Description/Analysis
Issue Detail: The position of City Manager was vacated effective December 31, 2024. The City Council has begun a recruitment process for the position of City Manager.

On October 22, 2024, the City Council approved entering into professional service agreements with five firms for executive recruitment services. With that action, the Council pre-approved executive recruitment vendors who had successfully met the requirements of the City's Request for Proposals for Executive Recruitment Services on an as-needed basis. The rationale provided for this Council action was that since each of the five firms on the list met the qualities the City sought such as unique experience, recruitment approach, geographic reach, fee schedule, and diversity profile, their pre-approval would give the City much needed flexibility and agility in meeting its executive recruitment needs. As the City has contracts in place with these five firms, the City requested that each of the firms submit cost proposals and respond to basic process questions.

On February 4, 2025, the P&PE Committee reviewed cost and process proposals of firms proposing to conduct the executive recruitment for City Manager, discussed comments and suggestions from City Councilmembers at the January 28, 2025, Council meeting, discussed the executive recruitment firms’ qualifications and proposals, and passed a motion directing the City Clerk to invite CPS HR Consulting and MGT Impact Solutions to present to the P&PE Committee on February 18, 2025.

Once this project begins, we will work with the City to tailor our process to highli ght this exciting opportunity and attract the best possible candidates.

In-Depth Experience with the City of Sacramento
We have developed an extensive and ongoing collaborative partnership with the City of Sacramento, working closely with the City Council, Mayor, appointed staff, and council staff to support their diversity, equity, and inclusion (DEI) goals. Most recently, we partnered with the City to design and facilitate a comprehensive training program that addressed critical topics, including cultural intelligence, emotional intelligence, implicit bias, microaggressions, and crucial conversations. This program was tailored to meet the unique needs of city leaders and staff, equipping participants with the knowledge and skills necessary to foster a more inclusive, equitable, and effective workplace. Through multiple sessions, we engaged stakeholders at all levels of city governance, creating a shared framework for understanding and addressing complex DEI challenges. The training yielded measurable improvements in participants’ learning outcomes and advanced the City’s broader inclusion efforts, highlighting our capacity to deliver impactful and sustainable change within government organizations.

CPS HR specializes in the recruitment and selection of key professionals for cities, counties, special districts, and non -profits. Working in partnership with the governing body or selection team, we develop customized search strategies that focus on locating and recruiting qualified candidates who match the agency’s unique needs. Our wealth of recruitment experience has been gained through more than 20 years of placing top and mid -level executives in public agencies throughout the United States.
 Unmatched Recruitment Experience for Government Agencies. CPS HR has extensive experience in recruiting executive -level professionals for public agencies across the United States. As a public agency ourselves, we understand how to work with and within government. Our understanding of public sector culture and policy uniquely sets us apart from our competitors.
 Focus on Diversity Recruiting. In the past three years, 57% of the candidates placed by CPS HR were female, members of ethnic minorities or both. To continue this trend, CPS HR is constantly assessing the best methods for reaching the broadest network of possible candidates. To that end, we have just signed a contract with Zoom Info, a new sourcing platform, that includes a diversity sourcing filter.
 Seasoned Executive Recruiters. Our recruiters possess a high level of expertise in recruiting and placing executive -level professionals. Our staff of experts includes an exceptional group of full-time employees as well as a full complement of subject matter experts, intermittent employe es, and part -time employees with a variety of public and private sector experience.
 Detailed Needs Assessments. We conduct a detailed needs assessment to identify 1) future organizational direction; 2) challenges facing the position; 3) the working style and organizational climate; and 4) required core and job specific competencies as well as personal and professional characteristics.
 Success Recruiting Non-Job Seeking Talent. We recognize that the very best candidates for some types of positions may not be looking for a career change, therefore, our recruitment team takes a very aggressive approach to identify and recruit such candidates.
 Vast Pool of Public Agency Contacts. CPS HR maintains a database of candidates and an extensive network of external resources to leverage for executive -level positions. We utilize our vast pool of public and non-profit contacts to deliver a strong list of competitive candidates who will be well prepared to assist you in the accomplishment of your specific mission and goals.

