Description/Analysis
Issue Detail: The State of California, Division of Boating and Waterways Boat Launching Facilities Grant Program administers four grant types: Boat Launching Facilities (BLF), Non-Motorized Boat Launching Facilities (NMBLF), Ramp Repair and Modification (RR&M) and the Sign Grant Program.
The City is currently in the design stage for the development of the Sutter’s Landing Regional Park non-motorized Boat Launch and Accessible Trail project. The City’s Department of Youth, Parks and Community Enrichment is seeking funding through the Non-Motorized Boat Launching Facilities grant program to help fund the construction of the project and will complete environmental review. The State’s Non-Motorized Boat Launching Facilities grants are for the construction or improvement of public non-motorized boating access facilities.
Applications for funding were due on February 3, 2025. To ensure that the City did not miss the opportunity to be considered for funding in the State's fiscal year 2026-2027 budget, staff submitted an application for funding on the due date.
The proposed action tonight is necessary to satisfy the State’s requirement that the City Council approve the submission of the application (by resolution) prior to any grant award decisions made by the State. In the event the City is awarded grant funds, staff will return to Council for authorization to

accept the funding, consistent with section 3.04.040, subsection (B), of the Sacramento City Code.
There is no minimum or maximum grant award, amounts typically range from $100,000 to $1,000,000, depending on the project scope and funding availability.
Policy Considerations: The submission of this project is consistent with the City’s General Plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.
Economic Impacts: Not applicable.
Environmental Considerations: The pursuit of grant funds is not subject to the provisions of the California Environmental Quality Act (CEQA) according to CEQA guidelines, Sections 15061(b)(3) and 15378(b)(4). The City has initiated the environmental review process for the project itself, and will complete environmental review and permitting phase prior to construction of the project.
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: With limited available sources of local funding to meet the City’s goals to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City, grant funding is essential to deliver projects. The granting agency requires that the City Council adopt a resolution to apply for the grant funding and that an authorized representative be designated to sign and submit the grant application.
Financial Considerations: Not applicable. If the City is awarded this grant, staff will return to City Council for necessary budgetary actions.
Local Business Enterprise (LBE): Not applicable; no goods or services are being purchased with this action.
Background: On November 15, 2023, the City received a $950,000 grant from the Wildlife Conservation Board project for planning, design, public outreach, environmental review, and permitting for an ADA-compliant river access trail and non-motorized boat launch. The construction plans and permitting are currently in process. If approved by the Division of Boating and Waterways Boat Launching Facilities Grant Program, the funding requested would allow the City to move forward with bidding and construction of the non-motorized boat launch and access trail.
