Description/Analysis
Issue Detail: The City of Sacramento has taken the lead in a multi-jurisdictional partnership with Sacramento County and Sacramento Regional Transit District (SacRT) to evaluate multimodal and safety improvements along Stockton Boulevard, including bus lanes and other transit enhancements,

bicycle facilities, and pedestrian upgrades. The Multimodal Partnership project will also include an alternatives analysis of Bus Rapid Transit (BRT) treatments along SacRT’s Route 51 alignment between South Sacramento and the Sacramento Valley Station.
This length of Stockton Boulevard includes two one-mile segments that fall within the Top 5 High Injury Network as defined in the City’s Vision Zero Action Plan, as well as representing RT’s bus line with highest ridership, and a corridor planned for and poised for significant higher density development. Stockton Boulevard presents an opportunity to transform a former state highway into a vibrant corridor that prioritizes walking, biking, and transit. The opportunity for improvements that would allow RT to operate BRT along Stockton Boulevard will provide a direct, convenient, and safe travel route for community residents, as a more convenient and reliable mobility option.
Improvements to support pedestrian and bicycle access to surrounding neighborhoods and new infill development can provide better access to community and essential resources.
The City and its partner agencies have been awarded federal and state grant funds to complete preliminary engineering and environmental clearance. This phase of the project will develop alternatives sufficient to identify the preferred alternative and provide environmental documentation.
The next steps will be to fund and implement design and construction, which may need to take place in phases, and support RT in pursuing BRT implementation. While the City is the lead agency for the overall effort, Sacramento County and SacRT are likely to pursue individual implementation efforts.
The City of Sacramento conducted a formal procurement process to retain a qualified professional engineering firm to complete preliminary engineering and environmental clearance for the Stockton Boulevard Multimodal Partnership and Bus Rapid Transit Corridor Project. Based on the merits of the written proposals, a panel consisting of City, Sacramento County, and SacRT staff recommends award the contract to the top ranked firm, Kimley-Horn and Associates, Inc. City Council approval is needed for the award of the consultant contract and related budgetary adjustments.
Policy Considerations: The action requested supports the City’s General Plan goals of improving the transportation system (General Plan M 1.1.2), providing multimodal choices (General Plan M
1.2.1), providing multimodal access to activity centers such as commercial corridors, employment centers, and transit stops (General Plan M 1.2.4), improving transit access (General Plan M 1.3.3), increasing transit service (General Plan M 3.1.2), and filling gaps in complete streets (General Plan M 4.2.6). The project implements the General Plan land use plans and mobility goals and implements the Stockton Boulevard Corridor Plan.
The Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements, and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to City Council action. This item was published for 10-day review on February 14, 2025, in compliance with the City Code.

Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act: The approval of a professional services agreement and budgetary activities are not subject to the provisions of the California Environmental Quality Act (CEQA). Under CEQA general rule 15061(B)(3), CEQA applies only to projects which have the potential for causing a significant effect on the environment. These actions will have no effect on the environment, thus are not subject to CEQA.
Federal funds have been appropriated for the project and is, therefore, subject to National Environmental Policy Act (NEPA) review. The appropriate CEQA and NEPA review will take place as part of project development and approval at a future phase.
Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips. The project would increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.
Commission/Committee Action: None.
Rationale for Recommendation: The Department of Public Works advertised a Request for Proposals (RFP) for the competitive selection of a consultant firm or team to provide preliminary engineering and environmental clearance for the Stockton Boulevard Multimodal Partnership and Bus Rapid Transit Corridor Project. Two firms responded: Kimley-Horn and Associates, Inc. and Jacobs.
A panel consisting of staff from the City of Sacramento, Sacramento County, and SacRT reviewed and evaluated the consultant teams’ written proposals based upon experience, qualifications, project understanding, and work plan. After reviewing the proposals, the panelists unanimously agreed that based upon the written proposals Kimley-Horn and Associates, Inc. was ranked the top firm. This was reflected in the scores and ranking and interviews were not recommended.
Financial Considerations: The total cost to complete the alternatives analysis to establish a locally preferred alternative is estimated at $2,135,431. With the increase in the revenue and expenditure budget of the Stockton Boulevard Multimodal Partnership and Bus Rapid Transit Corridor Project (T15245100) by $1,300,000 (Federal Capital Grant, Fund 3703), $500,000 (Other Capital Grant, Fund 3704), and $200,000 (Major Street Construction Tax, Fund 2007) from the expenditure budget

of the State and Federal Grant Match Program (T15007200), there will be sufficient funding available to execute a Professional Services Agreement with Kimley-Horn and Associates, Inc. in an amount not to exceed $2,135,431 and cover City staff expenses associated with this phase.
Local Business Enterprise (LBE): The Stockton Boulevard Multimodal Partnership and Bus Rapid Transit Corridor Project has federal funding and requires conformance with Disadvantaged Business Enterprise (DBE) requirements. Therefore, the City’s LBE requirements are held in abeyance. The DBE goal for this project is 22%. Kimley-Horn and Associates, Inc. has pledged 23% DBE participation.