 Satisfied Clients. Our executive search client satisfaction rating averages 4.6 on a scale of 5. While many companies talk about client satisfaction, how many measure the impact of that through assessing client satisfaction by distributing written surveys and tying the results of these surveys to their performance management system? CPS HR Consulting does. A client satisfaction survey is sent at the end of every engagement requesting feedback on the quality of our staff, deliverables, and the overall consulting relationship.  Retention/Success Rate. Our success rate is tied to the longevity of the candidates we place, currently more than 95% of our placements are still in their position after two years.
 Partial list of recruitments. Below is a brief listing of recent similar recruitments to show our experience with similar executive recruitments.

Our Approach
Key Stakeholder Involvement
The City Council on behalf of the City of Sacramento must be intimately involved in the search for a new City Manager. Our approach assumes their direct participation in key phases of the search process. At the discretion of the City Council, other key stakeholders may also be invited to provide input for the development of the candidate profile.

The City’s Needs
A critical first step in a successful executive search is for the City Council to define the professional and personal qualities required of the City Manager. CPS HR has developed a very effective process that will permit the City Council to clarify the preferred future direction for the City; the specific challenges the City is likely to face in achieving this future direction; the working style and organizational climate the City Council wishes to establish with the City Manager; and ultimately, the professional and personal qualities required of the City Manager.

Commitment to Communication
Throughout the recruitment process, we are strongly committed to keeping you fully informed of our progress. We will collaborate with you to provide updates on the status of the recruitment via your preferred method of communication (phone conference, email, etc.).

We place the highest level of importance on customer service and responding in a timely manner to all client and candidate inquiries. Our previous clients and candidates have expressed a sincere appreciation for our level of service and responsiveness to t he management of the recruitment process. As a result, we have many long -term relationships with clients that have led to opportunities to assist them with multiple recruitments.

CPS HR’s communication continues once you have selected the new City Manager. We will contact the City Council and the newly appointed City Manager within six months of appointment to ensure an effective transition has occurred.

Aggressive, Proactive, and Robust Recruitment
We take an aggressive approach in identifying and recruiting the best available candidates. There are those candidates who would gladly rise to the professional challenge and apply for this position; however, some of the best candidates are often not actively seeking a new position and may only consider a change once we present them with your opportunity. Evoking the sense of vision and opportunity in qualified persons is among the responsibilities of CPS HR, and we pride ourselves in our efforts to reach the best available potential candidates.

We use advertisements, directly email the outreach brochure, post messages and connect with potential candidates on business media such as LinkedIn, and of course, pick up the phone and call qualified individuals and referral sources.

Diversity Outreach Process
CPS HR strives to attract the most highly qualified, diverse candidate pool possible. We are pleased that our diligent efforts have resulted in more than 57% of our executive level placements being people of color and/or female candidates within the past three years.

We accomplished this by advertising with organizations like the National Forum for Black Public Administrators and the Local Government Hispanic Network in order to reach these specific population groups. We also seek candidate referrals from local subject matter experts and the national leadership of groups like Women Leading Government. By taking the time to directly contact these influential industry experts, we ensure that we capture the maximum number of distinguished candidates – particularly those wh o are well- known in their industries, but who may not be actively looking for a new job.

Our recruitment process results in an exceptionally diverse candidate pool and a high level of client satisfaction.

Community/Stakeholder Engagement
The City Council desires input from City staff, community members, and stakeholders (business community, CBOs, labor, etc.). CPS HR proposes a rigorous internal and community outreach program to help achieve a 360-degree view of the future City Manager. To accomplish this task, we have deployed several strategies to gather feedback including community meetings, online surveys, roundtable/visioning meetings, and teleconferences. CPS HR will provide a summary to the City stemming from these activities as an additional source of information for developing the candidate profile and selection criteria. While a final schedule and format would be generated in consultation with the City, a suggested framework includes spending a day on- site soon after being awarded the contract to interview the City Council , associated staff, and community stakeholders who work with the City Manager

Methodology and Scope of Work
Our proposed executive search process is designed to provide the City with the full range of services required to ensure the ultimate selection of a new City Manager is uniquely suited to the City's needs.

Phase I: Our consultant will meet with the City Council to ascertain the City’s needs and ideal candidate attributes, to target our search efforts, and maximize candidate fit with the City.

