1-Description/Analysis
2-Supplemental Agreement No. 7 - Wood Rodgers, Inc.

Description/Analysis
Issue Detail: On January 4, 2022, the City entered into professional services agreement with Wood Rodgers Inc. (City Agreement No. 2022-0035) to perform environmental clearance and design services for the Sacramento River Parkway. Since award of that agreement, the City has entered into six supplemental agreements to accommodate unanticipated tasks which were not included in the original scope of services, including the additional cultural studies required by Caltrans.

Supplemental Agreement No. 7 increases the budget to address costs for additional ongoing community engagement and design support for levee trail access ramp alternatives. Resetting the City Manager’s authority to issue supplemental agreements on City Agreement No. 2022-0035 will allow for efficient accommodation of design support needs during project development.

Policy Considerations: The actions requested herein are consistent with the City’s goals of creating walkable and bikeable communities and enhancing overall livability. Specific goals the project addresses are as follows:

M-1.11 - Increase Bicycling and Walking. The City shall strive to increase bicycling and walking citywide so that it can meet its equity, reduced vehicle miles traveled, and sustainability goals.

YPRO-1.17 Waterway Recreation and Access. The City shall work with regional partners, State agencies, non-profit and community groups, private landowners, and land developers to manage, preserve, improve, and enhance use and access to the Sacramento and American River Parkways, urban waterways and riparian corridors to increase public access for active and passive recreation and habitat values.

The Sacramento River Parkway is consistent with the regional trail plan and City’s Bikeway Plan.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The activity described in this report is not determined to be a project pursuant to the California Environmental Quality Act (CEQA), CEQA Guidelines Section 15378(b). The action would approve budget adjustments for a professional services agreement for the Sacramento River Parkway project. The action is a continuing administrative activity and is not subject to CEQA [CEQA Guidelines Section 15060 (c)(3).

The project has been awarded federal funding. As part of the project development, appropriate CEQA and NEPA clearance is taking place.

Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips. The project would increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.

Commission/Committee Action: None.

Rationale for Recommendation: During the project development, previous supplemental agreements were issued under the City’s Manager’s administrative authority for unanticipated tasks not included in the original scope of services, including the need for additional cultural studies required by Caltrans as part of the environmental documentation. This current supplemental agreement includes augmentation of contract to accommodate additional ongoing community engagement and design support for levee trail access ramp alignment alternatives. City Council is needed to execute Supplemental Agreement No. 7 to City Agreement 2022-0035 with Wood Rodgers, Inc. in an amount not to exceed $40,140 and reset administrative authority.

Financial Considerations: The estimated remaining cost to complete the preliminary engineering and environmental clearance phase activities is $106,000. There is sufficient project funding to award the supplemental agreement with Wood Rodgers, Inc. for an amount not to exceed $40,140, for a new not-to-exceed amount of $751,301 and cover the management and administrative time required to complete preliminary engineering and environmental clearance.

Local Business Enterprise (LBE): This is a federally funded project, therefore the City’s LBE policy does not apply. Disadvantaged Business Enterprise (DBE) federal policy applies. Wood Rodgers pledged to exceed the DBE goal for this project.

Background: In 1975, the Sacramento City Council took the first formal action to recognize recreational use along the Sacramento Riverfront by adopting a Feasibility Study and Sacramento River Parkway Master Plan (1975 Plan). The 1975 Plan introduced the concept of developing public access recreation along the Sacramento River, coupled with natural resource protection and enhancement.

In 1997, an update to the Sacramento River Parkway Plan was adopted by passage of Resolutions 1997-590 through -594, which included actions to update the City/County Bikeway Master Plan Map to include the proposed off-street multi-use trail along the Sacramento River. The 1997 Plan retained the core values of the 1975 plan, adding guiding policies that addressed security, privacy and design issues.

In July 2017, the Sacramento River Parkway Phase 1 (K15185000) CIP was established to review the prior documentation and initiate preliminary engineering activities. The total project limits are on the levee of the Sacramento River, between Garcia Bend Park and Zacharias Park.

In early 2021, the City of Sacramento was awarded federal funding to complete preliminary engineering, environmental clearance, and plans, specifications, and estimates (PS&E).
