Recommendation: 1) Conduct interviews of applicants to the City of Sacramento Animal Wellbeing Commission for Seat K: members appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Issue Detail: Prior to forwarding nominations to the Mayor and Council for confirmation of appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions.
Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

I am deeply committed to addressing the pressing issues affecting animals in our city, particularly the challenges of pet overpopulation and limited shelter resources. With two decades of experience as a dedicated foster home for dogs and cats, I have seen firsthand the impact these issues
have on both animals and the community. I am eager to
contribute to the broader efforts to improve animal welfare in Sacramento and help shape lasting, positive change for our city's most vulnerable animals.

I have four years of experience on the Board of Directors for the California Council for Wildlife Rehabilitators, including three as Vice President, where I contribute to leadership and regulatory development. I have also participated in Wildlife Resource Committee meetings, expanding my
knowledge of policy and commission proceedings.
Additionally, at the UC Davis Oiled Wildlife Care Network, I help manage a statewide network of animal care
professionals and lead trainings on animal care and disaster response. These experiences have equipped me with the
skills to advocate for the wellbeing of both wildlife and domestic animals.

I have received training as a foster volunteer from various shelters and now foster animals independently, typically finding homes for 20 to 50 animals each year. I provide
preventative care such as vaccinations and microchipping, screen adoption applicants, and fundraise to cover
veterinary expenses. I also utilize city, county, and other spay/neuter resources to for community cats and my
fosters. Through this experience, I have become deeply
aware of the deficit in spay and neuter opportunities in Sacramento, and I am eager to help address this critical issue through the Animal Wellbeing Commission.
