Description/Analysis
Issue Detail: This project is a second phase of the Fruitridge Road Improvement Project (T15036300), which was established to rehabilitate the pavement to good condition, calm traffic, and improve bicycle, pedestrian and transit access. The original project limits were between Power Inn Road and 65th Street Expressway, and the project proposes a lane reduction, separated Class IV bikeways, and pedestrian crossing enhancements. Fruitridge Phase 1 is planned for construction in Spring 2026. The construction timeline for Fruitridge Phase 2 is planned to follow Phase 1, but this is dependent on funding.

The 2040 General Plan included Fruitridge Road with reduced number of lanes, and the Transportation Priorities Plan also identified the adjacent segment of Fruitridge Road, between 65th Street Expressway and Stockton Boulevard, as a priority for investments to improve multimodal access and enhance safety, as it is best practice to implement the planned lane reduction along the

entire segment to maximize benefits, slow traffic, and reduce safety hazards. In addition, the pavement condition on this segment is significantly degraded.

In addition, the County of Sacramento recently completed a pavement resurfacing project on Fruitridge Road between Highway 99 to Stockton Boulevard, which installed new Class II bike lanes.

This Phase 2 of the Fruitridge Road Improvements Project will implement safety and mobility enhancements consistent with the General Plan and provide connectivity with the County’s bike lane improvements.

Fruitridge Road serves neighborhoods, schools, and businesses, but currently lacks safe bike infrastructure to support access to these services. The existing corridor has poor pavement conditions, disconnected segments of bike lanes, and there is inadequate roadway width to accommodate standard bike lanes without reducing lanes as approved in the 2040 General Plan.

Lane reductions are an effective strategy to reallocate street width for appropriate bicycling and transit infrastructure, calm traffic, and improve safety. The budgetary adjustments are necessary to fund the planning and design for this phase of the project. These adjustments will enable the expedited development of the project, ensuring alignment with the initial phase so that construction can proceed concurrently. This approach will provide residents with continuous safety and mobility improvements in a timely manner and minimize construction timelines.

Policy Considerations: The actions requested herein are consistent with the City’s 2040 General Plan for improving and expanding public safety, creating walkable communities, and enhancing overall livability. Specific goals the project addresses are as follows:

M-1.11 - Increase Bicycling and Walking. The City shall strive to increase bicycling and walking citywide so that it can meet its equity, reduced vehicle miles traveled, and sustainability goals.

The actions requested are also consistent with City Council’s adopted guidelines for transportation funding, meeting the following criteria: safety; maintaining a state of good repair; promoting reductions in vehicle-miles-traveled and greenhouse gas reductions; mobility solutions for youth; and equity.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The requested action would approve the budget for the preliminary engineering and environmental clearance work for the Fruitridge Road Improvements Project. The subject action is not a project pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(5). The action is an administrative activity that would not result in a direct or indirect significant effect on the

environment and is not subject to CEQA. [CEQA Guidelines section 15060(c)(3)]. Prior to final action to undertake the project, appropriate environmental review will be completed pursuant to the requirements of CEQA.

Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips. The project would increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.

Commission/Committee Action: None.

Rationale for Recommendation: The funds are needed to fund the planning and design of the project.

Financial Considerations: The estimated project cost to complete preliminary engineering and environmental clearance for the Fruitridge Road Improvements Phase 2 project (T15036300) and initiate final design is $1 million. With the approval of the transfer of $750,000 (Road Maintenance and Rehabilitation, Fund 2036) from the expenditure budget of the Transportation Corridor Program (R15200000), there will be sufficient funding to complete preliminary engineering and to advance the final design. Final design costs will be determined based on consultant procurement costs.

There is sufficient funding within the Transportation Corridor Program (R15200000) to support the transfer to the Fruitridge Road Improvements Phase 2 (T15036300) in the amount of $750,000 (Road Maintenance and Rehabilitation, Fund 2036).

Local Business Enterprise (LBE): Not applicable.
