Description/Analysis
Issue Detail: In 2022, the City submitted a joint application with Capitol Corridor, JPA (CCJPA) for a suite of projects for Cycle 5 of the Transit and Intercity Rail Capital Program (TIRCP) that improve ridership of the state-sponsored passenger rail network at the Sacramento Valley Station (SVS). The City was awarded more than $42.5 million in the multi-project application which included funding for the onsite storm drain line that will enable the construction of the Regional Bus Mobility Hub (RBMH) and remove the storm detention basins from two transit-oriented development sites in the station area. TIRCP funding was also granted for design and engineering for the RBMH and other site

elements. The City is currently under an existing contract with Perkins+Will, Inc. for design services for which the consultant team has produced 30% completion documents for the RBMH and associated infrastructure, including preliminary storm drainage analysis.
The Supplemental Agreement will fund engineering design of the remaining storm drain segment through the SVS site and include design for the separation of the sewer from the current combined system as prescribed in the 2016 Railyards Drainage Master Plan. The drain line will require coordination with future streets under the SVS Area Plan and scope is included to coordinate the underground utilities with street alignments and grading. This urban design update also coordinates with a separate project underway by Sacramento Regional Transit to relocate the SVS light rail station stop and the elimination of separate track alignment for streetcar, which is planned for common access to the new light rail platform.
The City previously conducted a formal procurement process to retain a qualified professional architectural and engineering firm for the SVS Area Plan and preliminary design documents for the RBMH. City Council approval is needed for the acceptance of the TIRCP grant funding and supplemental to the consultant contract with Perkins+Will.
Policy Considerations: The development of the project is consistent with the Central City Specific Plan and Railyards Specific Plan and the following 2040 General Plan Policies:
M-1.22 Increase Transit Ridership. The City shall support work to increase transit ridership citywide.
M-1.23 Transit Priority. Where appropriate, the City shall support transit by incorporating features such as bus bulbs, traffic signal priority, queue jumps, and other solutions into priority corridors to improve transit speed, reliability, and operating efficiency while reducing passenger delay.
M-5.2 Sacramento Valley Station. The City shall work to establish Sacramento Valley Station as the premier regional transit hub of Northern California, linking regional rail, light rail, bus, and high-speed rail service, and plan for the expansion of rail service to strengthen connections between Sacramento, the Central Valley, the Bay Area, Northern California, and beyond.
PFS-3.2 Utility Sustainability. The City shall continue to improve the sustainability, resilience, and energy efficiency of its facilities, infrastructure, and operations consistent with the Climate Action and Adaptation Plan and the goal of achieving carbon neutrality by 2045.
PFS-3.15 Adequate Drainage Facilities. The City shall ensure that all new municipal drainage facilities are adequately sized and constructed to accommodate stormwater runoff,

including incorporating “green infrastructure” design and Low Impact Development (LID) techniques, where appropriate, stormwater treatment features, and, if applicable, trash capture devices for its stormwater facilities.
Economic Impacts: None.
Environmental Considerations: The requested action is the approval of a professional services supplemental agreement for engineering design for the segment of storm drain line identified in the Sacramento Valley Station Area Plan Addendum (2021) to the Railyards Specific Plan Update Subsequent environmental Impact Report (2017) and Railyards Drainage Master Plan (2016).
Sustainability: The transportation sector accounts for over 57% of community-wide greenhouse gas emissions, the largest single sector in the community. To date, SVS has consistently been the top performing station in the CCJPA network with arrival and departures more than 60% above the second ranked station in the system. Providing safe multi-modal transportation alternatives helps to reduce single-occupant vehicle use and contributes towards the Sacramento region’s climate change goals. The Sacramento Valley Station projects further the City’s commitment to sustainability by laying the groundwork for the expanded use of the regional commuter buses and local bus services connecting to the multi-modal transportation hub, which will reduce the use of fossil fuels, encourage less driving, and reduce dependence on private automobiles.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: This is a supplement to the current contract for work required to execute grant-funded projects at Sacramento Valley Station.
Financial Considerations: With the increase in the revenue and expenditures budget of the Sacramento Valley Station (SVS) Regional Bus Stops Project (T15029000) by $677,975 (CIP Reimbursable Fund, Fund 3702), there will be sufficient funding to execute a supplemental agreement in an amount not to exceed $677,975 to the professional services agreement with Perkins+Will, Inc.
There are no General Funds currently allocated for this agreement.
Local Business Enterprise (LBE): Perkins+Will, Inc. with prime subconsultant Arup, US, Inc., is qualified as an LBE.

