeking approval to issue an RFP for operations that is inclusive of both the North and South sides of the Roseville Road Campus.

Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56.

Economic Impacts: None.

Environmental Considerations: This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by the California Environmental Quality Act [CEQA Sections 15061(b)(3) and 15378(b)(2)].

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: Selecting contractors through an RFP process, rather than a competitive bidding process, will allow the City to consider factors other than the lowest price. Special attention will be paid to the ability of the contractor to exhibit experience working with a vulnerable population of individuals experiencing homelessness, ability to work in collaboration with DCR, ability to operate a large shelter, and ability to provide support services that result in persons experiencing homelessness obtaining permanent housing. All these factors will be used to determine the top- ranked proposers. The scores will be totaled, and the highest-ranking proposer will be asked to enter contract negotiations with the City. Final contract approval will be granted by the City Council at a future Council meeting.

Financial Considerations: Funding for these shelters will come from the Homeless Housing, Assistance and Prevention (HHAP) Grant funding, Encampment Resolution Funding (ERF) and Measure U.

Local Business Enterprise (LBE): None.
