3-C2023-0568-02
Description/Analysis
Issue Detail: In the wake of the November 2021 shooting in the Marina Vista/Alder Grove Community that claimed the life of a child, Councilmember Valenzuela’s office, the City of Sacramento, and the Sacramento Housing and Redevelopment Agency (SHRA) began to look at measures to increase the safety and security of families in the area. A plan was developed in partnership with resident leaders in the community, including Sam Floyd, a lifelong resident and new principal at Leataata Floyd Elementary School.

On November 29, 2022, City Council approved Sports and Afterschool programming to take place at Marina Vista / Alder Grove locations with an allocation of $168,000 to Ball Out Academy (BOA), as well as an additional $72,000 allocated to BOA to facilitate Parent Support Groups.

On June 23, 2024, a shooting took place in the Marina Vista neighborhood in which an 18-year-old was killed. Because many of BOA’s staff live within the community they serve, they immediately

became a major force in supporting the community in the tragedy’s aftermath. BOA provided crisis response as well as increased the number of their Parent Support Group meetings and added an additional day per week of youth programming to further support the community.

Policy Considerations: This report is consistent with implementation of the Council- approved Citywide Youth Development Plan & Framework for Children and Youth Programs, Framework for Inclusive Economic & Community Development, and the Resolution Defining the City of Sacramento’s Public Safety Services [to include] Youth-Centered Prevention Services.

Economic Impacts: Vast research shows that investing early in the healthy development of young people can have long-term positive impacts both on an individual’s future outcomes and on the public in the form of upstream savings and a broader, more civically engaged tax base.

Environmental Considerations: None.

Sustainability: Not applicable.

Commission/Committee Action: On November 29, 2022, the City Council voted to approve the Marina Vista/Alder Grove Neighborhood Revitalization Project Framework. At that time, they also authorized agreements between the City and several CBOs to implement youth programming.

Among these CBOs was Ball Out Academy, who received funds for both youth programming and Parent Support Groups.

Rationale for Recommendation: On June 23, 2024, a shooting took place in the Marina Vista neighborhood in which an 18-year-old was killed. Because many of BOA’s staff live within the community they serve, they immediately became a major force in supporting the community in the tragedy’s aftermath. BOA provided crisis response as well as increased the number of their Parent Support Group meetings, and added an additional day per week of youth programming to further support the community.

Financial Considerations: There is sufficient funding in the Measure U Park Improvements Project (L19706000) to cover the extra cost of $25,000 for the contract with Ball Out Academy.

Local Business Enterprise (LBE): Not Applicable.

Background: In the wake of the November 2021 shooting in the Marina Vista/Alder Grove Community that claimed the life of a child, Councilmember Valenzuela’s office, the City of Sacramento, and the Sacramento Housing and Redevelopment Agency (SHRA) began to look at measures to increase the safety and security of families in the area. RESOLUTION NO. 2024-xxxx

Adopted by Sacramento City Council

Marina Vista / Alder Grove: Ball Out Academy Contract Amendment

BACKGROUND

A. In the wake of the November 2021 shooting in the Marina Vista/Alder Grove Community that claimed the life of a child, Councilmember Valenzuela’s office, the City of Sacramento, and the Sacramento Housing and Redevelopment Agency (SHRA) began to look at measures to increase the safety and security of families in the area. A plan was developed in partnership with resident leaders in the community, including Sam Floyd, a lifelong resident and new principal at Leataata Floyd Elementary School.

B. As a result of that investigation, on November 29, 2022, the City Council voted to approve the Marina Vista/Alder Grove Neighborhood Revitalization Project Framework. Included in the fund allocations was Sports and Afterschool programming to take place at Marina Vista / Alder Grove locations with an allocation of $168,000 to Ball Out Academy (BOA), as well as an additional $72,000 allocated to BOA to facilitate Parent Support Groups.

C. On June 23, 2024, a shooting took place in the Marina Vista neighborhood in which an 18-year-old was killed. Because many of BOA’s staff live within the community they serve, they immediately became a major force in supporting the community in the tragedy’s aftermath. BOA provided crisis response as well as increased the number of their Parent Support Group meetings, and added an additional day per week of youth programming to further support the community.

BASED ON THE FACTS SET FORTH IN THE BACKGROUND AND STAFF REPORT, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1. The City Manager or the City Manager’s designee is authorized to execute an amendment to increase the Not-to-Exceed (NTE) amount of grant agreement C2023-0568-01, with Ball Out Academy, by $25,000. The new NTE would be $265,000.
