Description/Analysis
Issue Detail: Staff recommends Council approve a supplemental agreement with Sagent for a public opinion survey that tracks and gauges the level of awareness and behavior change in Sacramento County. In accordance with the Central Valley Regional Water Quality Control Board Regional Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) Permit, the City and its partners in the Sacramento Stormwater Quality Partnership (Partnership), that is comprised of the County of Sacramento and the cities of Sacramento, Citrus Heights, Elk Grove, Folsom, Galt, and Rancho Cordova are required to conduct public outreach to educate the public about the harmful effects of stormwater pollution and pollution prevention measures. In accordance with MS4 NPDES Permit and the approved Stormwater Quality

Improvement Plan and work plans, the Partnership is required to conduct public opinion surveys to identify changes within the 2024/25 fiscal year.
This is the sixth wave of research intended to quantify the general public’s compliance with behaviors that help ensure clean stormwater and measure awareness and attitudes about stormwater pollution.
This will also help determine the effectiveness of paid media campaigns, the needs of residents, as well as how different demographic groups interact with the outreach.
Policy Considerations: This supplemental agreement exceeds the City Manager’s approval authority and requires Council approval per City Code 3.04.020.
Economic Impacts: None.
Environmental Considerations: The current project has been determined to be exempt from the requirements of CEQA, under Section 15061(b)(3), which states that CEQA applies only to projects that have the potential for causing a significant effect on the environment. The current proposal involves only the administrative activity of a public opinion survey. Therefore, it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment.
Sustainability: The proposed project is consistent with the 2040 General Plan. The stormwater pollution prevention public opinion survey is a critical activity to support Goal ERC-1.1 The City shall promote environmental stewardship and pollution prevention activities with outreach, assistance, and incentives for residents and businesses.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: RFQ Q20141311007 was used to select Sagent and City Agreement PRC00996 was approved on June 23, 2020. Approval of this supplemental agreement is recommended to contribute to permit compliance by continuing Sagent’s public outreach and education efforts regarding stormwater pollution prevention.
Financial Considerations: The proposed supplemental agreement is for an amount not-to-exceed $39,950, bringing the agreement’s total not-to-exceed amount to $584,915. The cost of this services agreement will be shared by the Partnership pursuant to the terms of a master Memorandum of Understanding (MOU), approved by the City Council at the July 31, 2012, council meeting (City Resolution No. 2012-279). Sufficient funding exists in the NPDES Stormwater Program (I14010200), Storm Drainage Fund (6011) and NPDES Stormwater Program, Storm Drainage Fund Reimbursables (Fund 6211) to award the agreement.

SAGENT | Sacramento Stormwater Quality Partnership
2215 21st Street, Sacramento CA 95818 pg. 2
INTRODUCTION.
The City of Sacramento is requesting a scope of work on behalf of the Sacramento Stormwater Quality Partnership (SSQP) to track its progress on the goal to educate and inform the public about urban runoff pollution and how simple changes in everyday activities can protect the area’s fragile ecosystem.
To track this goal, Sagent will work with a partnering research agency to run another wave of research that will align with the next marketing campaign that is expected to run from February 3 to about March 28, 2025. This research tracking study will be used to understand changes in awareness, perceptions and motivations of Sacramento County residents. This research can be used to redefine goals, re-establish benchmarks, and understand behavioral change. The final report can also provide insight on the program’s performance while fulfilling the requirements of its National Pollution Discharge Elimination System (NPDES) permit.
SCOPE.
Project Management/Coordination
Sagent will coordinate with the SSQP team throughout the length of the project to execute research assets, provide updates, direction, final reports and a presentation slide deck. Project management includes internal planning, client meetings, budget management, and overall contract management.
The presentation slide deck will be executed in a PDF format and be developed by Sagent based on survey results from wave six and all previous studies.
Sagent will also communicate with the research partner to develop a revised questionnaire, test survey, and final reports. The final reports will be developed by the research partner with Sagent and SSQP input. Final reports include a topline report and a detailed survey report.
Research Tracking Study
Sagent will work with a partnering research firm to execute another public opinion survey that tracks and gauges the level of awareness and behavior change within Sacramento County. Survey fielding and interviews will remain consistent with previous waves.
These tracking studies occurred in May 2014, August 2016, August 2018, January 2021, and April 2023. Each wave was conducted among an independent sample. The proposed sixth wave will follow the same format, methodology, topics and aim to reach the previously established goals, listed below.
Research Objectives:
1. Measure public awareness and attitudes toward stormwater pollution.
2. Quantify the general public’s compliance with behaviors that help ensure clean stormwater, including the use and disposal patterns of specific products.
3. Assess potential shifts in awareness, attitudes and behaviors as a result of the new campaign.
4. Determine the needs and concerns of customers relative to their behaviors affecting stormwater pollution. This includes an understanding of the association between awareness and beliefs and actual behaviors and purchase decisions.
5. Determine the effectiveness of each element of the SSQP media campaign.
6. Examine similarities and differences in the above areas by different demographic groups within the area.
Methodology:
A total of 400 Sacramento County residents will be interviewed online. All will be at least 18 years of age. General nationwide online research panels comprised of several million households will be used to gather the sample was obtained. Age and gender quotas will be applied to ensure a reasonably representative mix of respondents and an equivalent mix by gender and age.
Respondents who participated in the prior waves will be excluded from this wave. To maximize comparability, a nearly identical questionnaire will be used as in the prior waves. Where necessary, questions will be added or adapted to quantify awareness of new messages, new taglines, new creative, and new influences of the 2025 campaign.
The sample size of 400 will yield results that are accurate to within ±5.6% at the 95% confidence level.
Comparisons between this and prior waves will typically be statistically significant at the 95% confidence level with differences ranging from 4.0%-7.3%, depending on the proportions involved.
The variability will be greater when comparing subgroups.
Tracking Study Topics:
• Frequency of engaging in positive or negative behavior when o Disposing of LED / fluorescent lightbulbs and dead household batteries o Controlling pests or weeds outdoors
o Using fertilizer
o Choosing organic when using pesticides or fertilizer
o Disposing leftover household paints
o When dog poops
o When changing car or truck’s motor oil at home
o Frequency of littering
• Perceived threat/importance to Sacramento area of various environmental issues • Awareness of presence of storm drains in neighborhood • Perception of where these drains go to and how
• Perceived contribution to water pollution of various actions or entities • Likelihood would adopt specific new behaviors if saw messages explaining them would help keep local waterways clean
• Disposal of different household items
• Perceived prevalence of ground littering and reasons why people litter • Interest and likelihood of engaging in new behaviors to help protect Sacramento water bodies, including replacing a significant part of lawn or garden with drought tolerant plants or xeriscape (added for 2023)
• Awareness of various public service messages in past 12 months • Media source of awareness
• Recall of creative elements of advertising about keeping storm drains clean (or the objectives of the upcoming campaign)
• Main message and tagline recall of advertising about keeping storm drains clean (or the objectives of the upcoming campaign)
• Stated influence of this advertising
