Description/Analysis
Issue Detail: A developer has a pending development application with the City to develop 77 single- unit dwellings within the Delta Shores West development project, located north of Bartley Cavanaugh Golf Course (8301 Freeport Blvd). The Planning division is currently reviewing the application. YPCE staff have determined that the proximity of the proposed homes to the golf course must be addressed. The developer will record supplemental CC&R declarations on all lots and contribute $500,000 to address this issue. If Planning concludes the project is consistent with the City’s development regulations, YPCE recommends the City accept the $500,000 from the developer to address the issue before residents move into the homes on the adjacent lots.
Policy Considerations: As stated in City Council Resolution No. 2024-0193, sections 10.2 and
File ID: 2025-00463 2/18/2025 Consent Item 14.
10.11, City Council approval is required to establish (and cancel) CIP projects and make appropriations exceeding $250,000. And under section 11.1 of that same resolution, City Council approval is required to accept a grant of greater than $250,000.
The City Council approved the Delta Shores Project (P06-197) on January 13, 2009 (Reso 2009- 035). The current pending application is for site plan and design review of the proposed homes.
Economic Impacts: None.
Environmental Considerations: Not applicable.
Sustainability: Not Applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The Developer has agreed to a one-time payment of $500,000 to allow the City to address the proximity of the golf course to the adjacent residential homes. YPCE staff recommend accepting these funds.
Financial Considerations:
Staff recommend establishing the Bartley Cavanaugh Golf Course Improvement Project (L19107500) to account for the activities related to the project.
The $500,000 payment from the Developer will be recorded as revenue in YPCE’s FY2024/25 operating budget in the Golf Fund, Fund 2603 and establish the expenditure budget in L19107500 in the amount of $500,000 (Fund 2603).
Local Business Enterprise (LBE): Not applicable.

BACKGROUND
A. Meritage Homes of California has a pending development application with the City to develop 77 single-unit dwellings within the Delta Shores West development project, located north of Bartley Cavanaugh Golf Course (8301 Freeport Blvd).
