1-Description/Analysis
2-Change Order No. 2- Dave Gross Enterprises Inc. dba Adams Pool Specialties Additional Description/Analysis
Issue Detail: In May 2024, the City Council awarded a contract to renovate the Southside Park Pool.
Additional issues with the pool were discovered during construction. Change Order No. 2 in the amount of $85,273 with Dave Gross Enterprises Inc. db a Adams Pool Specialties addresses these unforeseen issues identified during the preparation for the resurfacing of the pool. The perimeter drainage infrastructure, consisting of ductile iron pipe, has numerous leaks and has reached the end of its useful life expectancy. Additionally, the copper return lines, which are responsible for recirculating water back to the pool, have shown signs of advanced corrosion and degradation. The pool is anticipated to be open to the public for swim season 2025.
The copper lines are susceptible to leaks and failure due to prolonged exposure to chlorinated water

and varying pH levels, which accelerate the corrosion process. Over time, pinhole leaks and joint failures have developed, leading to water loss and inefficient system operation. It was also discovered that the current system for disposing of backwashing chemical water needs to comply with modern environmental and operational standards.
The following corrective actions are proposed to address the identified issues: The perimeter drain line has extensive leaks due to the deterioration of ductile iron pipe, which has outlived its expected service life. Replacement involves removing and replacing the deteriorated ductile iron pipe with polyvinyl chloride (PVC) pipe, a high-strength thermoplastic material known for its durability and resistance to corrosion.
Simultaneously, copper return lines will be replaced with PVC lines to minimize potential leaks and improve system longevity.
The third recommended corrective action is rerouting backwash chemical water to the sanitary sewer system. The current method of disposing of backwash chemical water is outdated and poses environmental concerns. Redirecting this water to the sanitary sewer system will ensure compliance with regulatory requirements and enhance operational safety.
Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56= City Code requires contract revisions that add more than (10) percent of the original contract price shall require City Council to approve and ratify the change order previously issued by the City Manager, as per Title 3 Revenue and Finance Chapter 3.04.20.
Economic Impacts: The recommended Change Order is expected to create 0.63 jobs (0.40 direct job and 0.23 jobs through indirect and induced activities) and create $83,270 in total economic output ($53,378 of direct output and another $29,892 of output in indirect and induced activities).
Environmental Considerations:
California Environmental Quality Act (CEQA): The Community Development Department, Environmental Services Manager has reviewed the project and determined that the activity is exempt from the requirements of California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301. The project consists of the operation, repair, maintenance, and minor alteration of existing public structures, facilities, mechanical equipment, or topographical features involving negligible expansion of use beyond that existing at the time of the lead agency’s determination.

Financial Considerations: Sufficient funding is available in the Southside Park Pool Repairs Project (L19706500) (Fund 2401, Measure U and Fund 3204, Park Development) to execute Change Order No. 2 in the amount of $85,273 and cover the remaining project costs.
Local Business Enterprise (LBE): Dave Gross Enterprises Inc. dba Adams Pool Specialties is an LBE.
Background: On May 28, 2024, the City Council passed a motion authorizing the City Manager to execute a contract with Dave Gross Enterprises Inc. dba Adams Pool Specialties in the amount of $594,921. The planned improvements involve removing the existing fiberglass finish, tiles, and other surfaces. The renovation will include installing new tiles, pool markings, depth markers, rope anchors, main drain covers, wall inlets and other fitting covers. All surfaces will be prepared for a new white plaster finish to ensure safety and functionality.
Change Order No.1 with Dave Gross Enterprises Inc. dba Adams Pool Specialties in the amount not to exceed $10,828 was executed on August 29, 2024, and provided for addressing excessive rust removal on the main drain line, elimination of the original pool ladders and replaced with wall steps and new handrails, and significant modifications to the Activity Pool Main Drain system. These changes, along with the credit for not replacing the existing gutter grates with new ones, will result in a vastly improved pool. Instead, the existing gutter grates will be cleaned, polished, and put back into place.