Phase II: The recruitment process is tailored to fit the City’s specific wants and needs, with targeted advertising, combined with contacts with qualified individuals from our extensive database.

Phase III: The selection process is customized for the City. CPS HR will work with the City Council to determine the process best suited to City of Sacramento.

Phase I - Develop Candidate Profile and Recruitment
Strategy
Task 1 - Review and Finalize Executive Search Process and Schedule Task 2 - Key Stakeholder Meetings
Task 3 - Candidate Profile and Recruitment Strategy Development Task 4 - Develop Recruitment Brochure
The first step in this engagement is a thorough review of the City’s needs, culture and goals; the executive search process; and the schedule. CPS HR is prepared to meet with key stakeholders to obtain input in developing the ideal candidate profile and to assist us in understanding key issues and challenges that will face a new City Manager. Activities will include:
 Identifying key priorities for the new City Manager and the conditions and challenges likely to be encountered in achieving these priorities.  Describing the type of working relationship the City Council wishes to establish with the City Manager.
 Generating lists of specific competencies, experiences, and personal attributes needed by the new City Manager in light of the discussions above.

 Discussing recruitment and selection strategies for the City Council’s consideration to best produce the intended results.

CPS HR will provide a summary to the City stemming from these activities as an additional source of information for developing the candidate profile and selection criteria.

Following the completion of the workshop session, CPS HR will work with a professional graphic artist to design a recruitment brochure and present it to the City for review. Please refer to Appendix A for a sample brochure. Additional brochure examples are available on our website at https://www.cpshr.us/executive-level-recruitment-2/.

Phase II - Aggressive, Proactive, and Robust Recruitment Task 1 - Place Advertisements
Task 2 - Identify and Contact Potential Candidates
Task 3 - Resume Review and Screening Interviews
Task 4 - City Council Selects Finalists
The recruitment process is tailored to fit the City’s specific wants and needs, with targeted advertising, combined with personal contacts with qualified individuals from our extensive database.

CPS HR will prepare, submit for your approval, and publish advertisements on professional and affiliate websites to attract candidates on a nationwide, regional, local or targeted basis based on the recruitment strategy. Examples may include:

• CPS HR website
• California City News
• Public CEO
• ICMA

• GovernmentJobs.com
• Western City
• LinkedIn
• Municipal Management Association

• Women Leading in Government
• Asian American Government Executives
As a consulting firm that interacts with hundreds of public sector executives during engagements, we have a cadre of individuals who we inform of recruitments, both to increase the visibility of the opening and to attract appropriate individuals who fit th e special needs of our client.

Communication with these professionals ensures that an accurate picture of the requirements of the job is apparent and proliferated throughout their professional networks.

CPS HR is focused on reaching a diverse candidate pool and would recommend publications/websites that are targeted to minority and female candidates. In addition to placing ads on websites aimed at minority candidates, we will contact leaders within appropriate associations to gain their insight and referrals of possible candidates.

Within the past three years, more than 57% of our executive level placements have been minority and/or female candidates.

CPS HR will prepare an email distribution list containing prospective candidates and referral sources. These individuals will receive a link to the City Manager brochure along with a personal invitation to contact CPS HR should they have any questions about the position.

CPS HR maintains a comprehensive, up -to-date database of industry leaders and experienced professionals; however, we do not rely solely upon our current database. We also conduct research to target individuals relevant to your specific needs and expectations to ensure that we are thorough in our efforts to market this position to the appropriate audience and to garner a diverse and quality pool of candidates.

We will:
 Convey a strong sense of the purpose and strategy of the City. For many talented individuals, understanding these aspects is one of the key motivators to compete in such an environment.
 Provide guidance and resources to candidates regarding the area’s cost of living, mean and median housing prices, higher education opportunities, K-12 education information, and other aspects of interest to those who are considering relocating to the area.  Actively seek highly qualified candidates who may be attracted by the prospect of collaboration with other departments, providing exceptional leadership to the City or continuing to ensure the public confidence in the integrity of the City.

