RESOLUTION NO.

Adopted by the Sacramento City Council
XXXXXXXXXXX, 2025
Suspension of Competitive Bidding, Contract Supplements and Budgetary Adjustments for the Martin Luther King Jr. (MLK) Library Renovation Project:
(C15000840)

BACKGROUND
A. The Martin Luther King Jr.(MLK) Library was awarded a Building Forward Grant from the California State Library during the Phase 1a distribution of grants for $5,562,774 with a City match of $2,781,387(approved May 2, 2023) to be expended by March 2026.

B. The North Sacramento Library Relocation was awarded a Building Forward Grant from the California State Library during the Phase 2 distribution of grants for $7,245,240 with a City match of $3,622,615, to be expended by June 2027.

C. Construction costs, materials, furniture, and related expenses have risen significantly in recent years, and both projects are estimated to cost substantially more than originally planned. The state has indicated it will not provide additional grant funds, leaving the City to either invest additional local funds or forfeit the grant awards.

D. Recognizing the importance of these libraries for youth, youth programs, and community organizations, the Sacramento Library Authority and City Facilities Division are seeking other sources of fundings and identifying and applying for applicable grants.

E. Given the imminent deadline for the MLK library renovation and to avoid forfeiting the state grant, the City needs to award construction contract for the MLK library at this time.

F. The City is using a design-assist approach. Swinerton Builders has been selected as the most qualified firm to provide the pre-design services and construction. Swinerton Builders has bid out all sub-contracts and developed a Guaranteed Maximum Price (GMP) of $10,454,658.

G. Further actions to ensure full funding and award of the North Sacramento Library Relocation project will be brought back for action by July 2024.
