Description/Analysis
Issue Detail: The Auburn Boulevard at Arcade Creek Bridge Replacement Project will replace the existing structurally deficient and functionally obsolete bridge over Arcade Creek. The new bridge will be widened to accommodate standard bike lanes, lane widths, and sidewalks as well as an additional left turn lane at the Winding Way intersection.

Dewberry, Inc. was awarded a professional services agreement to provide preliminary engineering, environmental documentation and final design services for the project in 2015. Plans and specifications were completed for the project which include: pavement rehabilitation, signal modifications, signing, striping, and curb, gutter and sidewalk modifications, and bridge construction plans. With the project advancing into the construction phase, a supplemental agreement is needed to provide engineering design support throughout the construction phase.

The City advertised a competitive solicitation for proposals from engineering consulting firms to provide construction management and inspection services. Seven firms submitted proposals, and a panel comprised of staff from the Department of Public Works and the County of Sacramento recommended selection of the top ranked firm, HDR Construction Control Corporation, Inc.

Selection of an experienced and qualified construction management firm is necessary to ensure the project is appropriately staffed for construction oversight which is anticipated to start following construction contract award.

The Project received federal grant funds through the federal Highway Bridge Program. The budgetary adjustments for receiving the federal construction funds are required to encumber the construction, construction management and construction support contracts.

City Council approval is required to execute the supplemental agreement for design support services with Dewberry, Inc.; execute the professional services agreement with HDR Construction Control Corporation, Inc.; and authorize the budgetary adjustments for the federal grant funds.

Policy Considerations: The actions requested herein are necessary for the construction of the Auburn Boulevard Bridge at Arcade Creek Bridge Replacement Project, which is consistent with the City’s goals of improving and expanding public safety and enhancing livability. These actions are consistent with the following goal as identified in the General Plan:

M-5.3- Bridges: The City shall maintain existing bridges and plan, and seek funding for, new bridges, when appropriate, to improve multimodal connectivity and provide for emergency evacuation routes.

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior

to council action. This item was published for 10-day review on February 14, 2025, in compliance with the City Code.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has reviewed the Auburn Boulevard at Arcade Creek Bridge Replacement Project, which is a project subject to the California Environmental Quality Act (CEQA). In compliance with the CEQA the City prepared an Initial Study. On December 8, 2020, the City Council adopted the Mitigated Negative Declaration (MND) and adopted the Mitigation Monitoring Plan (MMP), (Resolution No. 2020-0394). None of the circumstances identified in CEQA Guidelines Section 15162 are present that would require supplemental or subsequent review and no re-circulation is required. The adopted MND evaluated the environmental effects associated with the replacement of the Auburn Bridge. No further environmental review is required for the subsequent action of the previously approved project.

National Environmental Policy Act (NEPA): Caltrans issued a Categorical Exclusion (CE) for the Auburn Boulevard at Arcade Creek Bridge Replacement Project on January 20, 2021, confirming conformance with the National Environmental Policy Act (NEPA).

Sustainability: This project will enhance pedestrian and bicycle facilities to encourage bicycle and pedestrian trips with increased connectivity along Auburn Boulevard to the trails along Arcade Creek.

Commission/Committee Action: None.

Rationale for Recommendation: To advance this project, acceptance of federal grant funds and ongoing design support and construction management services will be needed to deliver the project.

Staff recommends the City Council approval for the award and execution of the professional services agreement for construction management services by HDR Construction Control Corporation, Inc.

Staff also recommends the City Council approval of the supplemental agreement with Dewberry, Inc. and the reset of the City Manager’s authority to issue change orders on agreement 2015-0576 to allow for efficient accommodation of additional design support needs during construction.

Financial Considerations: The estimated total cost to complete the Auburn Boulevard Bridge Replacement Project (T15145300) is $16,551,498. With the proposed budgetary adjustments, there will be sufficient funding to award the construction management and construction support contracts.

The Federal Highway Bridge Program funding allows for increases due to actual project costs.

Upon completion of bidding, staff will coordinate with Caltrans oversight staff to revise current programming based on actual bid pricing. Additional federal funding, if needed, will be loaded with award of the construction contract at City Council, which is anticipated for April 2025.

Local Business Enterprise (LBE): The contract with HDR, Inc. is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’s LBE policy is held in abeyance. The contract award will comply with all federal DBE participation requirements. HDR, Inc. has pledged 21.0%DBE project participation, meeting the

21.0% DBE goal set for this contract.
