Dear Mayor and Councilmembers,

Kaiser Permanente strongly supports City staff’s recommendation on Discussion Item #1 Truxel Bridge Concept and Feasibility Study, scheduled for consideration on February 18, 2025, at 5 PM.

The proposed Truxel Bridge will create a vital new connection between the North and South sides of the American River. Currently, residents living North of the River have only two options to cross the river. This new infrastructure will provide a much-needed alternative and significantly enhance accessibility for our community.

The bridge will play a crucial role in ensuring residents north of the river can fully access the amenities and investments in the central city, including the upcoming Railyards development and the revitalized waterfront. This project is of particular interest to Kaiser Permanente as we prepare to construct a comprehensive medical center at the Sacramento Railyards that will help serve the nearly one million Kaiser Permanente members in the Greater Sacramento region. A new Truxel bridge is fundamental to ensuring adequate access to our medical center and would improve emergency response times.

A community survey conducted showed that residents traveled to the downtown core for healthcare, employment, and entertainment. Studies show the bridge will reduce vehicle miles traveled, offering a quicker and more direct route to Natomas or the central city. Beyond reducing commute times, this project will strengthen connections to jobs, higher education, entertainment, healthcare, and other essential services. By accommodating all modes of transportation, the bridge will position the city to secure federal funding for both construction and long-term maintenance. It will also pave the way for future public transit options, including enhanced access to the airport.

We respectfully urge your support of the staff recommendation for this critical infrastructure project.

Sincerely,

James L. Robinson III, PsyD, MBA
Senior Vice President & Area Manager

RE: Support for the City of Sacramento’s Truxel Bridge Project The Sacramento Area Council of Governments (SACOG) supports the City of Sacramento’s staff recommendation for the Truxel Bridge project. This transformative project that would allow for vehicular, transit, and active modes, aligns with the goals of our region to address critical needs to improve multimodal connectivity, access to jobs and amenities, and affordable transportation options in our communities.

SACOG has identified the Truxel Bridge project as a priority in our Regional Project Prioritization Program, a list of vital projects that serve the greater region and further the goals of the 2020 Metropolitan Transportation Plan/Sustainable Communities Strategy (MTP/SCS). The MTP/SCS identifies efforts that build and maintain safe, reliable and multimodal projects that are cost effective and help the region strengthen its economic position by improving access to key resources and opportunities, as well as creating more efficient travel options. The Truxel Bridge project will address these goals by connecting two growing areas of the City - Natomas and the Central City. With a limited number of crossing options over the American River, trips are longer and less efficient, thereby impeding access to jobs and amenities on both sides of the river. As a result, this project will provide enhanced economic development potential for both residents and businesses. The multimodal bridge also offers an important additional evacuation route from the city during potential natural disasters such as flooding on one of the two major rivers splitting the city. Moreover, under current conditions, vehicles have no choice but to travel on I-5 to access the Central City and the surrounding communities south of Natomas. A bridge with access for cars will be a critical component of our region’s ability to reduce congestion along I-5, and is an important element in our MTP/SCS and 2025 Blueprint that is underway.

Sincerely,

James Corless
Executive Director
SACOG