CPS HR will directly receive and initially screen all resumes. This screening process is specifically designed to assess the personal and professional attributes the City is seeking and will include a thorough review of each candidate's resume, and if appl icable, supplemental questionnaire responses and other supporting materials. CPS HR will personally speak to selected candidates during a preliminary screening interview and will spend extensive time ascertaining each candidate’s long-term career goals and reasons why the candidate is seeking this opportunity, as well as gaining a solid understanding of the candidate’s technical competence and management philosophy. We will gather data on any other unique aspects specific to this recruitment based upon the candidate profile, as well as conduct internet research on each candidate interviewed.

CPS HR will prepare a written report that summarizes the results of the recruitment process and recommends candidates for further consideration by the City Council. Typically, the report will recommend five to eight highly qualified candidates and will inc lude resumes and a profile on each interviewee's background. CPS HR will meet with the City Council to review this report and to assist them in selecting a group of finalists for further evaluation.

Phase III - Selection
Task 1 - Design Selection Process
Task 2 - Administer Selection Process
Task 3 - Final Preparation for Appointment
Task 4 - Contract Negotiation (if requested)
CPS HR will design a draft selection process based on information gathered in Phase I. We will meet with the City to review this process and discuss the City’s preferred approach in assessing the final candidates. The selection process will typically inclu de an in-depth interview with each candidate but may also include other selection assessments such as an oral presentation, preparation of written materials, and/or problem-solving exercises.

We will coordinate all aspects of the selection process for the City. This includes preparing appropriate materials such as interview questions, evaluation manuals, and other assessment exercises; facilitating the interviews; assisting the City with delibe ration of the results; and contacting both successful and unsuccessful candidates.

Following the completion of the selection process, CPS HR will be available to complete the following components:
 Arrange Follow-up Interviews/Final Assessment Process: Should the City wish to arrange follow-up interviews and/or conduct a final assessment in order to make a selection, CPS HR will coordinate this effort.
 Conduct In-Depth Reference Checks: The in-depth reference checks are a comprehensive 360-degree evaluation process whereby we speak with current and previous supervisors, peers, and direct reports. (It is our policy to not contact current supervisors until a job offer is made, contingent upon that reference being successfully completed, so as not to jeopardize the candidates’ current employment situation.) Candidates are requested to provide a minimum of five references. CPS HR is able to ascertain signific ant, detailed information from reference sources due to our commitment to each individual of confidentiality, which leads to a willingness to have an open and candid discussion and results in the best appointment for the City. A written (anonymous) summary of the reference checks is provided to the City.
 Conduct Background Checks: Upon a conditional job offer, we will arrange for a background check of a candidate’s records on driving, criminal and civil court, credit history, education, published news, and other sensitive items. Should any negative or questionable content appear during these checks, CPS HR will have a thorough discussion with the finalist(s) and will present a full picture of the situation to the City for further review.

 Contract Negotiation (if requested): Successful negotiations are critically important, and we are available to serve as your representative in this process. Proposed Work Plan
PHASE 1

POSITION ASSESSMENT, POSITION

ANNOUNCEMENT , & BROCHURE
MGT treats each executive recruitment as a transparent partnership with our client. We believe in engaging with stakeholders early in each recruitment process to fully understand the challenges and opportunities inherent in the position. Understanding the organizational culture is critical to successful recruitment. We gain this insight and information through meetings (one on one and in small groups), surveys, and a review of relevant information. This information is reflected in a polished marketing piece that showcases the organization and the area it serves.

INFORMATION GATHERING
• One-on-one or group interviews with stakeholders identified by the City. • Community forums (in-person or via video) can be used to gather input and feedback. • Surveys can be used for department personnel and/or the community to gather feedback. • Conversations/interviews with department heads.
• Collaborate with City’s Human Resources department to ensure City required compliance checklist is met: including ensuring applicants complete the City’s employment applications, checking for nepotism conflicts, verifying applicants are not currently receiving CalPERS retiree benefits and other requirements discussed during information gathering/stakeholder meetings.
• We offer candidates the option to self-report gender, race/ethnicity and can collect confidential statistics during the recruitment process.

A combination of the items listed above can be used to fully understand community and organizational needs and expectations for the position (this proposal includes 12 hours of

CITY MANAGER EXECUTIVE RECRUITMENT SERVICES PAGE 9

meetings – additional meetings can be added for a fee of $195/hour plus actual expenses if incurred). Community Forums are conducted as an optional service.

