Description/Analysis
Issue Detail: On September 24, 2024, City Council adopted updates to the Sacramento City Code relating to the various boards and commissions. Member appointments for select commissions were updated from being solely recommended by the Personnel and Public Employee’s (P&PE) Committee to having mayor, councilmember, and P&PE recommendations for appointments. These updates are intended to enhance district representation, expedite the appointment process, and reduce incidents of lack of attendance and/or quorum. While no incumbent commissioner will lose their seat solely as a result of the revised appointment process, there have been commissioners identified who qualify for the updated P&PE Committee recommended seats who could be reallocated to align with these updates. The commissioner below has been reviewed by the Office of the City Clerk and meet the qualifications for the new seat and would receive an increased term length if reallocated:

Policy Considerations: The proposed reallocation of seats addresses Ordinance 2024-0036, relating to the Animal Wellbeing Commission adopted by the City Council on September 24, 2024.

Economic Impacts: Not applicable.

Environmental Considerations:

California Environmental Quality Act (CEQA): This action is not a project subject to CEQA because it involves only general policy and procedure making and does not have the potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. (CEQA Guidelines, §§ 15002(d), 15378(b)(2), 15061(b)(3).)
Sustainability: Not applicable.

Commission/Committee Action: On November 19, 2024, the Personnel and Public Employees Committee voted to forward this matter for approval by City Council.

Rationale for Recommendation: While no incumbent commissioner will lose their seat solely as a result of the revised appointment process per the ordinances adopted by city council related to boards and commissions, there have been commissioners identified who qualify for the updated P&PE Committee recommended seats who could be reallocated to align with these updates and will keep their term expiration consistent or add additional time to their term. In this instance, Commissioner Hefner will extend his term of office for an additional 6 months.
