Description/Analysis
Issue Detail: Sim Park is a 13.92-acre community park located at 6207 Logan Street, Planning Area 5, Council District 6.
On November 19, 2024, a contract with Olympic Land Construction, Inc. for the Sim Park Baseball Improvement Project (L19912300) for improvements to the existing baseball field #1 in the amount of $223,740 was executed. The work consists of demolition, clearing and grubbing, excavation grading, 6’ vinyl chain link fencing and 4’ wide gates, installation of foul poles, player’s benches, two 8’x25’ shade structures, bat racks, baseball bases reconstructing a pitcher’s mound, baseball base replacement, painting of the baseball and bleacher boards, irrigation adjustments, turf sod and repairs, 30-day plant establishment period and field signage replacement.
Change Order No. 1, in the amount of $26,910, is needed to install 60 and 70 ft bases, modify the pitcher’s mound and add an additional pitcher’s rubber, remove turf and expand the infield mix area,

and modify the existing irrigation system.
An additional amount of $26,910 will increase the contract amount to $250,650 which exceeds the City Manager’s change order authority of 10% of the original contract price and increases the contract amount over $250,000 which lies outside the City manager’s approval authority. The Sim Park Baseball Improvements are expected to be complete by March 2025.
Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required for construction agreements over $250,000 and for change orders in total that exceed 10% of the original contract amount.
Economic Impacts: Not applicable.
Environmental Considerations: The change order has been reviewed for compliance with the requirements of the California Environmental Quality Act (CEQA) as a project component of the Sim Park Baseball Improvements Project (L19912300). The project was exempt from environmental review under CEQA Guidelines under State Class 1, 3 & 11 and Sections 15301, 15303 & 15311.
The project consists of the operation, repair and minor alteration of existing public facilities, mechanical equipment or topographical features involving negligible or no expansion of existing or former use (City Park) and the new construction or placement of minor structures accessory to existing commercial, industrial, and instructional facilities.
Sustainability: The Sim Park Baseball Improvement Project has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2040 General Plan, the 2018 YPCE Strategic Plan, and the Parks Plan 2040. The park will advance the goals, policies, and targets of these plans by improving the health of all residents through access to a diverse mix of wellness activities. The baseball field improvements will include sustainable design and maintenance guidelines.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Approval of Change Order No. 1 is necessary to complete the baseball improvement project.
Financial Considerations: Sufficient funding is available in the Sim Park Baseball Improvement Project (L19912300) to execute Change Order No. 1 in the amount of $26,910 with Olympic Land Construction, Inc.
Local Business Enterprise (LBE): Olympic Land Construction, Inc. exceeded the 5% LBE participation requirement.