Development of a POSITION ANNOUNCEMENT to be placed on websites and social media.

Development of a thorough RECRUITMENT BROCHURE for City review and approval.

Agreement on a detailed RECRUITMENT TIMETABLE – a typical recruitment takes between 90 to 120 days from the time you sign the contract to the appointment of the finalist candidate.

SURVEY – QUALITY AND TRANSPARENCY
MGT brings an additional depth of experience in survey development and analysis through its other operating groups. We recently utilized this option for the Executive Director recruitment and selection process for the International City/County Management Association. Senior Analyst Diana Goldstein with the Education Solutions Group will lead the development of the survey and the programming of the final, approved questions into Qualtrics, a powerful survey tool. Her survey, market research and data management experience spans well beyond education and into other governmental areas (Diana’s bio is included with the other consultants in Appendix A). Qualtrics is mobile friendly and can be deployed through text messaging if cell phones numbers are available. Distribution can also occur through an anonymous link and/or QR Code which may be included on the City’s website,
social media, and direct email without specifically
capturing the identity of the respondent.

Once completed, the survey data will be downloaded into MGT’s proprietary data visualization tool, Bento. This tool allows anyone to easily view, explore, understand, and report survey data in meaningful ways. The consultants will use the tool for analysis and develop a summary report for the City that will be combined with the other stakeholder and member input.

In addition, direct access to the data will be provided to designated City personnel via a link for a period of one year. The link can be used by the City and potentially be added to the City’s website to increase transparency should the City determine that a page on the City Manager recruitment process be added. The consultants can recommend and provide suggested periodic website content updates to the page if desired.

PHASE 2

ADVERTISING, CANDIDATE RECRUITMENT , & OUTREACH
We make extensive use of social media as well as traditional outreach methods to ensure a diverse and highly qualified pool of candidates. Additionally, our weekly jobs listings are sent to over 8,000 subscribers.

Phase 2 will include the following:

Commitment to Diversity, Equity, & Inclusion in Recruitments MGT is a leader in diversity, equity, and inclusion (DEI) consulting services, strategic planning, and organization transformation. MGT’s experience working in diverse communities across the United States and working with organizations seeking to change organization culture is critical to the success of all our projects. We have a track record of building awareness, solutions, and direction for systemic change by generating transformative ideas and solutions, information, and practices into operational strategies, which help us stand out in all our projects.

MGT is also one of the original and premier disparity research firms in the country. Disparity studies were the first instance of bringing principles of diversity, equity, and inclusion into the public sector, through the procurement process, and since 1990, MGT has conducted more than 230 public sector disparity studies. These studies are designed to improve procurement departments, promote and advance equity, and improve economic outcomes for diverse communities that have been historically marginalized by analyzing policies, practices, and programs to increase the utilization of minority- and women-owned businesses. Clients that have conducted a disparity study are in the unique position to increase and improve systematic equity through procurement and contracting, which can ultimately promote economic empowerment by creating strong business and employment pipelines in communities of color.

MGT also has a long-standing commitment to DEI. Since the firm’s inception they have supported, with their time and financial resources, organizations that advance underrepresented populations in local government. These include the National Forum for Black Public Administrators, the Local Government Hispanic Network, The League of Women in Government, and CivicPride. Our Team Members have moderated and spoken on DEI topics at the

Our employees and consultants have undergone Implicit Bias Training, and we are frequent speakers on incorporating equity and inclusion into all levels of local government. Additionally, we provide a list of DEI resources on the homepage of the website at mgt.us.

MGT has formally partnered with the National Forum for Black Public Administrators' consulting arm, i4x, and in several recruitment and selection processes throughout the country including Toledo, OH; Fort Collins, CO; Ann Arbor, MI; Oakland, MI; and Arlington, TX. Our partnership reflects our mutual commitment to advancing DEI values and increasing the diversity of local government leaders at the highest levels of local government organizations.

MGT’s Recommendations to RECRUIT and Retain Top Talent
RESPONSIVE: ROLL OUT THE WELCOME MAT! Candidates may struggle with relocating for a new position as well as being concerned about the “fit” with a new team. It is important to include costs for your top candidate(s) to travel to your location for the final interview process.