RESOLUTION NO. 2025-XXXX
Adopted by the Sacramento City Council
BUDGETARY ADJUSTMENTS AND PROFESSIONAL SERVICES AGREEMENT FOR
THE SACRAMENTO VALLEY STATION STORM DRAIN LINE ENGINEERING AND URBAN DESIGN UPDATE (T15029000)
BACKGROUND
A. The 2016 Railyards Drainage Master Plan engineered a drainage line through the Sacramento Valley Station (SVS).
B. In 2017, Downtown Railyards Venture, LLC, completed street and utility improvements west of 7th Street that included a segment of F Street to the eastern property boundary of the SVS parcel, terminating the storm drain line at a manhole and connecting to adjacent storm drainage basin on Lot 40 of the Railyards Tentative Map.
C. In November 2024, Downtown Railyards Venture, LLC, completed a segment of storm drain at the west end of the SVS parcel from the new drainage Railyards pump station and passing under the Union Pacific Railroad (UPRR) and connecting to a new manhole on the City parcel.
D. The City of Sacramento completed preliminary design for the Regional Bus Mobility Hub (RBMH) during the period of work for the SVS Area Plan in 2021 that included engineering design for underground utilities supporting the bus structure and overall plan area.
E. In 2022, the City of Sacramento successfully applied for a Transit and Intercity Rail Capital Program (TIRCP) grant, fifth cycle, for a suite of improvements to the SVS and its operations, one of which was funding final engineering and construction documentation of the drainage line through the SVS site, connecting the storm drain line segments at manholes constructed by DRV and separating the combined sewer/storm drainage system.
F. The SVS Storm Drain Line Engineering and Internal Street Design Update project (T15029000) will provide final design for the separation of the storm drain system from the sewer system through the site.
G. The drain line will follow the internal street system from the SVS Area Plan and subsequent alignment changes identified with related projects, requiring additional design refinements to the street system to which the drain line will conform.
H. The design of the drain line will also coordinate with concurrent engineering design work performed by Sacramento Regional Transit for the relocation of the SVS light rail station to the eastern edge of the city parcel.
I. The City conducted a formal procurement process to retain a qualified professional architectural and engineering firm for the SVS Area Plan and preliminary engineering design documents for the RBMH and awarded the contract to the top ranked firm, Perkins+Will, Inc. City Council approval is needed for the acceptance of the TIRCP grant funding and for the supplemental agreement to the consultant contract with Perkins+Will, Inc.

Arup will join one kickoff meeting (in person) and two Arup team members will visit the site to take photographs and explore existing site conditions and constraints. Regional Bus Mobility Hub Design Updates Arup will support Perkins&Will’s site plan refinement concept by developing utility, roadway sections, and grading studies pertaining to the following urban design revisions to the Station Area Plan: - Realignment of Street 2. - Adapting 3rd Street to the new I-5 on-ramp configuration (work done by others). - Eliminating the down ramps at the west end of the Bus Mobility Center. - Potentially eliminating Street 4 and expanding the Block B parcel. Utility Arrangement Studies The storm drain project will facilitate the separation of combined sewer flows passing through the SVS plan area, namely by separating untreaded runoff from the UPRR tracks area, that must drain to sewer, from treated runoff generated within and passing through the plan area. Thus, construction of the new sewer within the SVS plan area will be needed to retain connection from the tracks area to the existing combined sewer downstream of the plan area. Additionally, when developing the storm drain design, several efficiencies can be realized by designing and constructing the gravity sewer as well. Planned utilities along the same alignment will be refined to minimize impacts to planned development areas and roadways. The storm drain and gravity sewer are expected to drive the overall utility section as they will reside deepest within the section, and sewer lateral crossings to serve planned developments will need to be coordinated. Additionally, installing both gravity (storm and sewer) pipes together will provide overall construction cost savings – with depths up to 10-ft to bottom of pipe, installing them together in one large open trench will be more cost effective than installing the sewer pipe later, which would require deep excavation shoring and protection of the earlier constructed storm drain. Arup will coordinate, study and refine the alignment and utility cross sections of the planned backbone utilities along the same alignment as the storm drains. We will also validate the means of construction along the utility corridor including open-trench construction and trenchless methods where necessary. The study will be based upon the known existing ground conditions anticipated at the start of construction, and the site plan concept refinement schemes by Perkins&Will (as developed in Task 18.1), and the relocated Regenerative Utility Center (RUC) (developed under separate scope) from that proposed in the Station Area Plan. We will explore the potential to disconnect the existing storm drains serving the UPRR track areas north of the SVS plan area from the existing onsite overflow basin. This will help the City understand whether the existing basin can be demolished prior to construction of the planned 24” storm drain between UPRR and the planned Bus Mobility Hub. We will then clarify the extent of improvements for the backbone storm drain network, the sanitary sewer network, and any other utilities (e.g., water and recycled water) that will be captured into the detailed design documents. We will meet with City staff to coordinate Arup’s work and to seek input and agreement on the utilities to be carried into the next design stage.
