Description/Analysis
Issue Detail: The City has an ongoing requirement for the purchase of chemicals, such as herbicides and fertilizers, for multiple City departments. The City issued B19061511006 on November 5, 2018, with a closing date of November 14, 2018. Two bids were received; one was deemed non- responsive. Contract No. 2018-1758 was awarded to Target Specialty Products for $500,000. The contract was previously amended to $800,000. Inflation has driven up the cost of the chemicals in recent years and this contract has seen heavy usage by various departments. The amount spent will soon exceed the not-to-exceed amount of the contract. The contract expires on December 31, 2024.

Policy Considerations: The recommendation is consistent with Sacramento City Code Contracts for Goods and Supplies requirements (SCC section 3.56), and Procurement Policy No. AP-4101.

Economic Impacts: None.

Environmental Considerations:

File ID: 2024-01993 12/10/2024 Consent Item 10.

California Environmental Quality Act (CEQA): This report concerns administrative activities and governmental fiscal activities that do not constitute a “project” as defined by the CEQA Guidelines Sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA (CEQA Guidelines Section 15060(c)(3)).

Sustainability: The recommendations in this report are in accordance with the Sustainability Purchasing Policy (AP 4003).

Commission/Committee Action: None.

Rationale for Recommendation: Executing a contract supplement increasing the not-to-exceed amount of the contract will allow City departments to continue to make purchases through the expiration of the contract.

Financial Considerations: Funding for these purchases will be provided by the operating budgets or capital improvement project budgets of the using departments. Sufficient funding for purchases made through the expiration date of the contract is available in the Fiscal Year 2024/25 operating budget.

Local Business Enterprise (LBE): The Contractor is not an LBE.