Our team will work with you to create a welcoming, informative experience for both you and the candidate(s).

ENCOURAGING: Employee development is a must-have in today’s market. Candidates appreciate their employer investing in them as much as they are investing themselves in the job.

Consider “up and coming” candidates who may lack one or two preferred skills and assign a mentor or invest in a course to encourage their professional development. A mentor/training program will also help establish a peer-to-peer connection and make them feel more comfortable about the transition to a new job.

COMPETITIVE: Our team will guide you in offering a competitive market rate compensation and competitive benefits package attractive to today’s candidates. Competitive employers must include relocation expenses and should consider signing bonuses and temporary housing.

RESOURCEFUL: Review your job description – do you need public sector experience? Are the years’ experience you list essential, or can that be preferred? Consider a more resourceful approach when reviewing candidates’ experience. Carefully assess requirements such as Certified Public Accountant (CPA), Professional Engineer, and others that will limit your talent pool – consider using the word “ideally” or “preferably.” UNDERSTANDING: These past few years have, without a doubt, changed the work environment.

Competitive employers have recognized this and are offering flexible/hybrid/remote work options. Those positions that offer this type of flexibility consistently receive a better candidate response rate.

INNOVATIVE: Think about what is unique and attractive about your community and organization and highlight that in your recruitment efforts. Talk about organizational culture and what your values are with respect to your employees. MGT will assist you in being as innovative as possible in your outreach.

TRANSPARENT: Some states now mandate listing salary ranges in any job advertisements or postings. More and more companies are showing at least a salary range in their postings to promote pay transparency and equity. Post the salary range you will use for hiring – it is public information. If we make it too difficult for candidates to find out the salary, they will move on to the next opportunity.

Our Guarantee – Full Scope Recruitment
MGT is committed to assisting our clients in the selection and appointment of a suitable candidate. In today’s competitive hiring market, it is critical to move expeditiously to interview candidates and make key hiring decisions; failure to do so may result in the loss of desirable candidates. If the client has not responded to multiple requests for decisions and/or guidance within six weeks of candidates being presented for interview or following finalist interviews, MGT may choose to cancel the contract and bill the client for work completed to date.

It is MGT’s goal to provide the client with well-qualified candidates for their hiring needs. If the client rejects the list of qualified candidates and/or fails to negotiate in good faith and come to terms for hiring a candidate and instead chooses to readvertise the opportunity, MGT reserves the right to charge additional consulting fees commensurate with the additional work requested.

Upon appointment of a candidate, MGT provides the following guarantee: should the selected and appointed candidate, at the request of the City or the employee’s own determination, leave the employ of the City within the first 12 months of appointment, we will, if desired, conduct one additional recruitment for the cost of expenses and announcements. Reimbursable expenses may be incurred should the recruitment process require the consultant to travel to the City. To engage in this guarantee, the request must be made within six months of the employee’s departure.

CITY MANAGER

FORT LAUDERDALE, FLORIDA

THE POSITION IN BRIEF
Fort Lauderdale, Florida seeks a sophisticated and highly skilled municipal executive to serve as its next City Manager. This high profile position is appointed by and serves at the pleasure of the City Commission and manages a total budget of over $1 billion. The City Manager also leads a workforce of almost 3,000 employees, 87% of whom belong to collective bargaining units.

THE CITY
Fort Lauderdale is a community of 184,255 on 35 square miles situated along the New River and the Atlantic Ocean. Located 42 miles south of Palm Beach and 28 miles north of Miami, Fort Lauderdale is the county seat of Broward County. It is part of the Miami-Ft. Lauderdale-West Palm Beach Metropolitan Statistical Area, a region with a population of approximately 6.18 million, and was recognized as an All-America City Hall of Fame inductee in 2023.

Known as the “Venice of America” and the “Yachting Capital of the World” for its 300 miles of canals and inland waterways, marinas, and yacht clubs, Fort Lauderdale is the perfect host for the annual International Boat Show. The city is also home to the Florida Panthers, the 2024 NHL Stanley Cup winners, and Inter Miami CF.

