Description/Analysis
Issue Detail: The City’s Neighborhood Development Action Team (NDAT) - a cross departmental team co-led by the Community Development Department Planning Division and the City Manager’s Office of Innovation and Economic Development (OIED) - was formed in 2019 to ensure Sacramento’s neighborhoods and commercial districts reflect a sustainable, resilient, and inclusive economy. NDAT initiated the Marysville - Del Paso Boulevard Action Plan (Forward Together Action Plan) in August 2021 to organize community priorities along the commercial corridor and surrounding neighborhoods.
The Forward Together Action Plan, approved by City Council on April 30, 2024, is a strategic roadmap designed to revitalize the Marysville and Del Paso Boulevard corridors by fostering economic growth, enhancing community well-being, and preventing displacement. Developed through extensive community engagement, the plan focuses on:
· Economic Revitalization: Supporting local businesses and attracting new investments. · Infrastructure Improvements: Upgrading transportation, public spaces, and utilities. · Affordable Housing & Anti-Displacement Strategies: Ensuring residents and businesses benefit from revitalization without being displaced.
· Cultural & Recreational Enhancements: Promoting arts, community events, and public

gathering spaces.
To advance the Action Plan’s goals, the Forward Together Pilot Grant Program was launched in Fall 2024 to provide direct funding to local businesses and community organizations. The program aims to:
· Support Small Businesses & Entrepreneurs: Offering grants to fuel business growth and sustainability.
· Empower Community-Led Initiatives: Investing in projects that enhance the economic and social fabric of the corridors.
· Test & Scale Innovative Solutions: Providing funding for pilot programs that can inform long- term revitalization efforts.
The Forward Together Pilot Grant Program had two categories. The first was the Action Grant which was intended to fund projects that deliver tangible results and impact within 12 months or less. The City awarded 15 Action grants for activities including banners signage along the Marysville Blvd.- Grand Ave. intersection, youth programming on Saturdays, skills training in the childcare and hospitality/tourism industries, and events and activations like a breakdance showcase and sculpture garden. The second - the Collaborative Impact Grant - was for organizations and businesses to collaborate on a single proposal that will achieve multiple actions listed in the Forward Together Action Plan.
The D2 Thrives Initiative is recommended for the Commercial Corridor Collective Impact grant to partner with local organizations and businesses to implement multiple actions in the Action Plan including coalition building, small business assistance and placemaking/activation. The partners include CLTRE, Mutual Assistance Network, Del Paso Partnership,, Sacramento Community Land Trust, and Sierra Service Project..
Together, these initiatives serve as a foundation for long-term, community-driven development, leveraging public and private investment to build a more vibrant, equitable North Sacramento.
Policy Considerations: The grant funding supports the implementation of multiple actions from the Forward Together - Marysville Del Paso Blvd. Action Plan. Planned implementation actions are categorized into the themes: Live, Work and Experience, and are listed below.

Action 14.1.1: Create a communication plan for opportunities for community involvement and planning/infrastructure updates
Action 16.1: Identify two to three areas along the corridor with high foot traffic and rethink how to leverage these spaces to build dedicated gathering spots that are able to host different events and activities.
Economic Impacts: The D2 Thrives initiative is a collaborative effort among dedicated partners working to revitalize the Marysville-Del Paso Boulevard corridor and address key action items outlined in the Forward Together Plan. This partnership is designed to build collective consensus among organizations with the expertise and resources to implement a wide range of strategies, ultimately aligning with the vision for North Sacramento set forth in the City of Sacramento’s General Plan.
By fostering long-term capacity, encouraging community-led governance, and launching pilot projects that serve as models for sustainable development, this initiative seeks to drive meaningful and lasting change. Through these efforts, D2 Thrives aims to attract investment from state, federal, and philanthropic sources, laying the foundation for economic growth and neighborhood revitalization.
With a bold vision for the future, the initiative is committed to advocating for $1.2 billion in new investment over the next decade.
Environmental Considerations: The actions are not a project that is subject to CEQA because they constitute an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines §15378(b)(5)).
Sustainability: None.
Commission/Committee Action: None.
Rationale for Recommendation: The impact of this grant funding will serve as a catalytic spark to begin reversing a long history of disinvestment in District 2. This seed funding is not merely an infusion of resources-it is a commitment to revitalization, a steppingstone toward a future where

economic opportunity, community well-being, and long-term prosperity are within reach for all residents.
The journey toward building an inclusive, vibrant, and sustainable economy is long, but with strategic investment and steadfast commitment, we are laying the groundwork for meaningful transformation.
By fostering economic growth, strengthening local businesses, and protecting residents from displacement, we are ensuring that progress is both equitable and enduring.
A key pillar of this effort is aligning City planning initiatives-such as Forward Together-with dedicated implementation funding. The Neighborhood Development Action Team is not only responding to the community’s call for action but delivering tangible results beyond the planning phase. With the D2 Thrives initiative, we are establishing a local framework for implementation, empowering community stakeholders, and reinforcing the City’s role as a proactive partner in progress.
By working together, residents, businesses, policymakers, and local leaders can transform vision into reality, ensuring that District 2 is not only positioned to grow but to thrive for generations to come.
Financial Considerations: The recommended grant agreement with CLTRE has a not-to-exceed of $330,000. Sufficient funding for this agreement is available in the Marysville-Del Paso Blvd Action Plan Project (I22000120, Fund 2401).
Local Business Enterprise (LBE): CLTRE is a local community development corporation and therefore qualifies as an LBE.