Offering beauty, leisure, and major league sports in a temperate climate, it’s no wonder Fort Lauderdale is also known as “the city you never want to leave”!
The Fort Lauderdale-Hollywood International Airport (FLL) and Port Everglades are just a short drive from the city center. The airport offers direct flights to nearly 140 cities in the U.S., Canada, the Caribbean, and Central and South America, while Port Everglades is the third busiest cruise port in the country. Additionally, Miami International Airport and the Port of Miami are less than an hour’s drive from the city, making Fort Lauderdale an ideal location for business, leisure, and international travelers.

The city is accessible via Interstates 95 and 75, U.S. Highway 1, and the Florida T urnpike. However, there are
multiple alternatives to driving, including the Brightline high-speed passenger rail line which runs north and south between the downtowns of Miami, Fort Lauderdale, West Palm Beach, and Orlando multiple times each day. The city is also served by Broward County Transit, the Tri-Rail commuter line, and long-distance passenger rail service through Amtrak.

THE CITY GOVERNMENT
The City of Fort Lauderdale operates under the commission-manager form of government. Four City Commissioners are elected by districts while the Mayor is elected at-large. Mayor and Commission races are non-partisan, and members are limited to three consecutive four-year terms. The City Manager is appointed by and serves at the pleasure of the City Commission and has administrative oversight responsibility for all city operations and staff.

Fort Lauderdale has a FY2025 proposed budget of $1.19B and 2,860 full-time equivalent (FTE) employees across all funds. This represents an 11.3% increase over FY2024 and maintains a stable millage for the 18th consecutive year. Because the millage has remained constant, the budget is driven by the city’s steady growth, which averages 0.8% per year.

Under the organization’s current configuration, the City Manager oversees 10 departments with the support of four Assistant City Managers; the Police and Fire Chiefs report directly to the City Manager. The leadership team is a healthy mix of longer-tenured and newer department heads who possess deep subject-matter expertise in their respective areas and share a strong sense of interdependence and camaraderie.

• Facilities & Capital Projects – Construction
of a new police headquarters is ongoing, and a
new water treatment facility is scheduled to come
online in two years. The City Manager must also
address inflationary impacts on the 2019 Parks
Bond initiative and constructing a new City Hall
after severe flooding damaged the old building.
• Infrastructure Needs – The “FORTify
Lauderdale” program is a set of initiatives in the
Stormwater Master Plan designed to improve
resilience and mitigate the effects of climate
change on vulnerable neighborhoods. The City
is also subject to two current and two pending
consent orders that will require infrastructure
investment and improvements.

• Homelessness & Housing Affordability –
The passage of HB 1365 outlawing public camping
and sleeping necessitates short- and long-term
strategies to mitigate homelessness and address
housing affordability.
• Collective Bargaining – All collective bargaining
agreements are currently settled. Negotiations with
Teamsters and the Federation of Public Employees
(FOPE) may begin in the spring of 2025, while the
International Association of Firefighters (IAFF) and
Fraternal Order of Police (FOP) contracts expire
September 30, 2026.
• Organizational & Financial Management–
The next City Manager will need to formalize
internal processes and implementation of the
strategic plan in order to facilitate collaboration,
operationalize the values, and enable the city
to operate effectively within existing budget
constraints.

CANDIDATE PROFILE
Because the City Manager is a highly visible role,
the incumbent must be poised, professionally
mature, and able to earn credibility with elected
officials, employees, and the public. The ideal
candidate will demonstrate the ability to navigate
conflict with confidence and tact and build
consensus around shared priorities. They will be
an engaged, active leader who empowers their
managers to make decisions while maintaining
accountability for results. They will demonstrate
a strategic, data-informed management approach
and the ability to cultivate a productive team with
positive morale.

Given the makeup of the community and
workforce, the incumbent must demonstrate a
track record of valuing individuals with diverse
backgrounds and identities. There is a high level
of engagement from the public and business
community, and the City Manager must therefore
be adept at understanding and balancing the
interests of various stakeholders.

PREFERRED KNOWLEDGE,

SKILLS, AND EXPERIENCE
• Experience in a full-service municipality of
comparable size, complexity, and diversity
• Experience negotiating collective bargaining
agreements and leading in a unionized
